Goa's industrial revolution was planned and built by the state, plot by plot. The Goa Industrial Development Corporation (GIDC) was formed in 1966, four years after liberation, and it does the allotting in the industrial estates it manages. Sources count those estates differently, from 20 to 24. What matters to a new entrepreneur is how much land is usable today. A July 2025 Assembly reply, reported by The Goan, put the total at 3,011 plots across 23 estates: 2,066 with working units, 417 vacant and open for lease, 319 held by sick or closed units and 209 leased but idle.
So the live question about any Goa industrial area is no longer whether land exists, but which estate has plots and which allotment route fits your project size. Pharma and engineering anchor demand, electronics is arriving at Tuem, and mining has restarted after a gap of years.
How did Goa's industrial revolution unfold after 1961?
Goa did not start with factories. Before liberation about 86% of people depended on farming and mining had barely begun, according to a former president of the Goa Chamber of Commerce and Industry writing in Business Goa. Merchants preferred trading because import duties were low, and the Goan Observer recalls Goa as "the Dubai of India". The table dates what changed next.
| Year | What happened | Reported by |
|---|---|---|
| 1961 | Indian forces take Goa, Daman and Diu in December, ending Portuguese rule that began in 1510 | Britannica |
| 1966 | GIDC is set up in February; Corlim becomes Goa's first industrial estate | Goa industries department; The Goan |
| 1970-71 | Zuari Agro Chemicals (1970) and MRF (1971) open plants; Ciba-Geigy follows at Corlim | Business Goa |
| 2005-2024 | Iron ore mining peaks in 2005-2010 and stops in 2012; a Supreme Court order in March 2018 ends lease renewals; nine blocks are auctioned and Vedanta gets the first consent order by March 2024 | Business Goa; SteelOrbis |
| 2014-2025 | The investment board approves 250 projects worth ₹16,094 crore, with an estimated 46,355 jobs | Economic Survey 2025-26 |
| Feb 2025 | Goa-IDC approves works worth over ₹100 crore: white-topped roads, effluent and sewage plants, waste facilities | The Goan; Outlook Business |
| FY 2025-26 | Engineering exports reach $550.6 million, up 36% from $405.8 million | Herald Goa |
Goa's base came from state-prepared land plus a few anchor investors, not from local raw materials. Today's money goes into upgrading existing estates.
Which Goa industrial estates still have plots?
Open plots sit in a handful of estates, and Verna, the largest, holds the most idle land. The table uses the figures from the July 2025 Assembly reply, as reported.
| Estate | What the data shows | How to read it |
|---|---|---|
| Quitol | 169 plots available for lease, the most of any estate | Widest choice for small units |
| Latambarcem | 68 available; 17 leased plots lying vacant | Ask which of the 68 are truly allottable |
| Sanguem | 58 available for lease | One of the two newest estates |
| Panchwadi | 44 available; 32 leased plots vacant; 56,746 sq m held by the investment board | Larger parcels go through the board |
| Verna | 5.68 lakh sq m of vacant land; 9 plots for lease; 54 leased plots idle | Most land on paper, little open to lease |
| Kundaim, Kakoda, Cuncolim, Margao | Most sick or closed units: 41, 39, 38 and 31 | Taking over a closed unit's plot is a possible route |
| Tuem | 5,97,125 sq m electronics manufacturing cluster under a Ministry of Electronics and Information Technology scheme | Electronics units, through its own plot notice |
Two cautions. The 417 vacant plots are one snapshot, so ask GIDC for the current list. And estate counts differ by document: 20, 23 or 24 (see the FAQ below).
Three ways to get industrial land in Goa
- GIDC estate plot: applications reach GIDC through the investment board's single window, and plots go by advertisement or auction. About 40% of estate land is earmarked for special projects.
- Private land: the board can declare an Investment Promotion Area so that zoning can change for your project.
- Mega projects: those of ₹100 crore or more, or 1,000 or more Goan jobs, can be offered parcels from the industrial land bank.
These routes come from the Goa industrial policy of 2022. Most small manufacturers will use the first one.
Which industries anchor Goa's industrial areas now?
The secondary sector made up 46.01% of Goa's GSDP at current prices in 2024-25 (quick estimates), according to the Economic Survey. Inside it, four groups matter to a new unit.
| Sector | Evidence | What it means for you |
|---|---|---|
| Pharmaceuticals | Sixth among states in 2023-24 with a 5.6% share of India's pharma exports; exports of ₹6,527.1 crore, up 22%. Cipla, Indoco, Sun Pharma and Lupin run US FDA-certified plants (Navhind Times, October 2025) | Suppliers and contract units sit closest to this demand; see pharma manufacturing ideas |
| Engineering and electronics | Engineering exports of $550.6 million in FY 2025-26, up 36%; the Tuem cluster is being developed | Component and assembly units; see engineering and electronics ideas |
| Mining | Mining and quarrying rose from 0.15% to 0.50% of GSDP at constant prices after the restart (Economic Survey) | Hard for a new MSME to enter; see mining ideas for the support side |
| Food processing and other green units | Named focus sectors in the 2022 policy, with fast-track clearance | Low-pollution units get the easiest approvals; see food processing ideas |
Older Goa articles, including a 2022 Business Goa piece, quote a share of about 12% for pharma, sometimes as production and sometimes as exports. The 2023-24 export figure reported in October 2025 is 5.6%. Do not mix the two when you size a market.
What holds back a new unit in a Goa industrial area?
Four limits come up again and again in the sources, and each has a practical answer.
| Limit | Evidence | Planning move |
|---|---|---|
| No local raw materials or large home market | A past GCCI president said in 2022 that Goa lacks both, so output goes out of state | Favour high-value, light products and price freight in from day one |
| Land that looks free but is not | 209 leased plots lie idle and 319 sit with sick or closed units | Ask GIDC in writing which plots can be allotted now |
| Approval speed | The same voice called ease of doing business a major hurdle in 2022; the 2022 policy targets a single-window certificate within 60 days, per an ICAI handbook | Start on the board's portal before ordering machinery |
| Where you may build | The policy excludes khazan lands, low-lying paddy fields, sloping land, CRZ land and certain Red category industries | Pick a white or green category unit and check zoning first |
What should you do before applying for a plot in Goa?
Work in this order, because each step narrows the next.
- Fix the product and its pollution category. The 2022 policy favours white and green units and may exclude Red ones.
- Shortlist two estates from the table and ask GIDC which plots can be allotted today, and by advertisement or auction.
- Register on Udyam, which the ICAI handbook on the policy calls mandatory for MSME incentive claims.
- File the common application on the investment board's portal if you need private land or a special package.
- Check each incentive and its validity on the board's site before you build your financial model. The policy was notified for five years.
If you are still choosing a product, business ideas in Goa matches ideas to local demand, and MSME schemes covers central support that applies in any state. To compare Goa with other states, start from the industries hub.
Frequently asked questions about Goa's industrial areas
Which is the main industry of Goa?
Pharmaceuticals is the manufacturing industry with the best-documented weight. Goa ranked sixth among states for pharma exports in 2023-24, at ₹6,527.1 crore. Engineering goods, electronics and food processing also feature in state export and policy statements.
What happened in 1987 in Goa?
Goa became India's 25th state on 30 May 1987 under the Goa, Daman and Diu Reorganisation Act, 1987, while Daman and Diu stayed a union territory. The industrial estates themselves date from 1966.
Who ruled Goa for 450 years?
The Portuguese, from 1510 until Indian forces took Goa in December 1961. Their economy leaned on trade and later iron ore mining rather than factories, which is why the first industrial estate appeared only in 1966.
Where was Goa's first industrial estate?
Corlim, set up in 1966, the year GIDC was formed. A 2012 report in The Goan found many of its early sheds closed and used as godowns, so the oldest estate is not automatically the best address. Check current occupancy first.
How many industrial estates does Goa have?
Sources give between 20 and 24. The industries department's map labels 20 locations, the July 2025 Assembly data covers 23 estates, and GIDC's February 2025 announcement cites 24. Ask GIDC for its current estate and plot list before you shortlist.
