i) The HSIIDC had earlier allotted 8 acres of land to Automotive Research Association of India (ARAI) in IMT Manesar, for setting up Automotive Testing Laboratory, which is being run by National Automotive Testing, R&D Infrastructure Project (NATRIP). Another site measuring 46 acres has been allotted at concessional rates in IMT Manesar. The foundation stone for this facility has been laid on the 4th of June 2010. The availability of Testing and R&D facility at this centre will facilitate further development of auto & auto components industry in the State; 

ii) It is proposed to create a railway siding facility in IMT Manesar for smooth transportation of the manufactured goods from out of the IMT area for export and across various destinations in the country;

iii) The State would encourage establishment of a Logistics Centre Facility in PPP mode or through the private sector in IMT Manesar for efficient inventory management and dispatches by the industries.

(b) A thermal power plant of capacity of 700 MW or more located in the States of J&K, Sikkim, Arunachal Pradesh, Assam, Meghalaya, Manipur, Mizoram, Nagaland and Tripura or

(c) A hydel power plant of capacity of 500 MW or more

(d) A hydel power plant of a capacity of 350 MW or more, located in the States of J&K, Sikkim, Arunachal Pradesh, Assam, Meghalaya, Manipur, Mizoram, Nagaland and Tripura; 

(e) Government has decided to extend mega policy benefits to brownfield (expansion) projects also. In case of   brownfield (expansion) phase of the existing mega project, size of the expansion unit(s) would not be not less than that provided in the earlier phase of the project granted mega power project certificate.

E-waste is a popular, informal name for electronic products nearing the end of their useful life. E-wastes are considered dangerous, as certain components of some electronic products contain materials that are hazardous, depending on their condition and density. The hazardous content of these materials pose a threat to human health and environment. Discarded computers, televisions, VCRs, stereos, copiers, fax machines, electric lamps, cell phones, audio equipment and batteries if improperly disposed can leach lead and other substances into soil and groundwater. Gurgaon known for being the home to over two hundred Fortune 500 companies and a hub of BPOs, Gurgaon is also the biggest producer of e-waste. A recent study revealed that Gurgaon generates about 8,000 metric tonnes (MT) of e-waste every year, the highest in the country. The groundwater in Gurgaon is contaminated with lead and heavy metals because of the unregulated disposal of e-waste and other solid and liquid waste, says the study.

Haryana, in fact, is still to implement its e-waste policy even after the Central Pollution Control Board notified it long back. The e-waste was growing at the pace of 20 per cent annually in India. It was going up in Delhi region, that includes Gurgaon, at the phenomenal rate of more than 40 per cent, it said. It is estimated that the Delhi region would produce about six lakh metric tons of e-waste annually and would continue to be the highest e-waste producer with Gurgaon contributing to it in a major way.

With the increasing use of computers in households, purchase of mobile phones and television sets, e-waste in Delhi region, including Gurgaon, is going to go up phenomenally, the study says. The study has revealed that IT companies in Gurgaon dispose off about 40,000 computers every year while the country’s figure is 20 lakh computers annually.

Haryana is still to introduce e-waste policy in the state. Unregulated disposal of e-waste has resulted in groundwater contamination in Gurgaon. Haryana government on e-waste disposal, the BPOs and other IT companies are taking initiatives on their own.

GOVERNMENT POLICIES:

A comprehensive law that provides e-waste regulation and management and proper disposal of hazardous wastes is required. Such a law should empower the agency to control, supervise and regulate the relevant activities of government departments. Under this law, the agency concerned should collect basic information on the materials from manufacturers, processors and importers and to maintain an inventory of these materials. The information should include toxicity and potential harmful effects.

•        Identify potentially harmful substances and require the industry to test them for adverse health and environmental effects.

•        Control risks from manufacture, processing, distribution, use and disposal of electronic wastes.

•        Encourage beneficial reuse of e-waste and encouraging business activities that use waste. Set up programs so as to promote recycling among citizens and businesses.

•        Educate e-waste generators on reuse/recycling options

In the production of TMT bars the carbon is restricted to below 0.20% for imparting better ductility and bend-ability and to ensure better weld-ability. The carbon equivalent of the steel is controlled by the addition of Manganese (from 0.50% to 1.0% depending on the grade of the TMT bar being produced. In case of production of corrosion resistant TMT bars, corrosion-resisting elements are suitably added in the steel. Global steel production has crossed the 1 billion ton mark due to an upturn in steel demand during the last few years on the back of recovery in the global economy. Global steel trade has now increased to around 350 MT. The industry though continues to be fragmented with top 5 players accounting for less than 20% of the total industry capacity. Jatropha or physic nut (Jatropha curcas) is one of 150 Jatropha species in the family of the Euphorbiaceae. It is an oilseed crop that grows well on marginal and semi-arid lands. Jatropha has been identified as one of the most promising feedstock for large-scale biodiesel production in India, where nearly 64 million hectares of land is classified as wasteland or uncultivated land. It is also particularly well suited for fuel use at the small-scale or village level. To date; there has been a substantial amount of variability in yield data for the plant, which can be attributed to differences in germplasm quality, plantation practices, and climatic conditions. The oil is semi-drying and may be employed for the preparation of non-or semi-drying alkyds. In China, a varnish is prepared by boiling the oil with iron oxide. The oil is used as an illuminant; it burns without emitting smoke. The seed cake contains toxic principles and is unfit for use as cattle feed. It is rich in nitrogen and phosphorus (N, 3.2; P2O5, 1.4; and K2O, 1.2%) and can be used as manure. The cake protein may be employed as a raw material for plastics and synthetic fibers. Jatropha is a main biodiesel crop for India and it is proposed to use only marginal or wastelands for biodiesel plantation. Thus, the yields are likely to be on the lower end of the range and the land required could be anywhere up to 21 Mha. The planning commission has set a target of raising Jatropha plantations on an area of about 11 Mha by 2020, which can produce 7.3 Mt of biodiesel, which can meet only 21% of projected biodiesel demand of 2020-high scenario (33.5Mt) whereas it can meet about 57% of the biodiesel demand under 2020-low scenario. WEEE has been identified as one of the fastest growing sources of waste in the India, and is estimated to be increasing by 16-28 per cent every five years. Within each sector a complex set of heterogeneous secondary wastes is created. Although treatment requirements are complicated, the sources from any one sector possess many common characteristics. However, there exist huge variations in the nature of electronic wastes between sectors, and treatment regimes appropriate for one cannot be readily transferred to another.
