The ASPIRE scheme does not give an individual a subsidy or a loan to start an agri-processing unit. Run by the Ministry of Micro, Small and Medium Enterprises since 2015, it pays institutions to set up livelihood business incubators, where rural entrepreneurs get training, machine access and mentoring. As of June 2026 the government counts 109 such incubators across 27 states and Union Territories, with more than 1.23 lakh people trained.
That makes ASPIRE the training stage of your plan. The money for the unit itself comes from a scheme that pays individuals: the Prime Minister's Employment Generation Programme, the micro food processing scheme run by the Ministry of Food Processing Industries, or a Mudra loan. Figures are as of October 2026.
What does the ASPIRE scheme pay for, and who receives it?
The grant goes to the organisation that runs the incubator. You receive the services. The National Institute for MSME lists the current amounts as follows.
| Who | What they receive | Amount |
|---|---|---|
| Government incubator host | Grant for plant and machinery | Up to ₹1 crore |
| Private incubator host | Grant for plant and machinery | Up to ₹75 lakh |
| Any host | Running costs: manpower, incubation and skill programmes | Up to ₹1 crore |
| You, the entrepreneur | Training, use of modern equipment, mentoring, help with product development, branding, regulatory compliance and market linkage | No cash payment |
Ignore sites quoting a 100 per cent grant up to ₹100 lakh. That is the scheme's original 2014-16 wording on the ministry's mobile portal; guidelines were revised in 2018 and 2023.
How does an agri-processing entrepreneur use an ASPIRE incubator?
Treat the incubator as a place to test your product before you borrow for it. Per the June 2026 government feature, mentor institutes identify incubators, prepare project plans and monitor results, while host institutions run them.
- Fix the product first. Incubators differ by trade. The same feature names food processing, honey, bamboo products, mushroom cultivation, spice processing and coir products. If you are still choosing, read the guides on spice processing and millet processing, or browse food processing business ideas.
- Find the mentor institute. The ASPIRE portal lists mentor institutes with contacts. The institute can tell you which nearby incubator handles your product.
- Ask three questions before enrolling. Which machines it holds for your product, how long the programme runs, and whether there is a fee or stipend. The ministry publishes no standard course length or stipend, so hosts differ.
- Use the equipment for product development and a costed unit plan. According to the June 2026 feature, support covers branding, regulatory compliance and market linkage, and continues after training ends.
- Take the plan to a bank. Lenders usually ask for a project report for a bank loan that sets out machines, raw material, costs and expected sales.
Which money route fits an agri-processing unit: PMEGP, PM FME or Mudra?
None of these routes pays a 50 per cent subsidy. The highest rate is 35 per cent, offered to rural special-category borrowers under the Prime Minister's Employment Generation Programme (PMEGP) and to eligible micro food units under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises scheme (PM FME).
| Scheme | Run by | What you get | Limit | Check before relying on it |
|---|---|---|---|---|
| PMEGP | Ministry of MSME, through KVIC | Subsidy on project cost: general category 25% rural, 15% urban; special categories 35% rural, 25% urban. You put in 10% (5% for special categories) | Manufacturing projects up to ₹50 lakh | Rates are from an August 2024 reply in Parliament; confirm with KVIC |
| PM FME | Ministry of Food Processing Industries | Credit-linked subsidy of 35% of project cost; you put in at least 10% and the bank lends the rest | Subsidy capped at ₹10 lakh per unit | Food units only. Last extended to September 2026; a 2026-31 renewal is proposed |
| Mudra (PMMY) | Banks and other lenders | Loan for non-farm micro and small enterprises | Up to ₹10 lakh | The MUDRA site lists no subsidy; the lender decides whether your activity qualifies |
| ASPIRE | Ministry of MSME | Training and incubation | No payment to individuals | The entry point to the other three, not a substitute |
PMEGP figures are from the Lok Sabha reply of 8 August 2024. PM FME figures come from the ministry's 2025 PIB factsheet and PTI reports of 2026; the Mudra limit is from the MUDRA website.
Take a ₹30 lakh rural food unit owned by a general-category borrower. PMEGP at 25% gives ₹7.5 lakh. PM FME at 35% would give ₹10.5 lakh, but the cap holds it at ₹10 lakh; the cap bites from a project cost of about ₹28.6 lakh. Ask the bank whether both can be claimed on one unit before applying to two.
A small food unit under about ₹28 lakh gets the better rate on paper from PM FME. Coir, bamboo or larger projects point to PMEGP, and a need below ₹10 lakh with no subsidy points to Mudra.
What do ASPIRE trainees actually achieve?
A December 2025 written reply in the Rajya Sabha, as reported by YourStory, gives the outcome record. Of 1,16,726 people trained, 18,444 became self-employed, 13,824 took wage jobs and 1,141 micro-enterprises were set up. That is about 16 per cent self-employed. Go in expecting to learn and test a product, and plan the funding separately.
Is the ASPIRE scheme still open, and what should you confirm first?
A Lok Sabha reply of February 2023 said ASPIRE was functional for 2021-22 to 2025-26. The June 2026 government feature treats it as running, with 109 incubators, but we found no public notice of its approval for the 2026-31 cycle. The food processing ministry is likewise seeking a five-year renewal of PM FME, so several schemes are waiting on the same decision. Before you plan around ASPIRE, ask the mentor institute whether the incubator near you is taking new batches.
To host an incubator as a technical institute, university or research centre, you choose a mentor institute and upload a proposal on the ASPIRE portal, per the Uttar Pradesh MSME department's scheme summary.
What should you do this week to start agri processing?
- Pick one product and read its guide. The list of agro business ideas shows which products suit a small unit.
- Contact the mentor institute listed on the ASPIRE portal and put the three questions from the steps above.
- Ask your bank which of PMEGP, PM FME or Mudra it would sanction for your product, and what project report it wants.
- Check MSME schemes in India and the wider set of government schemes for entrepreneurs, since state subsidies differ from the central ones above.
Frequently asked questions about the ASPIRE scheme
Which loan gives a 50% subsidy in India?
None of the central routes covered here pays 50 per cent. The highest rate is 35 per cent, under PMEGP for rural special-category borrowers and under PM FME for eligible food units, which is also capped at ₹10 lakh. State governments run their own schemes at different rates, so check with your state industries department before assuming 50 per cent is on offer.
Is there a ₹25 lakh subsidy scheme?
No scheme covered here pays a ₹25 lakh subsidy. The nearest match is PMEGP, whose manufacturing project-cost ceiling was ₹25 lakh before it was raised to ₹50 lakh. That ceiling is the project cost, not the subsidy. At 35 per cent, the largest PMEGP subsidy on a ₹50 lakh project is ₹17.5 lakh.
What is the PM ASPIRE scheme?
The ministry's scheme is ASPIRE, short for A Scheme for Promotion of Innovation, Rural Industry and Entrepreneurship, launched in 2015. We found no scheme titled PM ASPIRE in the ministry sources we checked, so searches under that name most likely mean this one.
What MSME grants can an agri-processing startup get in 2026?
Very few are outright grants. ASPIRE's grants go to incubator hosts, not individuals. Individuals receive subsidies through PMEGP and PM FME, or loans through Mudra, as the comparison above shows. Confirm each scheme's current status first, because PM FME's last stated extension ran to September 2026.
Can an individual apply directly under the ASPIRE scheme?
Not for a grant. ASPIRE's grants are paid to the government and private agencies that host incubators. As an individual you join as a trainee, so start with the mentor institute or the host.
