Waste management and recycling: Project Opportunities in Uttarakhand

PROFILE:

Rapid industrialization last few decades have led to the depletion of pollution of precious natural resources in India depletes and pollutes resources continuously. Further the rapid industrial developments have, also, led to the generation of huge quantities of hazardous wastes, which have further aggravated the environmental problems in the country by depleting and polluting natural resources. Therefore, rational and sustainable utilization of natural resources and its protection from toxic releases is vital for sustainable socio-economic development.

Hazardous waste management is a new concept for most of the Asian countries including India. The lack of technical and financial resources and the regulatory control for the management of hazardous wastes in the past had led to the unscientific disposal of hazardous wastes in India, which posed serious risks to human, animal and plant life.

RESOURCES:

Investments are aimed at improving public health and the environmental quality in the Program towns and the adjacent open land and water bodies by increasing solid waste collection coverage from 50% to 72% and supporting sound solid waste disposal methods. Improvements will be directed at (i) segregation of solid waste at household level and handling and management improvements at wards and town levels with an emphasis on waste minimization, (ii) provision of solid waste collection and transportation equipment, and (iii) construction of sanitary landfills in accordance with GoI’s Municipal Solid Waste Management and Handling Rules 2000. These will develop into a State wide SWM strategy, action plan, and town wise SWM master plan reports supported by capacity building of ULBs in SWM.

GOVERNMENT POLICIES:

National policy on waste management is set out in the October 1998 policy statement on waste management- Changing our ways. It outlines the Government's policy objectives in relation to waste management, and suggests some key issues and considerations that must be addressed to achieve these objectives. The policy is firmly grounded in an internationally recognised hierarchy of options, namely prevention, minimisation, reuse/recycling, and the environmentally sustainable disposal of waste which cannot be prevented or recovered.

Bright Steel Bar from Black Bar

Black steel is created through a mill process which involves rolling the steel at a high temperature (typically at a temperature over 1700° F), which is above the steel’s recrystallization temperature. When steel is above the recrystallization temperature, it can be shaped and formed easily, and the steel can be made in much larger sizes. Bright drawn steel is essentially black steel that has had further processing. The steel is processed further in cold reduction mills, where the material is cooled (at room temperature) followed by annealing and/or tempers rolling. The raw material used in the bright bar manufacturing process are called ‘black bars’ – steel wire rods that are mostly in coil form. They are cleaned by removing their scales, which is done either by ‘pickling’ (acid cleansing) or ‘shot blasting’ (blasting steel balls) techniques. Once cleaned, the curvy coil is opened, straightened and fed into the Combined Wire Drawing machine. In the drawing machine, the wire rods are reduced (‘drawn’) to a smaller diameter, straightened and polished/cut to required specifics. The resultant finished product is a Bright Bar (called ‘bright’ due to its shiny finish), also called a Cold Drawn Bar.

Air Cooler

The function of an air cooler is similar to that of an evaporator. An air cooler is a heat exchanger used to cool and/or dehumidify the air. Brine (water with glycol) is typically used as a coolant in air coolers or some other secondary coolant can be used. An air cooler can, for example, be copper or steel pipe onto which aluminium fins are fitted. The cooling medium flowing through the heat exchanger cools the aluminium fins, where heat is exchanged between the cooling medium and the air. The air that is to be cooled/dehumidified is forced over the aluminium fins by a fan. Air coolers are used for air conditioning in buildings, industrial air cooling processes, etc. Air cooler market is anticipated to cross a market size of INR 9000 crore by 2021. The Indian cooling market is witnessing an increase in the use of green technologies. Market vendors are increasingly adopting green technologies to create energy-efficient and eco-friendly air cooling systems.
