A packaging industry consultant helps you pick the right plant, size it correctly and plan its approvals before you commit money. NPCS covers paper, plastic, pulp and foil packaging, from PP woven sacks and corrugated boxes to PET preforms and aluminium foil. Demand comes from e-commerce, FMCG brands and the shift away from single-use plastic. Our team has worked with entrepreneurs since 1994, preparing reports that guide machinery, technology and finance decisions.
Packaging Industry Opportunity in India
Packaging demand in India follows three clear drivers. Online retail needs shipping boxes and sacks, FMCG companies need bottles, pouches and foil, and plastic substitution is pushing buyers towards paper and pulp products.
The sector also spans very different businesses. A paper bag unit and a PET preform plant differ in raw material, machinery and regulation, so the right choice depends on your capital and target buyers.
Main buyer groups
- E-commerce sellers buying corrugated boxes and sacks
- FMCG and beverage brands buying PET preforms and foil
- Food businesses switching to bagasse tableware and paper bags
- Pharma companies using blister foil

Planning a Different Packaging Industry Project?
These are a few of the projects we advise on. NPCS's published client list records 66 packaging assignments, so tell us what you are planning.
How to Choose the Right Packaging Project
Start by matching the project to your raw material access, buyers and regulatory comfort. A paper bag unit converts kraft or printed paper on automatic or semi-automatic machines, which suits a smaller start. A corrugated box plant adds a corrugator for board before die-cutting and printing.
PET preforms serve beverage, oil and pharma bottlers, while bagasse tableware replaces banned single-use plastic and thermocol. Aluminium foil and PP woven sacks each serve distinct buyers and need their own process planning.
| Project | Main inputs | Indicative investment | Power load |
|---|---|---|---|
| PP Woven Sacks Plant | Raffia-grade PP granules; CaCO3 filler masterbatch; UV and colour masterbatch; BOPP film; LDPE liner; inks | ~₹5–25 crore | ~400 kW–1.5 MW |
| Corrugated Box Plant | Kraft paper (liner and fluting), starch adhesive, printing inks, stitching wire or glue | ~₹50 lakh–₹3 crore (semi-automatic) to ₹15–50 crore (automatic) | ~50 kW–1 MW |
| PET Preform Plant | Bottle-grade PET resin or food-grade rPET, masterbatch, acetaldehyde scavengers; cartons and bags | ~₹5–40 crore | ~500 kW–3 MW |
| Paper Bag Manufacturing Unit | Kraft paper (brown/white), MG paper, printed paper, food-grade inks, starch/PVA adhesives, handles (paper twist, rope, cotton) | ~₹25 lakh–₹1 crore (semi-automatic) to ₹2–6 crore (automatic with printing) | ~30–150 kW |
| Bagasse Tableware Plant | Bagasse pulp (board or in-house pulping), water- and oil-resistance agents, packaging | ~₹1–5 crore (semi-automatic, pulp-board route) to ₹10–40 crore (automatic/integrated) | ~200 kW–1 MW |
| Aluminium Foil Plant | Foil stock coils (or ingots for casting), rolling oil, lacquers, primers, adhesives, cores, cartons | ~₹50 lakh–₹3 crore (rewinding/containers) to ₹200+ crore (foil rolling mill) | ~50 kW (rewinding) to 5+ MW (mill) |
Common Packaging Industry Licences and Approvals
Most packaging plants need a factory licence and state pollution control consents, namely CTE before construction and CTO before production. Pollution category ranges from White for paper conversion to Green for plastic processing, while in-house pulping can be Red or Orange.
Plastic packaging producers also need EPR registration. Food-contact products must meet FSSAI packaging norms, so plan these early.
Approvals Common to Packaging Industry Plants
- EPR registration for plastic packaging producers
- FSSAI packaging norms for food contact
- CTE/CTO
- Factory licence
Pollution Category by Project (CPCB, January 2025)
- PP Woven Sacks Plant
- Green, CPCB S.No. 132 (plastic processed products from virgin plastic); solvent-based printing or lamination adds VOC emissions and can move the unit to a higher category
- Corrugated Box Plant
- White without a boiler (CPCB S.No. 31); corrugators running a steam boiler are generally Green
- PET Preform Plant
- Plastic processed products from virgin plastic: Green (CPCB Jan-2025 Annexure-I S.No. 132)
- Paper Bag Manufacturing Unit
- Paper products without paper making and without boiler: White (CPCB Jan-2025 Annexure-I S.No. 31)
- Bagasse Tableware Plant
- Moulding from purchased pulp board is generally Green; in-house bagasse pulping falls under pulp and paper (CPCB S.No. 116, Red/Orange)
- Aluminium Foil Plant
- Cold rolling without heat treatment: White (CPCB S.No. 103.4); an annealing furnace counts as heat treatment (Green, 101.3); remelting scrap: Orange (99.2)
Packaging Industry Schemes and Policy Changes
Entrepreneurs can look at State MSME incentives and GST inverted-duty refunds, where they apply to the project. A well-prepared report helps when you present the plan to a lender or agency.
Two policy points matter now. Under GST 2.0, cartons, paper bags and moulded pulp were cut to 5%, while kraft paper was raised to 18%. The single-use plastic ban has applied since July 2022, supporting paper and pulp alternatives.
Schemes and Incentives
- State MSME incentives
- GST inverted-duty refunds
Policy Changes to Track
- GST 2.0: cartons, paper bags and moulded pulp cut to 5%, kraft paper raised to 18%
- Single-use plastic ban since July 2022

Packaging Industry: Frequently Asked Questions
Which packaging industry business ideas in India suit a first-time entrepreneur?
Paper bags and corrugated boxes are common starting points because they convert paper into finished products. Bagasse tableware suits those targeting plastic substitution. The right choice depends on your budget, raw material access and local buyers, which a project report compares.
What does a packaging industry consultant do?
A packaging industry consultant helps you select a project, plan capacity, choose machinery and vendors, map approvals and prepare financials. NPCS also supports layout, installation and commissioning, so your decisions rest on a plan rather than assumptions.
Which licences does a packaging plant need?
Most plants need a factory licence plus CTE and CTO from the State Pollution Control Board. Plastic packaging producers need EPR registration, and food-contact products must follow FSSAI packaging norms. Your project's process decides the exact list.
Can a packaging project report support a bank loan?
Yes, NPCS reports are used for bank loans and government programmes such as PMEGP, MSME schemes, Mudra and NABARD-linked projects, subject to each lender's requirements. The report should reflect your capacity, location and technology choice.
How do I start with NPCS on a packaging project?
Share your planned product, capacity and location with our team. We will discuss the project, outline the report scope and tailor it to your budget and market. Enquiries are answered within 24 hours.
