A jute bag business in India is, for most first-time entrepreneurs, a stitching unit: you buy woven jute fabric, cut it, sew it and sell shopping, gift and promotional bags in bulk. A Khadi and Village Industries Commission project profile for a small printed-bag unit making about 1 lakh bags a year puts the total project cost at ₹9.09 lakh, of which ₹3.59 lakh is working capital. Spinning and weaving are mill work at a very different scale of investment.
The first decision is stitching only, or stitching plus screen printing. Begin with plain stitching for a few repeat bulk buyers, and add printing once orders justify a second skill set. All figures below are as of October 2026.
Which jute bag business suits a first-time entrepreneur: stitching, printing or a mill?
The routes differ in how much of the jute chain you own. Stitching is the entry point because its machinery is a few sewing machines and tables.
| Route | What you do | Equipment | Where it gets difficult |
|---|---|---|---|
| Stitching only | Buy fabric, cut, sew, fit handles | Lock-stitch machines, cutting table | Finding repeat bulk buyers; fabric quality varies |
| Stitching plus screen printing | Print designs before cutting | Adds printing tables, screens, drying space | Colour fastness, dye and wash water, a second skilled team |
| Sacking and hessian production | Spin, weave, finish, convert to sacks | Carding, spinning frames, looms, calenders | Capital and scale; this is mill business |
The sacking route is protected by law: the Jute Packaging Materials Act makes jute packing mandatory for 100% of foodgrains and 20% of sugar, per the Press Information Bureau (PIB) backgrounder of September 2026. India's 120 composite mills, 89 of them in West Bengal, serve that trade, so a new unit competes in shopping, gift and bulk bags instead. For sack-scale work see our gunny bag manufacturing guide; for more, packaging manufacturing ideas.
What does a jute bag manufacturing unit cost, and does it pay?
The most useful government costing is the KVIC project profile for printed jute shopping bags. It assumes 2,000 sq ft of built space, one 8-hour shift, 333 bags a day and 14 workers.
| Cost item | ₹ lakh |
|---|---|
| Building and civil work | 4.00 |
| Plant and machinery | 1.20 |
| Furniture and fixtures | 0.30 |
| Working capital | 3.59 |
| Total project cost | 9.09 |
Inside that working capital, stock takes ₹1.91 lakh and customers' unpaid bills ₹2.24 lakh, against ₹0.56 lakh of supplier credit. Payment terms you give bulk buyers therefore matter more than which sewing machine you pick.
On these assumptions the profile shows year-1 sales of about ₹32 lakh, a pre-tax profit of about ₹5.7 lakh and break-even at 40% of capacity. At ₹9.09 lakh the unit sits among the business ideas under ₹10 lakh.
Use the profile for proportions, not as a quote. It is undated, pays operators ₹7,500 a month and charges ₹8 per unit of power, which look low today. Current rent, wages and fabric rates will change the total, so rebuild it with written supplier quotes before approaching a bank.
How are jute bags made? Seven steps from fabric to packed bag
Spinning and weaving happen at the mill, so your unit starts with woven cloth.
- Buy woven jute fabric and check weight, weave and shade on a sample roll before a bulk order.
- If you print, spread the fabric on a printing table and apply the design with screens.
- Wash and dry the printed fabric in sunlight or a dryer.
- Cut to pattern on a cutting table; rotary or guillotine cutters suit volume.
- Stitch on lock-stitch machines, adding a safety stitch along the inner side seam for heavy loads, as the National Jute Board describes.
- Fit handles, such as PVC buckles or bamboo sticks.
- Count, pack and dispatch.
Which machines does a small jute bag unit need?
Stitching sets your capacity, so size the unit by the number of sewing machines. The KVIC profile runs six lock-stitch machines for about 333 bags a day.
| Equipment | What it does | Note |
|---|---|---|
| Industrial lock-stitch sewing machine | Sews seams, bottoms and handles | The capacity driver; confirm it can handle thick jute cloth |
| Cutting table with scissors or rotary cutter | Cuts fabric to pattern | Guillotine cutters pay off only at volume |
| Screen-printing table, screens, wipers, steamer | Prints designs; steam and drying fix the dye | Only if you add printing; needs water and floor area |
Machine prices vary with make, new or second-hand, and automation, so collect three written quotes. A stitching-only start can begin with fewer than the profile's six machines, printing outsourced.
What does jute cost per kg, and where do you buy fabric?
The Union Cabinet fixed the floor price of raw jute at ₹5,925 per quintal for 2026-27 (TD-3 grade), which is ₹59.25 per kg and ₹275 above 2025-26. That is what farmers are guaranteed for fibre, not what you pay for fabric or bags.
You will buy woven cloth, priced by weight, weave and finish. Ask three sellers for sample rolls and written rates, and check that shade and thickness match from roll to roll.
Per PIB, jute is grown mainly in West Bengal, Bihar, Assam, Odisha and Jharkhand, and West Bengal holds most composite mills. A unit far from them should price in freight; see industries in West Bengal.
Which registrations does a jute bag unit need, and what GST applies?
| Registration | What it is for | Note |
|---|---|---|
| Udyam registration | MSME identity on the government portal | PMEGP units need it before subsidy is adjusted |
| GST registration | Invoicing buyers who claim input credit; interstate and online sales | Rates below |
| Pollution board consent | Relevant if printing releases dye or wash water | Ask your State Pollution Control Board before buying screens |
On GST, the Jute Products Development and Export Promotion Council's chart of rates applicable from 22 September 2025 lists 5% on woven jute fabric and on jute sacks and bags up to ₹1,000 per piece, and a higher rate above that. Decorated shopping bags can fall under another heading, so confirm the HSN code with your chartered accountant.
How do you fund a jute bag unit with PMEGP or a bank loan?
The Prime Minister's Employment Generation Programme (PMEGP) backs manufacturing projects up to ₹50 lakh. Under the ministry's PMEGP guidelines, the subsidy depends on who applies and where.
| Applicant category | Subsidy, urban | Subsidy, rural | Own contribution |
|---|---|---|---|
| General | 15% | 25% | 10% |
| Special (including women, SC/ST, OBC, minorities) | 25% | 35% | 5% |
A ₹9.09 lakh project is below the ₹10 lakh mark above which manufacturing applicants need a Class VIII pass. Applications are online only, with Udyam registration first. See also government schemes for MSMEs.
Check status first. The guidelines cover the scheme only to March 2026, and a Rajya Sabha reply reported in August 2026 said further subsidy release awaits approval of its continuation. Confirm on the PMEGP portal.
Is there demand for jute bags, and what can go wrong?
Plastic carry bags thinner than 120 microns have been prohibited since 31 December 2022, per a PIB release on the single-use plastic rules. India made 12.80 lakh tonnes of jute goods in 2025-26, and PIB reports that 94% was consumed at home.
The main commercial risk is buyer concentration: one corporate or event buyer can dominate a small unit's orders, so build three or four repeat customers early.
What should you do in the first 30 days?
- Choose stitching only or stitching plus printing, and list the buyers you will approach.
- Get sample rolls and written rates from three fabric sellers.
- Rebuild the ₹9.09 lakh costing with today's rent, wages and fabric rate.
- Register on Udyam, check the PMEGP position on its portal and talk to a bank before buying machines. If buyers also ask for compostable options, see biodegradable packaging manufacturing.
Frequently asked questions
Which state is famous for jute in India?
West Bengal. PIB lists it as the largest cultivator and the home of 89 of India's 120 composite jute mills at December 2025. Bihar, Assam, Odisha and Jharkhand also grow jute, and official sources describe the industry by state, not city.
Why is jute losing the market?
A PTI report carried by Outlook Business in January 2025 cited a nearly 30% fall in orders for foodgrain and sugar packaging bags in 2024. Shopping and gift bags depend on retail demand and plastic-bag rules instead, which is where a new unit competes.
Can I start a jute bag business at home?
Stitching alone can start in a small room with a few sewing machines and a cutting table, subject to local rules on home businesses. Printing needs water, drying space and dye handling, so it usually moves to a workshop.
Is there free training for jute bag making?
The National Jute Board has run a free 49-day course on jute diversified products through its Jute Resource-cum-Production Centres, for artisans and entrepreneurs. Batches change, so confirm current availability on jute.com before planning around it.
