A workable animal feed business plan rests on three numbers: the tonnes a day you can sell, what you pay for raw material, and the cost of the machines that turn one into the other. A small pellet unit making about 1.2 tonnes a day needs roughly ₹23 lakh to ₹28 lakh including working capital, going by two government project profiles. Raw material takes about three-quarters of running cost, so year one earns only ₹1 lakh to ₹4 lakh on sales of ₹37 lakh to ₹55 lakh.

That spread comes from one assumption, how full the plant runs. So the plan starts with the customer, not the machine. Registrations are few for compound feed, though a rule notified in October 2026 affects anyone selling mineral mixtures or salt licks.

Which feed should the first plant make: cattle, poultry or fish?

Indian feed mills produced 57.7 million tonnes in 2025, and broiler, layer and dairy feed made up about 94% of it, according to Alltech survey figures reported in Feed & Additive Magazine. Volume is not your constraint: a 1.2 tonne a day unit sells about 360 tonnes a year.

Segment2025 output (million tonnes)What decides a small unit's chances
Broiler20.28Trial lots before repeat orders
Layer17.63Steady demand once a farm trusts your formula
Dairy and other ruminants16.52Bagged feed through dealers; grew 6.8% in 2025
Fish, pig and othersabout 3.3Specialist formulas; start with a named buyer

Pick the segment by asking who will commit to a monthly quantity. The guides on dairy farming, poultry farming and fish farming show how each of those customers operates.

What should an animal feed business plan show for a 1.2 tonne a day unit?

The Khadi and Village Industries Commission (KVIC) publishes a project profile for animal feed, and NIFTEM-Thanjavur, a food technology institute, has a detailed project report for the same size of unit. Side by side, they show how one assumption moves the result.

ItemKVIC profileNIFTEM-Thanjavur report
Plant and machinery with GST₹13.87 lakh₹13.86 lakh
Capacity used in year 1 / year 570% / 90%50% / 70%
Project cost as listed₹23.35 lakh₹22.67 lakh
Year 1 sales₹55.06 lakh₹37.26 lakh
Year 1 profit₹4.23 lakh (7.7% of sales)₹1.02 lakh (2.7%)
Year 5 profit after tax₹9.78 lakh (10.8%)₹6.84 lakh (9.8%)
Break-even50% of capacity44% in year 1

The machine bill is the same, so utilisation explains the gap. The project costs are not like for like. KVIC counts ₹8.48 lakh of working capital inside its ₹23.35 lakh. NIFTEM-Thanjavur counts only the ₹1.81 lakh promoter margin, with a ₹5.44 lakh bank loan outside its ₹22.67 lakh, so the full money tied up is near ₹28 lakh. Plan for about 1,000 sq ft and a 10 kW power load (KVIC profile).

Which machines does a pellet feed unit need, and what is missing from the price list?

Both profiles use the same six items, ₹11.75 lakh before 18% GST. The pellet machine is about a third of it.

MachineWhat it doesCost (₹ lakh)
GrinderCuts ingredients to about 1 mm1.20
Batch mixerBlends the formula0.95
Screw conveyorMoves material between stages1.40
Pellet making machinePresses feed through an 8 mm die4.00
Packing machineFills and seals bags3.80
Trolleys, binsHandling inside the plant0.40

Neither list includes a steam boiler, although both processes condition the feed with steam. The NIFTEM-Thanjavur process also cools the pellets, and no cooler is listed. Ask suppliers to quote the full line. A mash unit skips the pellet machine, steam and cooling, so mash is the cheaper way to test your market.

How is compound feed made, step by step?

  1. Fix the formula with a qualified animal nutritionist. The profiles list ingredient groups, not recipes.
  2. Test raw material for toxins before it enters the godown.
  3. Grind the main ingredients to about 1 mm.
  4. Pre-blend vitamins, minerals and salt, then mix everything to the formula.
  5. Add molasses at 10 to 12% of the mix.
  6. Condition with steam at 70 to 80°C.
  7. Press through an 8 mm die, cool, and test temperature and pellet binding.
  8. Fill HDPE or gunny bags and seal them.

What do raw materials cost, and where does the money go?

Raw material was 74% of production cost in year one of the NIFTEM-Thanjavur report (₹23.40 lakh of ₹31.80 lakh) and 73% in the KVIC profile. NIFTEM-Thanjavur prices ingredients at ₹13 a kg against a ₹23 a kg selling price. If average ingredient cost rises by ₹2, a fifth of that ₹10 spread disappears before wages, power or bags.

Ingredient groupExamples in the profiles
GrainsMaize, wheat, sorghum, millets
BransDe-oiled rice bran, wheat bran
Protein meals and cakesSoybean, groundnut, cottonseed, rapeseed
Pulse chunniesGuar, tur, urad
Molasses10 to 12% of the mix
Minerals and vitaminsMineral mixture, salt, dicalcium phosphate, vitamins A, D, E

Oilcakes come from oil mills and maize is also bought by maize processors, so your suppliers have other buyers. Keep two sources per ingredient.

Do you need a licence to make or sell animal feed?

For compound feed the list is short.

RequirementStatus as of October 2026
Udyam, GSTBanks and schemes ask for MSME status; GST is needed to invoice dealers
Trade licence, factory registration, pollution board consentDepend on your state, headcount and boiler; ask locally
FSSAINot a feed requirement. In April 2026 the Delhi High Court held that the Food Safety Act does not cover animal feed
BIS Standard MarkMandatory only for mineral mixtures for cattle feed, feed grade dicalcium phosphate, and common salt and cattle licks

The Animal Feeds and Feed Ingredients (Quality Control) Order, 2026 requires makers of those three products to hold a BIS licence by 1 April 2027, or 1 July 2027 for small and 1 October 2027 for micro enterprises. Exports are exempt. Compound cattle and poultry feed is not listed. If you buy salt or dicalcium phosphate as inputs, check that your suppliers are on track.

Which schemes can fund a feed plant?

The Union Cabinet extended the Animal Husbandry Infrastructure Development Fund up to 2025-26 and lists animal feed plants among its activities, so confirm with your bank whether 2026-27 applications are open. The National Livestock Mission supports fodder units such as silage and total mixed ration blocks, a different category from a compound feed mill. The KVIC profile is listed for the Prime Minister's Employment Generation Programme. See MSME schemes and startup funding for how to choose.

What goes wrong in the first year?

  • Empty plant. Both profiles break even at 44% to 50% of capacity, which is 13 to 15 tonnes a month, or 260 to 300 bags of 50 kg.
  • Cash locked in stock and credit. Working capital is about 36% of the KVIC project cost.
  • Ingredient price swings. Cost every formula at three ingredient price levels before quoting.
  • One bad batch. Test before grinding; a contaminated lot costs more than the test.

What should you do before buying machines?

  1. Get three buyers to name the monthly tonnes they would take.
  2. Cost two nutritionist formulas at your local ingredient prices.
  3. Collect quotes for the complete line, boiler and cooler included, and compare with ₹13.9 lakh.
  4. Ask your bank which scheme windows are open.
  5. Build the plan to work at 50% capacity in year one. The guide to a detailed project report lists what a bank expects, and the start-up guides cover other manufacturing options.

Frequently asked questions

Is animal feed production profitable?

It can be, but profit is thin for two years. In the two profiles, year one profit is 2.7% to 7.7% of sales, rising to about 10% by year five as the plant fills. Ingredients are three-quarters of cost, so small price moves matter.

Do I need a licence to sell animal feed in India?

Not a feed specific one under central rules in October 2026. You still need business registrations, GST and local permissions. The BIS mark is mandatory only for mineral mixtures, feed grade dicalcium phosphate and salt licks, from April 2027.

What are the main types of animal feed?

Roughages (green and dry fodder), concentrates (grains, brans, oilcakes) and supplements (minerals, vitamins). Compound feed blends concentrates and supplements to a formula and is sold as mash, pellets or crumbles.

How long does a feed unit take to pay back?

About five years in the KVIC profile; the NIFTEM-Thanjavur report states none. Shorter claims usually assume a full plant from day one, so ask what capacity use sits behind them.
