Almost every large industrial area in Uttarakhand is a SIIDCUL estate. SIIDCUL is the State Infrastructure and Industrial Development Corporation of Uttarakhand, still often written SIDCUL, and it runs seven estates. Pantnagar is the biggest at about 3,230 acres, followed by Haridwar at about 2,040 acres and Sitarganj at about 1,760 acres. These three, all on the plains, hold the vehicle, packaged-food and consumer-goods plants the state is known for.
The other four are small and built for one purpose: Kashipur for aroma crops, Kotdwar for light non-polluting units, and two in Dehradun, one for software and one for pharma. A 1,002-acre cluster at Khurpia is planned but not yet open for plots.
Acreage should not drive your choice. The sector already around you, and whether a plot of your size is free, matter more.
How big are the industrial areas in Uttarakhand?
Pantnagar is the largest by a wide margin, while Haridwar and Sitarganj sit within about 275 acres of each other. Adding the seven figures below gives roughly 7,600 acres, and Pantnagar alone is about 43% of that.
| Estate | District | Area (acres) | Known for | Companies SIIDCUL lists |
|---|---|---|---|---|
| Pantnagar (Rudrapur) | Udham Singh Nagar | 3,233.52 | Automobiles, packaged goods | Bajaj Auto, Ashok Leyland, Nestle India, Britannia, Dabur India |
| Haridwar (Shivalik Nagar) | Haridwar | about 2,038 | Consumer goods, two-wheelers, pharma | Hero MotoCorp, Mahindra, ITC, Hindustan Unilever, Akums Drugs |
| Sitarganj (Phase II) | Udham Singh Nagar | 1,763.57 | Packaged food and drink, plastics | DS Group, Parle Agro, La Opala |
| Kashipur (Escorts Farm) | Udham Singh Nagar | 310.96 | Aroma crops, essential oils | Aroma Park is here |
| Kotdwar (Sigaddi) | Pauri Garhwal | 102 | Small non-polluting units | Wipro, Baluni Engineering, Print Pack Industries |
| Dehradun IT Park | Dehradun | 98.38 | Software and IT services | Software Technology Park of India, NABARD |
| Selaqui Pharma City | Dehradun | 50 | Pharma | NATCO Pharma, India Glycols, Translumina Therapeutics |
Areas are as each SIIDCUL estate page states them, for example the Pantnagar page. Older press reports quote other totals for some estates, so read acreage as a size guide and confirm plot availability with SIIDCUL, which says around 2,000 companies have invested across its estates.
The Haridwar estate is the one near Shivalik Nagar and the BHEL complex, and SIIDCUL describes it as well connected to Delhi NCR.
Which Uttarakhand industrial area suits which product?
The rule that works: pick the estate where your buyers or fellow suppliers already are, then check the land. The table pairs common product types with the estate that already has their neighbours.
| If your unit makes | Look first at | Why |
|---|---|---|
| Auto parts and engineered components, see the auto components guide | Pantnagar | Bajaj Auto and Ashok Leyland are on SIIDCUL's list for the estate |
| Biscuits, snacks, beverages, see food processing ideas | Sitarganj or Pantnagar | Parle Agro and DS Group are at Sitarganj; Nestle India and Britannia at Pantnagar |
| Plastic products and recycling, see plastic business ideas | Sitarganj Plastic Park | 40 acres, 46 plots allotted, with testing and recycling facilities |
| Essential oils and aroma products, see the essential oil guide | Kashipur Aroma Park | 41 acres with 36 plots allotted |
| Bulk drugs, active pharmaceutical ingredients (APIs), PPE, medical devices, see pharma ideas | Selaqui Pharma City | SIIDCUL's Pharma City II page lists exactly these segments |
| Soaps, cosmetics, household goods, formulations | Haridwar | Hindustan Unilever, ITC and Akums Drugs are on the estate list |
| Software and services | Dehradun IT Park | Software Technology Park of India is among its occupants |
Plot counts and park sizes above are from the August 2026 Indian Masterminds report. MSME means micro, small and medium enterprise.
Is land still available in SIIDCUL estates?
Less than the acreage suggests. Chief Minister Pushkar Singh Dhami told Business Today's India@100 Summit in August 2026 that the state does not have very large land banks and would provide land based on investors' requirements. Arrive with a plot size and a use in mind.
Each estate page carries its own land-rate section, and rates differ by estate and by use. This page quotes none, because a rate copied from an old listing is the quickest way to mis-cost a project.
Small units can avoid a full plot. A multi-storey flatted factory in Haridwar is expected to house about 40 to 60 industries, with similar facilities planned at Pantnagar and Selaqui. The 80-acre Khanpur estate in Haridwar is under construction for about 200 MSME units.
Large investors follow a different rulebook. Under the Uttarakhand Mega Industrial and Investment Policy 2025, approved on 28 May 2025 for five years (as reported by PTI), a unit with permanent capital investment of ₹50 crore to ₹200 crore, excluding land, gets a 10% capital subsidy, rising to 20% above ₹1,000 crore and paid in instalments after production starts. Half the stamp duty on land purchase or lease is reimbursed, up to ₹50 lakh. The first category starts at ₹50 crore, so smaller units should see the MSME schemes page for the support meant for them.
What changed in Uttarakhand's industrial areas in 2026?
| When | What happened | What it means for you |
|---|---|---|
| April 2026 | The 210 km Delhi to Dehradun expressway opened, cutting the road time from over six hours to about two and a half (Swarajya) | Shorter Delhi runs for Dehradun-side units such as Selaqui and the IT Park |
| August 2026 | The state said it is preparing about 4,000 acres of industrial land for new MSME units in Haridwar, Udham Singh Nagar and Dehradun, aiming at ₹50,000 crore of investment and 1 lakh jobs in two years | A target, not yet allotted land: the report's own text says "preparing" |
| October 2026 | At the CII industrial summit in Haridwar the chief minister cited more than 29,000 new MSME units and about 1.27 lakh jobs in recent years, and said small parks are planned in Chamoli, Pauri and Almora | Hill-district parks are still plans |
Is Khurpia worth waiting for?
Only if you supply the auto industry. Khurpia is a 1,002-acre Integrated Manufacturing Cluster in Kichha tehsil, Udham Singh Nagar, listed by the National Industrial Corridor Development Corporation under the Amritsar Kolkata Industrial Corridor. NICDC's project page lists a project cost of ₹1,265 crore, investment potential of ₹6,180 crore and 75,057 jobs.
About 618 acres, or 62%, go to industrial and anchor units. The focus sectors are auto components, engineering and fabrication. SH-44 runs through the site and Pantnagar airport is 15 km away.
The NICDC page gives no date for plot allotment, and in October 2026 the chief minister still described the cluster as being developed. Treat it as a later option for suppliers to Pantnagar's vehicle makers, not a plot to plan around today.
Frequently asked questions about industrial areas in Uttarakhand
Which is the largest industrial area in Uttarakhand?
Pantnagar, the integrated industrial estate near Rudrapur. SIIDCUL's own page gives its area as 3,233.52 acres and calls it the largest estate the corporation owns. Haridwar (about 2,038 acres) and Sitarganj (1,763.57 acres) follow. Khurpia (1,002 acres) is still being developed.
Where is the headquarters of SIDCUL?
In Dehradun. That surprises people, because the corporation's two largest estates are at Pantnagar and Haridwar, far from the capital. The official spelling is SIIDCUL, short for State Infrastructure and Industrial Development Corporation of Uttarakhand Limited, though most people still search for SIDCUL.
What are the major large-scale industries in Uttarakhand?
Automobiles and auto components lead at Pantnagar. Consumer goods and packaged food are spread across Haridwar, Pantnagar and Sitarganj, and pharma sits mainly at Haridwar and Selaqui. At the October 2026 summit in Haridwar, the chief minister also named herbal products, AYUSH and engineering among the state's strengths.
Which industries are in Dehradun?
SIIDCUL has two estates there. The IT Park (98.38 acres) counts the Software Technology Park of India among its occupants. Selaqui Pharma City lists NATCO Pharma, India Glycols and Translumina Therapeutics, and its second phase targets bulk drugs, APIs, PPE and medical devices.
What to settle before you shortlist an estate
- Fix the product and its first buyers. Use the project identification guide to test the idea before you commit to land.
- Pick two estates from the product table above, then ask SIIDCUL for the current land rate and the smallest plot free in each.
- If your unit is small, ask about the Haridwar flatted factory before you ask about a plot.
- Route approvals through the state single-window system, which an October 2026 report says now offers more than 206 services from 26 departments online.
- Compare with other Uttarakhand business ideas if the product is still open, and with the industrial areas of other states if location is open too.
Figures on any general page like this one are a starting point. A bank will ask for a project-specific cost estimate covering land, building, machinery and working capital before it sanctions a loan.
