The right dairy business idea for you is decided by one number: how many litres of milk you can collect or sell every day. That number fixes your food licence, your machinery and your buyers.
Up to 500 litres a day, a basic registration with FSSAI, India's food safety regulator, is enough. That covers a milk route, a small farm, a dairy shop business or a home-scale paneer, curd or ghee unit. From 501 to 50,000 litres a day you need a state licence. Above 50,000 litres you need a central licence.
Government project reports put a paneer unit making 200 kg a day at ₹17.77 lakh and a ghee unit making 150 kg a day at ₹24.44 lakh. A dairy farm with its own processing plant runs into crores.
Which dairy business ideas fit which daily milk volume?
The licence tier changes the day your daily milk crosses 500 litres, so plan for the next tier before you buy machinery.
| Daily milk handled | Licence | Dairy business ideas that usually fit | What decides success |
|---|---|---|---|
| Up to 500 litres | Registration | Milk home delivery, dairy shop business, village milk route, small farm selling milk, home-scale curd, paneer or ghee | Reliable buyers and clean handling |
| 501 to 50,000 litres | State licence | Paneer, curd, ghee, flavoured or packaged milk unit, or a milk chilling centre, as described in our dairy processing plant guide | A fixed milk supply, cold storage and working capital |
| Above 50,000 litres | Central licence | Large dairy plants, milk powder lines | Capital and long-term buyers |
These bands come from FSSAI's eligibility table for dairy units. FSSAI's online licensing page still shows the 500 litre and 50,000 litre limits as of October 2026.
How many litres a day do you need to sell to earn ₹1 lakh a month?
The table shows the net profit you must keep on every litre or kilo sold, counting 30 days a month.
| Litres or kg sold per day | Net profit needed per unit for ₹1 lakh a month | Net profit needed per unit for ₹2 lakh a month |
|---|---|---|
| 100 | ₹33.33 | ₹66.67 |
| 250 | ₹13.33 | ₹26.67 |
| 500 | ₹6.67 | ₹13.33 |
| 1,000 | ₹3.33 | ₹6.67 |
Net profit here is what is left after milk, labour, power, packaging, transport, wastage and interest. Check your own supplier and buyer quotes against this table. If your margin is a fraction of what it asks, you need a higher-value product or a bigger volume.
What does a small dairy processing unit cost to set up?
Three government project reports put a small paneer or ghee unit between ₹16 lakh and ₹25 lakh.
| Project report | Capacity | Total project cost | Plant and machinery | Break-even point |
|---|---|---|---|---|
| Paneer unit, Uttar Pradesh MSME department | 200 kg a day | ₹17.77 lakh | ₹7.33 lakh | 25% |
| Paneer unit, NIFTEM | 43,200 kg a year | ₹16.83 lakh | ₹10 lakh | 46% |
| Ghee unit, Uttar Pradesh MSME department | 150 kg a day | ₹24.44 lakh | ₹16.44 lakh | 23% |
The two paneer rows cost about the same, yet machinery differs by ₹2.67 lakh, so ask every supplier what is included. The ghee unit spends more than twice as much on machinery as the Uttar Pradesh paneer unit, which is why paneer or curd makes the safer first product. That report also assumes the plant runs at 45% of capacity in year one and 65% by year five, so budget for a slow ramp-up.
NIFTEM, the National Institute of Food Technology Entrepreneurship and Management, wrote its report for the food ministry's PM FME programme. Our government schemes section covers food ministry schemes. Neither report carries a price date, so collect current quotes. For other budgets, see business ideas under ₹25 lakh.
Should you start with a farm, a processing unit or milk trading?
Milk supply is not the constraint. India produced over 247 million tonnes of milk in 2024-25, nearly a quarter of world output, according to a government statement reported by All India Radio on 1 March 2026. The real constraint is a buyer who pays on time.
- Farm. Money goes into animals, sheds and fodder, and you carry the yield and disease risk. A Kisan Credit Card can supply working capital. Our dairy farming guide covers herd setup.
- Processing. You buy milk and sell paneer, curd, ghee or packaged milk, so you need the right licence tier and a dependable supply. This is the part of dairy that the government's infrastructure fund backs with an interest subsidy, covered below.
- Trading and delivery. This needs the least capital, and registration covers up to 500 litres a day. Test your margin per litre against the earnings table first.
What does a farm with its own processing plant cost?
At plant scale the lakh figures above stop applying. In the NPCS project report on dairy farming and dairy products (milk, butter, ghee and paneer), a 5,000 litre a day milk plant with butter, ghee and paneer lines needs plant and machinery of ₹2.76 crore and a total capital investment of ₹17.68 crore, with a projected return of 27% and break-even at 42%. The NPCS report on A2 milk, butter, ghee, paneer and curd shows a total capital investment of ₹19.65 crore, a return of 26% and break-even at 42%. Both include farm by-products, so they describe a farm and plant together.
Which government schemes can still fund a dairy business?
Many pages still quote the old DEDS subsidy, which ended in 2020. This is where each scheme stands as of October 2026.
| Scheme | What it supports | Where it stands |
|---|---|---|
| Dairy Entrepreneurship Development Scheme (DEDS), run through the agriculture bank NABARD | Back-ended subsidy on dairy units | Ran from September 2010 to March 2020 and was discontinued from 1 April 2020, per a Lok Sabha reply of 30 July 2024. No funds were sanctioned under it in the three years before that reply. |
| Animal Husbandry Infrastructure Development Fund (AHIDF) | Dairy processing and product diversification, among other livestock infrastructure | 3% interest subvention for 8 years including a 2 year moratorium, on loans up to 90% from scheduled banks, NCDC, NABARD and the National Dairy Development Board. Approved up to 2025-26. No extension beyond March 2026 was confirmed at the time of writing, so ask your bank whether it is open. |
| Rashtriya Gokul Mission | Breed multiplication farms | 50% capital subsidy for eligible entrepreneurs, per a Lok Sabha reply of 6 February 2024. It funds breeding farms, not ordinary milk production. |
| Kisan Credit Card | Working capital for dairy farmers | Extended to animal husbandry and dairy farmers, per the 30 July 2024 reply. |
NPCS has prepared project reports since 1994 in the format banks typically ask for.
What should you do first to start a dairy business?
- Fix your daily litres. Get written commitments from farmers or buyers for that volume, then run your margin through the earnings table.
- Apply for the registration or state licence that matches your volume on FSSAI's licensing system, before you order machinery.
- Collect at least three machinery quotes with inclusions listed.
- Ask your bank which route fits: a Kisan Credit Card for a farm, or AHIDF for a processing plant if its window is open.
For a plant above ₹25 lakh, an NPCS project report on dairy products covers the process and machinery with suppliers, raw material sources and costs, land and layout, manpower, and the financials a bank reads: project cost, working capital, profitability, break-even and cash flow. Our guide to the detailed project report explains each part, and the manufacturing business ideas hub lets you compare dairy with other sectors.
Frequently asked questions
Is there a ₹2 crore subsidy for cow farming?
No standard ₹2 crore subsidy exists for a milk farm among the central dairy schemes above. The figure appears in the Rashtriya Gokul Mission leaflet against breed multiplication farms under a hub and spoke model, which is a breeding project, not milk production.
Does AHIDF cover buying cows or running a milk farm?
No, a plain milk farm is not on its list. AHIDF covers dairy processing and product diversification, meat processing, animal feed plants, breed multiplication farms, waste management and veterinary vaccine units. A farmer buying cows should ask the bank about a Kisan Credit Card for working capital.
Do I need a licence to sell milk from home?
Yes, at least a registration. FSSAI's table places petty milkmen and milk vendors under registration, which covers dairy units handling up to 500 litres a day. Beyond 500 litres you need a state licence. Also check local body rules on keeping animals at home.
How much can 50 cows earn in a day?
No single figure holds across farms, because it depends on litres per cow, the price your buyer pays and daily costs. Multiply your expected litres by the buyer's rate, subtract feed, labour and treatment costs per day, and compare the result with the earnings table above.
