Make bread if you can deliver fresh every morning inside a small radius. Make rusk, biscuits or cookies if you want distributors in other towns to stock you. That one choice sets the rest of a bakery products manufacturing business: how much capital you need, which licences apply and how fast stock must sell.

The lightest factory route is a bread line on rented premises. The model bread plan from the National Institute of Food Technology, Entrepreneurship and Management (NIFTEM) costs it at ₹18.69 lakh. A mixed plant for bread, biscuits and cookies needs about ₹73 lakh in the Niir Project Consultancy Services (NPCS) report on a modern bakery unit. Cakes and muffins need the least machinery but tie you to local orders.

Which bakery products should you manufacture first: bread, rusk, biscuits, cookies or cakes?

Shelf life and delivery radius separate these routes more than the recipe does.

RouteHow far it travelsSuits you if
Bread, buns, pavStales fast, so one townYou can run daily delivery to shops
Rusk and toastDry, travels to distributorsYou want tea-time retail without daily runs
Biscuits, khari, cookiesDry, travels if the pack is airtightYou can buy flour and ghee at steady rates. See the biscuit guide; millet cookies sit near millet processing
Cakes, muffins, pastriesShort life, order-ledYou are starting small. See the cloud kitchen guide
Wafers, cones, premixes, barsTravels, sold business to businessYou already have buyers or a niche to reach directly

Start with the route whose buyers you can name today. If you cannot name the shops that will take bread every morning, begin with rusk or biscuits: they keep, so a slow week costs less. Puffs sit nearer the snack food guide.

How much does a bakery unit cost, and what does it earn each month?

Cost climbs steeply with scale, and the smallest plan earns little at first.

PlanCapacityPlant and machineryWorking capitalTotal investmentProfit evidence
NIFTEM model bread unit800 kg/day (100 kg/hour line)₹13.60 lakh₹3.89 lakh₹18.69 lakhGross profit 12.62% in year 1; net profit ₹1.11 lakh in year 1, ₹5.80 lakh in year 5
NPCS modern bakery unit (bread, biscuits, cookies)1,243.7 kg/day₹32 lakh₹22 lakh₹73 lakhReturn 30.79%, break-even 56.12%
NPCS rusk and cookies plant2 tonnes of each a day₹110 lakhNot stated₹250 lakhReturn 49%, break-even 41%

The bread plan assumes only 55% use of capacity in year 1, rising to 70% in year 5. Its net profit works out to about ₹9,000 a month in year 1 and ₹48,000 in year 5. Raw material alone costs ₹39.60 lakh in year 1, over twice the project cost, so cash locked in flour and fat limits growth.

NPCS gives no basis for its return figures and NIFTEM's file has no year, so treat both as indicators and get fresh quotes.

Which machines does a bakery plant need?

The oven sets your output, not the mixer: in the bread plan, one 36-tray oven costs ₹5 lakh of the ₹13.60 lakh machinery budget.

MachineWhat it doesRoute
Kneader and mixerBuilds gluten in bread dough; blends biscuit doughAll
Leavening cabinet and tinsHolds warmth and humidity while dough rises; shapes loavesBread

The lists come from the NIFTEM bread plan and a sample bakery report by the National Cooperative Development Corporation.

How are bread, rusk and cookies made?

Bread follows the NIFTEM sequence:

  1. Mix flour, gluten powder, improver, sugar, salt, oil, yeast and water.
  2. Knead until a gluten network forms.
  3. Proof at about 27°C for 30 to 50 minutes.
  4. Mould into tins and leaven at about 34°C and 85% humidity for about 30 minutes.
  5. Bake.
  6. Cool fully before slicing, since bagging warm bread traps moisture.
  7. Slice and seal.

Rusk is a loaf sliced and dried in a second bake. Biscuits and cookies skip proofing: cream fat and sugar, add flour, sheet or deposit the dough, cut, bake and cool. Moisture shortens shelf life in both, so cooling and sealing matter as much as the oven.

Which licences does a bakery manufacturer need, and in what order?

Your food safety licence depends on daily capacity, so decide oven size first. The Food Safety and Standards Authority of India (FSSAI) sets these tiers in its licensing regulations compendium:

Daily capacityFSSAI documentYearly fee
Up to 100 kg, turnover up to ₹12 lakhBasic registration₹100
101 kg to 1 tonneState licence₹3,000
1 to 2 tonnesState licence₹5,000
Above 2 tonnesCentral licence₹7,500

The 800 kg bread line sits in the ₹3,000 band; the 1,243.7 kg NPCS plant crosses into ₹5,000 (2021 fees).

Register on Udyam first (the 2025 Union Budget raised the micro limit to ₹2.5 crore of investment and ₹10 crore of turnover, per the Press Information Bureau), then apply to FSSAI once premises are fixed, then register for GST. Since 22 September 2025, pastry, cakes, biscuits and other bakers' wares carry 5% GST, down from 18%. That release does not name bread or rusk, so confirm their rate with your accountant. Ask the local office about trade licence, fire safety and pollution board rules before signing a lease.

What do flour, fat and bread improver do to your costs and risk?

The NIFTEM plan prices its mix of flour, gluten powder, improver, sugar, salt and oil at ₹30 to ₹40 per kg. In rusk and biscuit plants fat dominates: ghee was ₹55 lakh of a ₹73.20 lakh yearly raw material bill in the National Cooperative Development Corporation's sample plan (undated), about three quarters. Lock your fat supplier before fixing your selling rate. The NIFTEM bread line uses 800 to 1,000 sq ft of rented premises.

Check bread improver too. The Centre for Science and Environment found potassium bromate or iodate in 32 of 38 Delhi breads it tested in 2016, so ask suppliers to certify in writing that the blend contains neither.

Can a small bakery unit get a subsidy or loan?

Micro units can look at the PM Formalisation of Micro Food Processing Enterprises scheme (PMFME), which the Press Information Bureau described on 30 July 2026 as a 35% credit-linked subsidy of up to ₹10 lakh per unit. A 24 August 2026 report said it was on a temporary extension to 30 September 2026, with five more years proposed, so check the PMFME portal before planning around it. Niir Project Consultancy Services has prepared project reports since 1994, more than 5,000 across over 40 sectors. Any lender wants machinery quotes, yearly capacity use, raw material cost and a repayment schedule on paper.

What should you settle before you buy an oven?

  1. List who will take the first month's output. If nobody, change the route.
  2. Fix daily capacity: it sets oven size and FSSAI tier.
  3. Get three machinery quotes and check tray count against target output.
  4. Get written flour and fat rates, and an improver certificate for bread.
  5. Bake a trial batch and keep sealed samples to see how fast they stale.

An NPCS project report for a bakery unit covers process, machinery and suppliers, raw materials, manpower, project cost, working capital, profitability, break-even and cash flow, in the format banks and schemes such as PMEGP and Mudra typically ask for. Approval rests with the lender. For more plants, see food processing business ideas.

Frequently asked questions

What is the most profitable bakery item to manufacture?

No single item wins; profit follows how full your oven runs and what flour and fat cost. The NPCS pages list a 49% return for the rusk and cookies plant against 30.79% for the mixed unit, but the first needs ₹2.5 crore.

What business can I start with ₹50,000?

A home-scale baking business, such as cakes or cookies to confirmed orders, not a factory. The smallest factory plan above costs ₹18.69 lakh. Under 100 kg a day and ₹12 lakh turnover, FSSAI Basic registration at ₹100 a year is enough.

Do I need an FSSAI licence for a home bakery?

Yes, at least Basic registration, which costs ₹100 a year and covers up to 100 kg a day and ₹12 lakh turnover. Above that you need a State licence, ₹3,000 a year up to 1 tonne a day.

What types of bakery products can a factory make?

Bread, buns, pav, rusk, toast, khari, puffs, biscuits, cookies, cakes, muffins, cupcakes, pastries, doughnuts, brownies, wafers, cones, bars and premixes. Start with one family that shares machines, such as bread and rusk.
