Mining business ideas in India fall into three routes, and the route decides your cost, timeline and paperwork more than the mineral does. You can hold the mineral right yourself (a quarry permit or an auctioned mining lease), buy rock or ore from a lease holder and process it, or make a finished product from minerals, such as cement, tiles or gypsum board.
For a first-time entrepreneur the second and third routes are usually faster, because no lease stands between you and your first sale. The first suits a funded team that can wait through an auction and clearances before revenue arrives.
The rules also moved in 2025. Quartz, feldspar, mica and barytes, and then limestone used for building lime, left the state-run minor mineral list for the central major mineral category, so older advice can point you to the wrong office. The 18 ideas below are sorted by route.
18 mining and mineral business ideas, sorted by how you get the mineral
The last column is the gate to clear before your first sale.
Route 1: hold the mineral right yourself
| No. | Idea | Right you need | Gate before the first sale |
|---|---|---|---|
| 1 | Stone quarrying and aggregates | State quarry lease | Environmental clearance, then a crusher |
| 2 | Limestone quarrying | Auctioned lease | Auction win and Indian Bureau of Mines (IBM) registration |
| 3 | Quartz, feldspar, mica or barytes mining | Lease under major mineral rules | Lease papers in the new category |
| 4 | Iron ore mining and beneficiation | Auctioned lease | Mining plan and heavy equipment |
Route 2: buy rock or ore and process it
| No. | Idea | Input you buy | Gate before the first sale |
|---|---|---|---|
| 5 | Manufactured sand and crushed aggregate | Quarried rock | Pollution board consent |
| 6 | Silica sand washing and grading | Raw sand | A grade glass and foundry buyers accept |
| 7 | Quartz and feldspar grinding | Lump from a lease holder | Supplier's lease papers; ceramic and glass buyers |
| 8 | Bentonite activation | Raw clay | Foundry and drilling buyers |
| 9 | Cosmetic-grade talc grinding | Talc lump | Purity that cosmetic buyers test |
| 10 | Kaolin (china clay) processing | Raw kaolin | Brightness and particle size |
| 11 | Marble and granite cutting, as in the marble business | Quarried blocks | Block supply and a slab market |
Route 3: make products from minerals
These overlap with construction materials business ideas.
| No. | Idea | Mineral input | Gate before the first sale |
|---|---|---|---|
| 12 | Mini cement plant | Limestone | A limestone supply contract and dealers |
| 13 | Lime and calcium carbonate | Limestone | Kiln fuel and fine grinding |
| 14 | Gypsum board and plaster of Paris | Gypsum | Steady gypsum supply |
| 15 | Ceramic and vitrified tiles | Clay, feldspar, quartz | Kiln fuel cost |
| 16 | Glass bottles and containers | Silica sand, soda ash | A furnace that never stops |
| 17 | Refractory bricks | Dolomite, magnesite, fireclay | Qualification trials at steel and cement plants |
| 18 | Fly ash bricks and blocks | Ash from power plants | Ash supply near the plant |
Which mining or mineral business is most profitable on paper?
No mineral is the most profitable in general, because profit follows price per tonne, grade control and how full the plant runs. The NPCS project profiles for eight of these ideas show how far apart the starting tickets are: mining business investment here runs from ₹250 lakh to ₹6,132 lakh.
| NPCS project profile | Capacity | Total capital investment | Rate of return | Break-even point |
|---|---|---|---|---|
| Mini cement plant | 50 MT/day | ₹250 lakh | 23% | 63% |
| Artificial sand | 240,000 MT/year | ₹460 lakh | 43% | 55% |
| Marble and granite cutting and polishing | 30,000 sq m/year | ₹293 lakh | 46% | 78% |
| Gypsum plaster board | 6,600 pieces/day | ₹551 lakh | 26.11% | 61.30% |
| Glass bottles for beer | 100,000 pieces/day | ₹620 lakh | 29.80% | 63.13% |
| Talc, cosmetic grade | 32 MT/day | ₹954 lakh | 26% | 62% |
| Dolomite refractory bricks | 100 MT/day | ₹1,770 lakh | 26% | 56% |
| Bentonite, quarrying to export | 854 MT/day (three grades) | ₹6,132 lakh | 42% | 32% |
The profiles carry no report date and do not define the return and break-even columns, so compare scale, not budgets. Capital per tonne of daily capacity runs from about ₹5 lakh (cement) to ₹17.7 lakh (dolomite bricks) and ₹29.8 lakh (cosmetic talc), so a small tonnage of a pure product can cost more to set up than a larger tonnage of cement.
Marble cutting shows a 46% return beside the highest break-even in the table (78%), so check each profile's assumptions.
What changed for limestone, quartz, feldspar and mica leases in 2025?
Four decisions matter for a lease, a supply contract or a trading business, as listed in the Ministry of Mines' 2025 summary on PIB.
| Change | Date | What it means for you |
|---|---|---|
| Barytes, feldspar, mica and quartz moved from minor to major minerals | 20 February 2025 | Existing leases continue and register with IBM; ask any supplier for papers showing the new category |
| Limestone used in kilns for building lime left the minor list, so all limestone is major | 10 October 2025 | Lease holders can sell to any user, which widens supply for cement and lime plants; applications without a letter of intent by that date lapse |
| Cap on selling surplus from captive mines removed | MMDR Amendment Act, 2025 | More ore and stacked dumps may reach processors, for an extra payment |
| Timelines added from letter of intent to lease | 17 October 2025 | A bidder's delay costs 1% of the performance security a month; early production pays half the auction premium |
FY 2025-26 set a record with 212 blocks, and iron ore (47) and limestone (29) make up 76 of the 101 auctioned blocks now operating, the Ministry of Mines said on 7 May 2026. Odisha has the most, with 34.
What approvals does a quarry or mineral plant need?
Approvals split into the right to take the mineral and the permissions to run a plant.
| Approval | Who decides | Applies to |
|---|---|---|
| Mining right | State rules for minor minerals such as building stone, gravel and ordinary clay; auction for major minerals | Route 1 |
| Mining plan | Approved by the Centre or the state; IBM registration for major minerals | Route 1 |
| Environmental clearance | District, state or central authority, by lease area | Route 1 |
| Pollution board consent | State pollution control board | Routes 2 and 3 |
The Environment Ministry's 2016 list put stone crushers in the orange category and mining in red, so confirm the current category with your state board.
Where do critical minerals fit if you are not a miner?
India lists 30 critical minerals, including graphite, lithium, cobalt and copper, and few first-time entrepreneurs will hold a lease for them. The open door is recycling business ideas: a ₹1,500 crore incentive scheme backs recyclers of e-waste, lithium-ion battery scrap and end-of-life vehicle parts, under a ₹16,300 crore national mission.
Where do small mineral projects stall?
- Lease timelines. The 2025 auction rules put the clock on the bidder, so model delay first.
- One big buyer. A glass, ceramic or cement buyer sets grade and price, so a plant sized for one has no fallback.
- Freight on bulk. Aggregates and limestone are cheap per tonne, so the plant must sit near source or market.
Next steps for a first mineral project
- Take route 2 or 3 unless you already hold a lease, and start with the product whose buyer you can name today. Compare it against other manufacturing business ideas.
- Ask two suppliers for lease papers and a grade report, and two buyers for specifications and payment terms, before sizing the plant.
- Cost the shortlisted idea in a detailed project report, since banks lend against one.
An NPCS project report for a mineral plant covers the market survey, process flow sheet, machinery with suppliers, raw material sources and the cost, working capital and break-even tables a lender asks for. NPCS has prepared project reports since 1994, over 5,000 of them across 40+ sectors.
Frequently asked questions
Which business gives ₹2 lakh a month?
No business here can be promised a monthly figure. Monthly profit is tonnes sold times margin per tonne, less fixed costs. Get both numbers from two buyers and a supplier, then test the result at 60% of planned volume before costing the idea.
What are the 30 critical minerals in India?
The Ministry of Mines list names antimony, beryllium, bismuth, cobalt, copper, gallium, germanium, graphite, hafnium, indium, lithium, molybdenum, niobium, nickel, platinum group elements, phosphorus, potash, rare earth elements, rhenium, silicon, strontium, tantalum, tellurium, tin, titanium, tungsten, vanadium, zirconium, selenium and cadmium.
What are the main types of mining?
The main types are opencast mining, underground mining, stone quarrying, alluvial mining of river and beach deposits, and offshore dredging. A small operator mostly meets quarrying and opencast work, so lease category and clearance matter more than machinery, and underground or offshore mining needs far more capital.
Is environmental clearance needed for a small quarry?
Yes. Since the January 2016 amendment to the clearance rules, even a lease under 5 hectares needs clearance, granted by a district authority, while larger leases go to the state or the Centre. Check current thresholds on the Parivesh portal before applying.
