An absolute alcohol manufacturing business is a drying business. Ordinary distillation cannot take ethanol past about 95 per cent strength by weight, so a plant either dries bought-in rectified spirit or makes its own spirit first. Fuel blending, pharmaceutical and chemical buyers all want the dried product and test it against a written standard.
Buying spirit and only dehydrating it skips fermentation and the spent wash that comes with it, so the plant is smaller and cheaper, but your margin rests on a spirit supplier and on your state letting spirit move. Making your own spirit costs far more: a pollution board hearing summary put a distillery making 45,000 litres a day, with its own molecular sieve dehydration unit, at ₹84 crore. Either way you need a state excise licence, a pollution board consent and a storage licence for a flammable liquid before the first sale.
Should you buy rectified spirit or run your own distillery?
| Dehydrate bought-in spirit | Own distillery | |
|---|---|---|
| What you run | Spirit tanks, sieve unit, boiler | Fermentation, columns, sieve unit, spent wash treatment, boiler |
| Capital | Lower; published costs are scarce | ₹84 crore for 45,000 litres a day |
| Main risk | Spirit price, supply, state permits | Feedstock price, policy changes |
Take the first route unless you already control cane, molasses or grain. The absolute alcohol profile from Niir Project Consultancy Services (NPCS) notes that the technology is available in India but raw material availability can be a problem, which is where a buy-spirit plant is exposed. Rectified spirit makers are covered in our industrial alcohol manufacturing guide, and related ventures sit under beverage manufacturing ideas.
What does an absolute alcohol manufacturing business cost to start and run?
A 2019 pollution board summary priced a 45,000 litre a day molasses distillery with a molecular sieve unit at ₹84 crore. A unit that only dehydrates bought-in spirit leaves out fermentation and spent wash treatment, so it costs less, but filings rarely separate that figure. Ask suppliers to price the sieve unit, boiler and tanks separately. No sourced all-India cost per litre exists because it follows the feedstock, so these are the drivers.
| Cost driver | Why it moves the number | What to pin down |
|---|---|---|
| Spirit or feedstock price | Largest running cost; sets margin against the selling price | Written quote, delivery terms, movement permit |
| Steam and power per litre | Sieve units vaporise every litre; azeotropic columns use more steam | Supplier's guaranteed use at your capacity |
NPCS has consulted on manufacturing projects since 1994 and has prepared more than 5,000 project reports across 40-plus sectors.
Who buys absolute alcohol, and what do they pay?
Oil marketing companies buy denatured anhydrous ethanol for petrol blending. Pharmaceutical and chemical firms buy it as a reagent and solvent. Laboratory buyers look for IS 321:1964, the absolute alcohol standard, and fuel buyers for IS 15464:2022, both from the Bureau of Indian Standards.
Fuel demand resets every November. For the year from 1 November 2026 to 31 October 2027, the oil companies invited bids for about 1,100 crore litres and sought none from sugarcane juice, sugar, sugar syrup or B-heavy molasses, as ChiniMandi reported. The Free Press Journal reported on 17 October 2026 that the maize price was cut from ₹71.86 to ₹68.86 a litre. Last year's rates show how far the feedstock sets the price.
| Feedstock (supply year 2025-26) | Ex-mill price, ₹ per litre |
|---|---|
| C-heavy molasses | 57.97 |
| Surplus rice from the Food Corporation of India | 60.32 |
| B-heavy molasses | 60.73 |
| Damaged food grains | 64.00 |
| Sugarcane juice, syrup and sugar | 65.61 |
| Maize | 71.86 |
These rates exclude GST and transport, and the weighted average was ₹66.61, per the Minister of State for Petroleum's Lok Sabha reply of 30 July 2026. Since the rate follows the feedstock, ask the oil companies before investing which category a purchased-spirit plant's ethanol would bid under. For your own fermentation, see the bioethanol production guide.
How is 100% ethanol made from rectified spirit?
Distillation stalls at the ethanol-water azeotrope, around 95 per cent ethanol by weight, because the vapour then matches the liquid. Molecular sieve dehydration passes superheated vapour through beds of 3A zeolite, which hold water and let ethanol through. Azeotropic distillation adds a third liquid (cyclohexane in the study consulted; the NPCS profile names toluene or benzene) that carries the water off. The same study calls azeotropic distillation the most energy-hungry option, and the plant filings reviewed here use sieves.
- Receive rectified spirit and test its strength and impurities.
- Vaporise and superheat it. The 45,000 litre a day plant above superheats to about 115°C.
- Pass the vapour through one sieve bed while another regenerates. Water stays in the bed and dry vapour leaves.
- Condense the dry vapour into product tanks, and return the water-rich regeneration stream to the rectification column.
- Test water content batch by batch, denature if the buyer or state requires, and dispatch against permits.
Which machines does an absolute alcohol manufacturing plant need?
| Machine | What it does |
|---|---|
| Bunded spirit tanks | Hold the feed; layout must meet the storage licence |
| Vaporiser and superheater | Turn liquid feed into vapour at bed temperature |
| Sieve beds (at least two) | One dries while the other regenerates |
| Condensers and cooling tower | Condense dry vapour and remove heat |
| Vacuum or purge system | Strips water from loaded beds and returns it to the column |
| Boiler, product tanks, laboratory | Supply heat; store, test and dispatch a flammable liquid |
Which approvals come first, and who gives them?
In its nine-judge ruling of 23 October 2024, the Supreme Court held that industrial alcohol falls within the states' power over intoxicating liquor, covering its production, manufacture, possession, transport, purchase and sale.
| Approval | Issued by | What it settles |
|---|---|---|
| Industrial registration | Department for Promotion of Industry and Internal Trade (central) | The compulsory licence list is down to five items and industrial alcohol is not named; units above MSME size file an Industrial Entrepreneur Memorandum |
| Excise licence | State excise department | Holding spirit, movement permits and fees; names differ by state |
| Consent to establish, then to operate | State pollution control board | Needed before building, then before production; distilleries are directed to zero liquid discharge |
| Storage licence | Petroleum and Explosives Safety Organisation | Ethyl alcohol is on the list needing a licence under the Petroleum Rules, 2002; read the conditions before fixing tank positions |
Distillery projects also go through environmental assessment under the 2006 central notification, as in the 45,000 litre summary, so ask whether a dehydration-only unit is covered.
Where do absolute alcohol projects go wrong?
- Equipment before supply. Ordering the sieve unit before a spirit contract and a movement permit are in hand.
- Policy resets. The 2026-27 tender dropped feedstocks last year's accepted; pharma and chemical customers spread that risk.
- Moisture. Absolute alcohol takes up water from air, so sealed tanks, dried breather air and clean tankers keep batches in specification.
What should you do before spending on land or machines?
- Fix the route. For dehydration-only, get a written spirit quote with delivery terms.
- Ask the state excise commissioner which licence covers your route and how movement permits work.
- Ask the oil companies how a purchased-spirit unit is classed, two pharma or chemical buyers which grade they need, and the pollution board how it classes your unit.
- Get priced quotes for the sieve unit, boiler and tanks, then build the project report.
An NPCS project report for absolute alcohol sets out the process, plant and machinery with suppliers, raw material needs, project cost, working capital, break-even point and a multi-year cash flow in the format lenders ask for. Our detailed project report guide explains each section.
Frequently asked questions about absolute alcohol manufacturing
Is absolute alcohol the same as rectified spirit, extra neutral alcohol or fuel ethanol?
No. Rectified spirit is ethanol distilled to the azeotrope, around 95 per cent by weight, and extra neutral alcohol is spirit refined for beverages. Absolute alcohol is dried to practically no water under IS 321:1964. Fuel ethanol is anhydrous ethanol made to IS 15464:2022 and denatured.
Does absolute alcohol need a liquor licence?
It needs the manufacturing and storage licence your state excise department issues for industrial alcohol, not a retail licence. After the Supreme Court's October 2024 ruling, states regulate its production, transport and sale, so names, fees and permits differ. Ask the excise commissioner's office which applies to your route.
How is this different from starting a liquor manufacturing company?
Drinking liquor such as Indian-made foreign liquor falls under separate state rules on brands, labels and sale, while absolute alcohol is an industrial and fuel input. The two share distillation, but approvals and buyers differ. The IMFL manufacturing guide covers the drinks side.
Does a plant that only dehydrates spirit produce spent wash?
No. Spent wash comes from distilling fermented wash, which this route skips. The unit still needs a boiler and cooling water, and the pollution board decides which consent conditions apply. Get that classification in writing from the board before you buy land or order machines.
