The largest industrial area in Bihar is the Integrated Manufacturing Cluster (IMC) at Dobhi in Gaya district, on nearly 1,670 acres. It is not fully open yet. In September 2026 the Chief Minister asked the Industries Department to make it operational by the second week of October, and as of 16 October 2026 we found no confirmed opening or plot allotment notice. The largest area on paper and the land you can apply for today are two different lists.
Today's realistic options are the older estates run by the Bihar Industrial Area Development Authority (BIADA). Its biggest vacant parcels are at Bariyarpur near Muzaffarpur (about 93 acres), Kumarbagh (about 86 acres) and Katoria (about 67 acres). Hajipur, the name most people expect here, has under two acres left in its main industrial area. In the table below, listed rates run from about ₹92 to ₹601 per square foot.
What exactly is IMC Gaya, and how far along is it?
IMC Gaya is a planned township rather than an estate in the usual sense. The Centre and the state formed a company, Bihar Integrated Manufacturing City Gaya Ltd, to build it on the Amritsar-Kolkata Industrial Corridor (the Kolkata end is covered in industries in West Bengal).
| Item | Detail |
|---|---|
| Location | Dobhi block, Sherghati subdivision, Gaya district; 13 revenue villages |
| Land | Nearly 1,670 acres |
| Project cost | ₹1,339 crore, with the Centre's share at ₹462 crore equity and ₹345 crore debt |
| Road, rail, air | Near NH 22; about 7 km from NH 19; Gaya airport about 25 km; about 40 km from the proposed New Paharpur station on the Eastern Dedicated Freight Corridor |
| Sectors planned | Food processing, readymade garments, auto components, steel products, aerospace and defence, building materials, furniture, handloom and handicrafts |
| Investment and jobs expected | About ₹16,524 crore and 1.09 lakh jobs (officials, June 2025); about ₹20,000 crore of investment in a September 2026 report |
| Where it stands | Environmental clearance and industrial area notification in March 2025; construction under review in September 2026 |
Location, acreage and connectivity come from the NICDC project page for IMC Gaya. The cost is from a Lok Sabha reply of 4 February 2025, and the sector list and job estimate from officials quoted by Patna Press in June 2025.
Work is still going on. On 13 September 2026 the Industries Secretary told the project agency to speed up construction and asked local officials to survey land next to the cluster for expansion. With the investment estimate itself moving between reports, treat every IMC figure as a plan, not an outcome.
Where is industrial land actually available in Bihar right now?
Land near Patna is the most expensive and nearly gone. The large parcels sit in newer estates farther out, and the rate gap between them is wide.
| Industrial area | Vacant land (acres) | BIADA rate (₹ per sq ft) |
|---|---|---|
| Bariyarpur (Muzaffarpur) | 93.00 | 142.33 |
| Kumarbagh | 86.39 | 158.40 |
| Katoria | 67.20 | 459.14 |
| Supaul | 59.89 | 91.82 |
| Arna | 42.48 | 149.22 |
| Bihta (MIP) | 33.22 | 456.84 |
| Sangrampur | 32.56 | 149.22 |
| Muzaffarpur industrial area | 20.89 | 491.28 |
| Hajipur | 1.66 | 601.47 |
| Fatuha | 0.13 | 461.43 |
| Bela (industrial estate) | 0.02 | 555.56 |
These figures are from BIADA's available land listing as read on 16 October 2026. The page lists square feet, which we converted at 43,560 sq ft to the acre. It carries no date and changes with every allotment.
For a feel of the cost, one acre at Bariyarpur's listed rate is 43,560 × ₹142.33, roughly ₹62 lakh. At Hajipur's rate the same acre would be about ₹2.62 crore. That is the land alone, before building, power connection or working capital.
How many industrial areas does Bihar have, and what does each hub make?
BIADA describes itself as the manager of 94-plus industrial areas, a count that includes industrial estates, growth centres and mega parks. Since 2022 they have been grouped into ten clusters under a South zone and a North zone, and more than ten further areas are due to join. For the same view of other states, start from industrial areas across Indian states.
A handful of hubs give the state its working identity.
| Hub | Known for | Verified detail |
|---|---|---|
| Mahwal, Muzaffarpur | Leather and footwear | BIADA lists a 62.17-acre leather park with 48 plots and plug-and-play sheds at ₹4 per sq ft rent; the Chief Minister inaugurated the ₹140.95 crore mega leather cluster there on 15 October 2026 |
| Motipur, Muzaffarpur | Food processing | A 143-acre mega food park with a litchi chamber and a banana chamber (Patna Press, December 2024) |
| Bela, Muzaffarpur | Textiles and bags | A 53-shed bag cluster, 42 sheds of it allotted to Jeevika Didis, and a garment unit employing about 600 people (Patna Press, December 2024) |
| Barauni, Begusarai | Oil refining | The IOCL refinery, on stream since 1964, processes 6.0 million tonnes a year, with an expansion to 9 million under implementation |
If your product is food or garments, the sector pages on food processing business ideas and textile business ideas show which products suit estates like Motipur and Bela.
What is coming after IMC Gaya, and will the ranking change?
In August 2025 the Cabinet approved land acquisition for five new industrial areas, about 2,627 acres at ₹812 crore (The Newsmill, 13 August 2025).
| District | Land to be acquired (acres) | Land cost (₹ crore) |
|---|---|---|
| Begusarai | 991 | 351 |
| Madhepura | 548.87 | 41.26 |
| Patna | 500 | 219 |
| Saharsa | 420.62 | 88.01 |
| Siwan | 167.34 | 113 |
If Begusarai is built as approved, its 991 acres would make it the second largest area in the state after Gaya. Bigger plans have followed: in December 2025 the state outlined 31 new parks on 14,036 acres across 29 districts (ETV Bharat), and on 3 June 2026 the Chief Minister asked for 11 mega parks and a 50,000-acre land bank (News Arena). Neither report names locations beyond Dobhi, so the ranking changes only once sites are named and land is acquired.
How do you apply for a plot or a shed in a BIADA area?
BIADA runs online registration and application for both land and sheds, and keeps a separate shed bank with rates for entrepreneurs who would rather start on rent. Its Land Allotment and Management Policy was revised in 2026 and amended in October 2026. Read the current version on the BIADA site before you apply, because eligibility and payment terms are set there.
State incentives sit in the Bihar Industrial Investment Promotion Package 2025, which the Cabinet extended in July 2026 to 31 December 2026, or until a new policy replaces it, whichever comes first (Patna Press, 2 July 2026). This page does not quote benefit amounts because that window closes within weeks. Wider state support is covered in Bihar government schemes for entrepreneurs.
What to settle before you apply for industrial land in Bihar
- Decide between a plot and a shed. Mahwal's sheds are 3,875 sq ft each; a plot means building on your own timeline and budget.
- Match the estate to your input and market: leather at Mahwal, food at Motipur, garments and bags at Bela.
- Price the land at the listed rate, then recheck the vacant land page in the week you apply.
- Ask the Industries Department which incentive window covers your start date, since the current package ends on 31 December 2026 unless extended or replaced.
- Have a written project report ready with plant, power and working capital costs before you approach a lender. Manufacturing business ideas in Bihar and MSME business ideas help you choose the product.
Frequently asked questions
What is the industrial capital of Bihar?
Bihar has no officially designated industrial capital that we could find. Barauni in Begusarai is the clearest working anchor, with the IOCL refinery processing 6 million tonnes a year, and IMC Gaya is the planned largest hub. Pick by what you make rather than by a title: leather at Mahwal, food at Motipur, textiles and bags at Bela.
Is IMC Gaya open for plot allotment?
Not confirmed as of 16 October 2026. The Chief Minister directed on 22 September 2026 that it be operational by the second week of October, but we found no allotment notice. Register on the BIADA portal now and watch its latest news so you can apply the day plots open.
How much does an acre of industrial land cost in a BIADA area?
Multiply the listed rate by 43,560 square feet. At ₹91.82 per sq ft in Supaul that is about ₹40 lakh an acre; at ₹142.33 in Bariyarpur about ₹62 lakh; at ₹601.47 in Hajipur about ₹2.62 crore. These are BIADA's listed rates for vacant land in October 2026, and the final allotment amount depends on the plot and the policy in force.
Which industries does Bihar want in its industrial areas?
In June 2026 the Chief Minister named food processing, textiles, pharmaceuticals and MSMEs as the focus. The December 2025 park plan adds sector parks for pharmaceuticals, textiles and semiconductors, while leather at Mahwal and refining at Barauni are the established anchors.
