The most profitable manufacturing business ideas in Bihar are the ones that process what the state already grows or produces in surplus: makhana, maize, milk, litchi and rice. Bihar harvested about 60,000 tonnes of makhana in 2025-26, nearly three-fourths of India's output, and the state's own model project report for a 200-tonne makhana snack plant puts the full project cost at ₹1.72 crore. Cattle feed and flour plants run to roughly ₹5 crore in NPCS project reports. Village-scale units in sattu, bamboo and jute need far less money.

Choose the district before the product. Each Bihar district has a One District One Product (ODOP) item, and a unit built around it has raw material nearby and the clearest route to a central subsidy. The table below maps ideas to districts. Ideas for other states sit in the business ideas across India hub.

Which manufacturing business ideas in Bihar suit which district?

Raw material decides your margin more than machinery does, so start where the crop is already grown. Districts follow Invest India's ODOP list; industrial areas come from the Bihar Industrial Area Development Authority (BIADA); Bihar's industrial areas has the wider map.

ODOP lists get revised, so confirm your district's product on the PMFME portal. Dairy, feed and flour follow the market, not a district, and are priced below. For more food lines, see food processing business ideas.

Which small-budget units can a first-time entrepreneur run in Bihar?

These five need a rented room or shed, a few machines and a food or trade registration, not a plant, so students, homemakers and village entrepreneurs can start them. More sit under business ideas under ₹10 lakh and village business ideas.

IdeaWhy it fits BiharSort this out first
Sattu milling and packingA staple of Bihari kitchens, so demand needs no creatingFSSAI registration, clean grinding, a trusted brand
Roasted and flavoured makhana packsGraded pop can be bought from Darbhanga and Purnea processors, then flavoured and packedAirtight or nitrogen packing, because pop goes soft in open air
Turmeric and spice grindingTurmeric is the ODOP product of Gopalganj and SamastipurDry, clean turmeric from a steady supplier
Jute bagsODOP product of Araria, Katihar and PurneaBuyer orders before machines; see jute bag manufacturing
Bamboo and sikki craftBamboo is ODOP in four districts; sikki grass products are GI-taggedDesign and buyers before tools; see the bamboo products business

Funding for units this size usually comes through the Mukhyamantri Udyami Yojana (see the incentives table below).

What does a makhana processing plant cost in Bihar?

Bihar's agriculture department has published a model project report for makhana processing for a plant that pops, flavours and packs 200 tonnes a year. Total project cost is ₹172.31 lakh, including ₹61.80 lakh for plant and machinery, ₹47.72 lakh for civil work and ₹16 lakh for land. It assumes 60 percent capacity use in year one rising to 80 percent by year five, with a profit after tax of ₹25.79 lakh in year one and a 16 percent rate of return.

The machinery falls into three groups, which is also a sensible way to ask suppliers for quotes.

Machine groupWhat is in itCost (₹ lakh)
Roasting and popping100 kg an hour roaster, popping machines, cleaner, pulverizer27.36
Roasting, mixing and packingRoaster, dryer, coating pan, graders, oil spray, pouch packing17.66
Humidity control and packagingForm-fill-seal machine with weigher, nitrogen generator, dehumidifier, compressor16.77

The model needs fresh prices. It assumes ₹275 a kilogram, while the Union government's sector note on makhana puts average makhana prices near ₹1,250 a kilogram in 2025, up from about ₹500 in 2020-22. The grades may differ, but the gap is wide enough that raw material and working capital need new quotes, not the model's ₹48.68 lakh.

The APEDA makhana export study finds popping still mostly manual, done in villages by hereditary hammerers; mechanised lines from ICAR-CIPHET cut processing from 2 to 3 days to about 20 hours. It recommends grading and packing hubs near Darbhanga and Purnia.

What do cattle feed, flour and dairy plants cost at ₹5 crore and above?

Bihar's milk output rose from 7.77 million tonnes in 2014-15 to 12.85 million tonnes in 2023-24 (Department of Animal Husbandry and Dairying), and every extra litre needs feed. That makes animal feed manufacturing the plant-scale idea with the most local demand, with maize from Begusarai, Katihar, Khagaria or Sheohar as a common ingredient. For milk products, see dairy business ideas.

NPCS project reportCapacityPlant and machineryProject costReturnBreak-even
Cattle feed100 MT/day₹147 lakh₹527 lakh27.71%59.82%
Atta chakki (whole wheat flour)30,000 MT/annum₹169 lakh₹521 lakh27%55%

Both are standard NPCS studies, not Bihar-specific, so read the return as a screening number. Do not size a maize unit on ethanol: Bihar plants said in January 2026 that oil companies had cut their 2025-26 purchases (Patna Press), and a plant that cannot sell cannot repay a loan.

Which Bihar incentives can a new factory use in October 2026?

SupportWhat it offersStatus as of October 2026
Bihar Industrial Investment Promotion Package 2025Capital subsidy of up to 30 per cent, interest subvention, refunds of stamp duty and land conversion fee, as reported at launchExtended to 31 December 2026 or until a new policy starts (Patna Press, July 2026)
Mukhyamantri Udyami YojanaUp to ₹10 lakh per unit: half a grant (up to ₹5 lakh), half an interest-free loan. Ages 18 to 50, permanent Bihar residents, unit in own district2025-26 window closed 23 March 2026, lottery held 20 May 2026; watch the Udyami portal for the next cycle
PM Formalisation of Micro Food Processing Enterprises (PMFME)35 percent credit-linked subsidy up to ₹10 lakh per unit; new units qualify only for their district's ODOP productRan to 30 September 2026 with a five-year renewal proposed; confirm whether it has been renewed before relying on it

Lenders ask for a costed plan first, so build the cost sheet before you apply; Bihar government schemes lists the wider set. NPCS has prepared project reports since 1994 under an ISO 9001:2015 certified research process, in the format banks and schemes such as PMEGP and Mudra typically ask for; no report can promise approval.

What should you do before buying any machine?

  1. Pick the district and its ODOP product, then visit two running units there. Ask what raw material costs across the year and how many months the plant truly runs.
  2. Register on the Udyam portal. For food products add an FSSAI registration or licence, depending on turnover.
  3. Collect written quotes for every machine and rebuild the cost sheet.
  4. Settle the raw material contract before the loan: supplier, grade, frequency and payment terms.
  5. Match your category and dates against the incentives table.

For a unit above ₹25 lakh, an NPCS project report covers the market survey, machinery with suppliers, raw material costs, land and building, manpower and five to ten years of financials with break-even and cash flow. Update it with your own supplier quotes.

Frequently asked questions about profitable business in Bihar

Which manufacturing business runs all twelve months in Bihar?

Milk products, flour milling, cattle feed and packed sattu run year round. Makhana processing also runs through the year if you buy and store graded pop. Litchi pulp is seasonal and needs cold storage to earn outside the fruit months.

Can I start a manufacturing business in Bihar with ₹5,000?

Not a working production unit. ₹5,000 covers little beyond raw material for a trial batch. Sattu, pickles or flavoured makhana packs can be tested from a home kitchen at that level, but equipment, packing and FSSAI registration push a viable start well beyond it.

Which manufacturing business is most profitable in Bihar?

None wins everywhere, because margin depends on scale and raw material price. Bihar's makhana model shows profit after tax rising from 9.02 percent of sales in year one to 13.38 percent in year five, while NPCS flour and feed reports show returns near 27 percent. Test both against your own quotes.

Is there support for women starting a factory in Bihar?

Yes. The Mukhyamantri Udyami Yojana has a separate women entrepreneur component, and the central food processing ministry has proposed giving women priority in the revised PMFME norms. Neither guarantees selection, so keep documents ready and watch the Udyami portal for the next application window.
