The small business ideas in Maharashtra that work best sit next to something the state already grows, makes or visits. Sugarcane, milk, bananas and mangoes feed processing units that cost about ₹14 lakh to ₹36 lakh in government model projects. Offices and colleges in Mumbai, Pune and Nagpur feed service businesses that can start from a home kitchen or a laptop for under ₹50,000.

Choose by budget first. Below ₹5 lakh you are in service or shop territory, because even the cheapest model unit, a jaggery plant, carries ₹5.20 lakh of machinery. Between ₹14 lakh and ₹22 lakh a jaggery, paneer or namkeen unit becomes possible. Turmeric powder needs about ₹36 lakh and, in its model, loses money for two years before it earns.

The fifteen ideas below run from processing to services, and every cost figure comes from a named government source.

Which 15 small businesses fit Maharashtra, and what ties each to the state?

The first eight need machines, and most need a buying link to a farm district. The last seven need a room, a kitchen or a laptop.

What can you start with ₹10,000, ₹50,000 or ₹10 lakh?

Machine-based units start near ₹14 lakh in the model projects, so below that the realistic choices are services and shops.

BudgetWhat fitsWhy
₹10,000 to ₹50,000Freelance digital marketing for local shops, a home tiffin serviceNo machinery, and Mudra's Shishu loans stop at ₹50,000
₹50,000 to ₹5 lakhBakery counter, cloud kitchen, wellness studio, repair shopRent, fit-out and stock are the costs, and Kishore loans go up to ₹5 lakh
₹5 lakh to ₹25 lakhJaggery, paneer or namkeen unitThe model projects cost ₹13.56 lakh, ₹16.83 lakh and ₹21.65 lakh
Above ₹25 lakhTurmeric powder unitThe model project costs ₹35.90 lakh, with ₹20.00 lakh in machinery

The Press Information Bureau's Mudra note sets the bands: Shishu to ₹50,000, Kishore to ₹5 lakh, Tarun to ₹10 lakh, and Tarun Plus to ₹20 lakh for those who repaid a Tarun loan.

What do government model projects say about cost and profit?

NIFTEM, the training institute of the Ministry of Food Processing Industries, publishes model projects for the PM Formalisation of Micro Food Processing Enterprises scheme (PMFME). They are undated templates, so read the figures as a shape, then get supplier quotes. Profits are after depreciation, interest and tax.

Model unitCapacity a yearProject cost (₹ lakh)Machinery (₹ lakh)Profit, year 1 (₹ lakh)Profit, year 5 (₹ lakh)Year-5 profit as % of cost
Jaggery1,59,600 kg13.565.201.054.4433%
Paneer43,200 kg16.8310.001.108.0248%
Besan namkeen2,28,000 kg21.6514.952.568.3038%
Turmeric powder120 tonnes35.9020.00-8.3823.9867%

The last column divides year-5 profit by project cost, so paneer is 8.02 ÷ 16.83 = 48%. The jaggery, paneer and namkeen models assume only 35% to 55% capacity use in year 1.

Only the turmeric model reaches ₹2 lakh a month: ₹23.98 lakh a year after tax, in year 5, after losses of ₹8.38 lakh and ₹0.81 lakh in years 1 and 2. The other three stay under ₹70,000 a month.

Which scheme funds which idea: Mudra, CMEGP, PMEGP or PMFME?

Figures are as of October 2026; confirm intake and ceilings on each portal first.

SchemeRun byWhat it givesBest for
Mudra (PMMY)Banks, small finance banks and NBFCsLoans up to ₹20 lakh in four bandsServices, shops and small units
Chief Minister Employment Generation Programme (CMEGP)Directorate of Industries, District Industries Centres, banksProjects up to ₹50 lakh (manufacturing) or ₹10 lakh (services, agro-processing); subsidy 15% urban, 25% rural, or 25% and 35% for special categoriesProcessing units in towns and villages
PM Employment Generation Programme (PMEGP)Khadi and Village Industries CommissionThe same 15% to 35% subsidy bandsUnits that miss CMEGP rules
PMFMEMinistry of Food Processing Industries35% credit-linked subsidy, up to ₹10 lakh a unitMicro food units

Plan on one capital subsidy per unit: PMEGP excludes anyone who has taken another central or state capital subsidy, and CMEGP excludes units with certain other subsidies. CMEGP applications are online only, and Bank of Maharashtra's CMEGP page lists the 18 to 45 age limit, bank finance of 90% to 95% and the documents. Other state schemes are on the Maharashtra government schemes page.

Which approvals do you need before the first sale?

Food units need registration or a licence from the Food Safety and Standards Authority of India (FSSAI), the national food regulator. Under FSSAI's order dated 13 March 2026, effective 1 April 2026, registration covers turnover up to ₹1.5 crore, a state licence ₹1.5 crore to ₹50 crore, and a central licence anything above. A home tiffin service or first bakery will almost always sit in the registration band.

For non-food ideas, ask your municipal corporation or gram panchayat which permit the premises need.

Pune, Mumbai or a district town: where does each idea belong?

Put processing near the raw material: jaggery in the sugar belt, banana work around Jalgaon, mango pulp in Ratnagiri. Put services where customers sit: tiffin, wellness, student rooms and repairs belong in Mumbai, Thane, Pune and Nagpur. The industries of Maharashtra page maps industrial areas for sites near other units.

What should you do in the next 30 days?

  1. Pick your budget row and shortlist two ideas.
  2. Get written machinery quotes from two suppliers and compare them with the model project's machinery cost.
  3. Confirm CMEGP and PMEGP intake is open, and ask a bank branch for its Mudra checklist.
  4. Apply for FSSAI registration before buying stock, then compare your shortlist on the business ideas hub and the low investment business ideas list.

Frequently asked questions

Do I need a licence to run a tiffin service from home in Maharashtra?

Yes. FSSAI's March 2026 order covers food businesses in general, and its lowest tier, registration, applies up to ₹1.5 crore of annual turnover, a level most home kitchens never reach. Register before the first paid order.

Can I take CMEGP and PMEGP for the same unit?

No. PMEGP excludes anyone who has already received another central or state capital subsidy, and CMEGP does not give margin money to projects financed from two sources. Compare the subsidy rates for your location and the project ceilings, then choose one scheme and apply only there.

What is the age limit for CMEGP?

Applicants must be 18 to 45 years old, with a five-year relaxation for special categories such as SC/ST applicants, women, ex-servicemen and the differently abled. You must also live in Maharashtra, and only one person per family, meaning you and your spouse, can apply.

Does a village unit get a better subsidy than one in a city?

Yes. Under both CMEGP and PMEGP the general category gets 25% in rural areas against 15% in urban areas, and special categories get 35% against 25%. Under CMEGP, a place with a population of 20,000 or less in the 2011 census counts as rural.
