A manufacturing business under 5 lakh is realistic, but only if you count the whole project and not just the machine. The sample project profiles that the Khadi and Village Industries Commission (KVIC) publishes for its subsidy scheme, the Prime Minister's Employment Generation Programme (PMEGP), put a wax candle unit at about ₹4.4 to ₹4.6 lakh and a disposable dona and plate unit at ₹5.35 lakh. The same profiles put handmade pickle at ₹6.84 lakh, an automatic agarbatti unit at ₹7.57 lakh and detergent powder at ₹10.23 lakh.
In the two profiles that land near ₹5 lakh, the machinery costs less than ₹1 lakh. The rest goes on raw material, a shed and small tools. So start with a product whose machine is cheap, line up buyers before you pay a supplier, and scale a bigger idea down on paper before you assume it fits.
Which manufacturing business under 5 lakh fits the budget?
Only two of these seven KVIC profiles come in near ₹5 lakh.
| Product (KVIC sample profile) | Plant and machinery (₹ lakh) | Total project cost (₹ lakh) | What pushes the cost up |
|---|---|---|---|
| Wax candles | 0.80 | 4.56 | Working capital of ₹3.08 lakh |
| Disposable dona and plates | 0.85 | 5.35 | Building and civil work at ₹3 lakh |
| Handmade pickle | 3.50 | 6.84 | Grinders, slicers, 2,000 to 2,500 sq ft |
| Agarbatti, automatic | 5.70 | 7.57 | The machine alone is over ₹5 lakh |
| Dhoop batti | 4.40 | 13.00 | Working capital of ₹7.66 lakh |
| Detergent powder | 1.48 | 10.23 | Shed at ₹4.20 lakh, three months of stock |
| Paper bags | 6.49 | 15.06 | Working capital of ₹8.17 lakh |
The profiles carry no date and machine prices have moved, so read the table as proportions, not quotes. In the candle profile, working capital of ₹3.08 lakh outweighs machinery (₹0.80 lakh) and furniture (₹0.50 lakh) put together, so a bigger machine leaves you short of wax in month two. Wicks are an input here, covered in our cotton wick manufacturing guide. For an alternative to paper dona, see our areca leaf plate guide.
The agarbatti line is the one to check against other lists: the KVIC profile prices a machine that processes 60 kg of raw material a day at ₹5.70 lakh.
How much profit do these units show in the first year?
These are projections, and each rests on the assumption in the last column.
| Product | Net profit in year 1 (₹ lakh) | What the profile assumes |
|---|---|---|
| Wax candles | 1.10 | 50% of 45 tonnes a year, sold at ₹80,000 a tonne |
| Disposable dona and plates | 1.62 (after tax) | Sales of ₹12.15 lakh at ₹135 per 1,000 pieces |
| Handmade pickle | 2.25 | 30% of 400 kg a day |
| Agarbatti, automatic | 1.49 (1.04 after tax) | 60% of 60 kg a day, sold at ₹110 per kg |
| Dhoop batti | 8.00 | 60% of 128 kg a day, sold at ₹200 per kg |
Spread over twelve months, first year profit in the candle, dona and agarbatti profiles comes to roughly ₹9,000 to ₹14,000 a month. Profit follows how full the machine runs: the candle profile reaches ₹3.01 lakh in year five at 90% utilisation, so a unit that runs half empty stays near the first year figure. Doubt the dhoop batti figure, which rests on ₹200 per kg. Ask three shops what they pay.
Can PMEGP or a Mudra loan fund a ₹5 lakh unit?
Both can, with different catches. PMEGP lowers your cost through a subsidy but only for a new unit, and the Pradhan Mantri Mudra Yojana (Mudra) gives collateral free credit.
| Route | What it offers a ₹5 lakh project | The catch |
|---|---|---|
| PMEGP margin money subsidy | 15% to 35% of project cost, so ₹0.75 lakh to ₹1.75 lakh on ₹5 lakh. General category: 15% urban, 25% rural. Women, SC, ST, OBC and some other special categories: 25% urban, 35% rural | New projects only. Units that already took a government subsidy are out. Training of at least five days is needed to claim the subsidy on a project this size |
| Mudra Kishor loan | Above ₹50,000 and up to ₹5 lakh, collateral free | The lender decides. You need a business plan |
The PMEGP rules are in the scheme guidelines on the Ministry of MSME site, the Mudra limits in a PIB release of March 2026. The subsidy rates come from a PIB release of May 2022.
PMEGP caps working capital at 40% of project cost for manufacturing, while KVIC's candle profile keeps about 70% there. A candle unit may need reworked numbers before a bank accepts it under PMEGP.
PMEGP was approved through the financial year 2025 to 2026, and PIB reports 84,034 units assisted from 1 January to 16 December 2025. Confirm on the PMEGP portal that applications are open, and apply before you order a machine. Other schemes are in our MSME schemes guide.
How do you pick the best manufacturing business to start with ₹5 lakh?
Run each idea through three tests, in this order.
- Buyer test. Find three shops or wholesalers who will name the pack size, price and reorder interval. Do this before you pay a machine supplier.
- Cash cycle test. Count the days between paying for raw material and receiving the buyer's money. The detergent profile funds three months of raw stock.
- Licence test. Check whether the product needs a licence. Food needs FSSAI registration or a licence, and the KVIC laundry soap profile lists a licence from the Cosmetic and Drug Control Department.
With no buyer lined up yet, start with candles or dona. The machine costs under ₹1 lakh, so little of your money is locked in equipment you must pay off whether or not orders come. Our project identification guide goes further on screening ideas.
Which registrations does a ₹5 lakh unit need?
Four come up for units this size, depending on the product and turnover.
| Registration | When it applies | Detail |
|---|---|---|
| Udyam | Register first, before approaching a bank or scheme | Free on the official portal, which says no fee is payable to anyone |
| GST | When yearly turnover passes ₹40 lakh, if you sell only goods | Limit from the GST Council notification of March 2019. States could choose a lower ₹20 lakh, so check your state |
| FSSAI | Food products such as pickle | Registration if turnover is up to ₹12 lakh or output up to 100 kg or litres a day. Above that, a licence |
| Trade licence and pollution consent | Depends on town and product | The KVIC detergent profile lists both. Ask your local body early |
What changes if you can stretch to ₹10 lakh?
Handmade pickle at ₹6.84 lakh and the automatic agarbatti unit at ₹7.57 lakh come into reach, and Mudra's Tarun band covers loans above ₹5 lakh and up to ₹10 lakh. Spend the extra on raw stock, not a bigger machine. Detergent powder, dhoop batti and paper bags need more, and our list of business ideas under 25 lakh picks up from there.
What should you do in the next two weeks?
- Pick two products from the cost table and rework the KVIC numbers to your volume: a written machine quote, shed rent and raw stock for the first lot.
- Collect three buyer commitments for each product, with pack size and price.
- Register on Udyam.
- Choose the funding route. PMEGP needs approval and training before you claim the subsidy, so pick it only if the machine order can wait. Otherwise ask a bank about a Mudra Kishor loan.
- Write the project report for your own volume and location. A bank will ask for one, and the KVIC profiles give you the layout.

Frequently asked questions
Can I start a manufacturing business from home with ₹5 lakh?
Only if the product fits your space. The KVIC pickle profile assumes 2,000 to 2,500 sq ft, and the dhoop batti profile a 2,000 sq ft building. A home start means a much smaller scale, so rework the costs first.
How can I double ₹5 lakh in a manufacturing business?
Not quickly. In the KVIC candle profile, projected profit over the first three years adds up to ₹4.35 lakh, about what the unit cost, assuming capacity use climbs from 50% to 90% over five years. The outlay comes back in roughly three years.
Why do some lists show agarbatti at ₹1 lakh to ₹2 lakh?
A low figure is possible only if it counts hand rolling tools and leaves out raw stock. An older profile from the Development Commissioner (MSME) lists hand rolling tools at ₹12,500 but three months of working capital at ₹4.42 lakh. KVIC's automatic unit costs ₹7.57 lakh.
Do I need a degree or a minimum age to apply for PMEGP?
You must be above 18, and there is no income ceiling. An eighth standard pass is needed only for manufacturing projects above ₹10 lakh. Only one person from a family can apply, and family means you and your spouse.
