Starting an industrial alcohol manufacturing business in India means building a distillery, and three decisions shape it more than any machine: which spirit you will sell, who has already agreed to buy it, and which state will license you. The usual choices are fuel ethanol for oil companies, or rectified spirit and extra neutral alcohol (ENA) for pharma, chemical and liquor buyers. A commercial plant costs tens of crores of rupees, and most of the waiting is for approvals, not construction. Capacity is no longer scarce either: PIB's July 2026 note on ethanol blending puts India's production capacity at about 2,000 crore litres, against projected oil company purchases of more than 1,200 crore litres in 2025-26. A plant without a signed buyer is a risk, not a business. Fix the buyer and the state first. Choose feedstock and machines after that.
Which spirit should a new distillery make: fuel ethanol, rectified spirit or ENA?
The product decides your buyer, your regulator and your plant. Industrial alcohol is the capital-heavy end of beverages and alcohol business ideas.
| Product | What it is | Usual buyers | Main hurdle |
|---|---|---|---|
| Fuel ethanol | Alcohol dried to near-pure strength for petrol blending | Oil marketing companies (Indian Oil, Bharat Petroleum, Hindustan Petroleum) | Annual allocation: the first 2025-26 cycle allocated about 1,048 crore litres of 1,776 crore offered (Bioenergy Times) |
| Rectified spirit | Distilled alcohol of about 95% strength | Chemical and pharma units, methylated spirit makers | State permits to store and move it |
| ENA | Spirit put through extra columns to remove impurities | Liquor makers, pharma, cosmetics | Purity and state licences |
| Absolute alcohol | Rectified spirit with the last water removed | Pharma, solvent users, blenders | A dehydration unit adds cost |
If you cannot show a buyer in writing, do not size the plant yet. Fuel ethanol is covered in our bioethanol production guide and absolute alcohol guide. Bottling whisky or rum is a separate business, explained under IMFL manufacturing.
What does an industrial alcohol plant cost? Figures from two NPCS project reports
Capital cost moves with capacity, feedstock route, how far you purify and how much spent wash treatment the plant needs. Two project reports from Niir Project Consultancy Services (NPCS) show the scale. Treat them as markers, not quotations.
| NPCS report | Capacity | Plant and machinery | Total capital investment | Return | Break-even point |
|---|---|---|---|---|---|
| Ethanol from Maize | 60 kilolitres (KL) a day | ₹49 crore | ₹80 crore | 24% | 48% |
| Ethanol from Molasses | 40,670 gallons a day (about 150 to 185 KL) | ₹124 crore | ₹164 crore | 28% | 57% |
The profiles print return and break-even without a stated basis, so use them to compare scale, not to promise profit. When you collect machinery quotes, ask suppliers to price spent wash treatment, the boiler and the dehydration unit as separate lines.
Molasses, grain or cane juice: which feedstock suits your location?
Grain now dominates. In the first allocation cycle of 2025-26, grain-based ethanol took about 72.5% of the oil companies' allocation, as Bioenergy Times reported.
| Feedstock | Share of allocation | Watch for |
|---|---|---|
| Maize | 45.68% | Needs milling and an outlet for the grain residue sold as feed |
| Food Corporation of India (FCI) rice | 22.25% | Only surplus rice, as the food department permits, goes to ethanol (PIB) |
| Sugarcane juice | 15.82% | Seasonal crushing |
| B-heavy molasses | 10.54% | Tied to a sugar mill's output |
| Damaged food grains | 4.54% | Small and irregular |
| C-heavy molasses | 1.16% | Also the base for rectified spirit and ENA |
Sugar belts such as Uttar Pradesh and Maharashtra suit molasses and cane juice. Choose land with road access, steady water and room for spent wash treatment.
How is industrial alcohol made, step by step?
- Prepare the feed. Grain is milled; molasses is diluted.
- Convert starch to sugar (grain only). Enzymes do this; molasses and cane juice already hold sugar.
- Ferment. Yeast turns sugar into alcohol in large tanks.
- Distil to rectified spirit. Columns separate alcohol from the fermented liquid until it reaches about 95.5% alcohol, per the NPCS ENA profile.
- Finish for the buyer. Extra columns give ENA. Pressure swing adsorption or azeotropic distillation removes the last water for absolute alcohol and fuel ethanol.
- Treat spent wash and store. Leftover liquid is concentrated and burned or composted; alcohol goes to tanks for dispatch.
Which machines does a distillery need?
| Machine | What it does |
|---|---|
| Milling and liquefaction section (grain plants) | Grinds grain and cooks the meal with enzymes |
| Fermenters | Hold the sugar liquid while yeast makes alcohol |
| Distillation column set | Separates and purifies the alcohol |
| Dehydration unit | Removes remaining water for fuel and absolute alcohol |
| Evaporator with incineration boiler, or compost yard | Handles spent wash so nothing is discharged |
| Steam boiler and cooling tower | Supply heat for distillation and carry it away |
| Storage tanks with flame-safe fittings | Hold finished alcohol before dispatch |
Which licences come first for an industrial alcohol manufacturing business?
Start with the state. In October 2024 a nine-judge Supreme Court bench held, by 8 to 1, that states can regulate industrial alcohol, as well as drinking alcohol, and overruled a 1990 decision. Fees, permits and taxes can differ by state, so compare excise rules before you buy land.
| Approval | Who grants it | What it controls |
|---|---|---|
| Distillery licence | State excise department | Making, storing and moving alcohol |
| Environmental clearance | The Union environment ministry or the state authority, by project category | Permission to build |
| Consent to establish, then consent to operate | State pollution control board | Building the plant, then running it |
| Storage licence for ethyl alcohol | PESO (Petroleum and Explosives Safety Organisation) | Tanks holding alcohol |
| Factory licence, boiler registration, fire no-objection certificate | State departments | Safe operation |
Spent wash is where most compliance work sits. The Central Pollution Control Board's charter for molasses distilleries expects a new standalone or expanded distillery to reach zero liquid discharge by concentrating and incinerating spent wash, and sets fresh water use at 8 to 10 kilolitres per kilolitre of alcohol. A 2019 environment ministry memo lets distilleries with zero liquid discharge through incineration or covered composting run all year without changing their clearance. Apply for environmental clearance early, because the plant cannot be built without it.
Who buys the alcohol, and what do lenders ask to see?
Oil marketing companies allocate volumes to plants each supply year. The Press Information Bureau's ethanol FAQ of 10 July 2026 puts maize-based ethanol at about ₹71.86 a litre before GST, transport and storage. Rectified spirit and ENA are priced with each buyer.
The Indian Renewable Energy Development Agency's (IREDA) ethanol financing policy of September 2025 shows what a lender wants: project-specific approval from the food department, a technical and economic study, a letter of intent for raw materials, firm raw material contracts for standalone plants, and a signed long-term agreement to sell output to oil marketing companies before the first loan release. Business Standard reported in August 2026 that the Centre has approved interest subsidy for ethanol projects; check NABARD for current terms.
NPCS has prepared project reports since 1994, in the format banks typically ask for. A report supports a loan application; it does not decide one.
What can go wrong?
- Allocation falls short of your bid, so a finished plant runs part empty.
- Feedstock cost rises while the oil companies' procurement price stays where it is.
- Residue, biogas and CO2 go unsold because no byproduct plan existed.
Frequently asked questions
Is the industrial alcohol business profitable?
It can be, with a buyer and a feedstock price that leaves a margin. The project profiles above print returns of 24% and 28% with no stated basis. Fuel ethanol is sold at a procurement price you do not set, so margin depends on cheap feedstock and efficient conversion.
Can I start with a small plant of 1 or 5 KL a day?
The reports used here start at 60 KL a day, so they do not price smaller plants. A small plant can supply rectified spirit or ENA to local buyers, but it needs the same licences, a spent wash plan and a written buyer commitment.
Is this the same as starting a liquor business?
No. Opening a shop, launching a brand or bottling whisky is licensed state by state under separate rules.
Which state is best for an industrial alcohol plant?
The one with feedstock within a short haul and excise rules that suit your product. Since the 2024 ruling, states set their own terms, so read each shortlisted state's excise policy first.
What should you do next?
- Write down your product and a named buyer.
- Shortlist two states and read their excise policies.
- Collect feedstock quotes with yield guarantees, and itemised machinery quotes that include spent wash treatment.
- Prepare a detailed project report before approaching a bank.
An NPCS project report for a distillery covers the market survey, process flow sheet, plant and machinery with suppliers, raw materials, layout, manpower, and financials from project cost to break-even point and cash flow.
