The iron ore business in India has three doors: win a mine at auction and dig, buy ore from licensed sellers and trade it, or buy ore and process it into a grade that steel plants pay for. For a first-timer the mine is the hardest door. New iron ore mines are given out only through competitive auctions, and the winner pays a large sum before the first tonne comes out. Trading or processing bought ore is the realistic start, and even that needs a state licence in places like Odisha.
Demand is not the constraint. India mined about 310 million tonnes in 2025-26, up 7%. BigMint reports that merchant mines, which sell to anyone, grew 15% to 190 million tonnes, while captive mines feeding their owners' own plants fell 3% to 120 million tonnes.
Which way into the iron ore business suits a first-time entrepreneur?
| Route | What you do | What stands in the way | Fits you if |
|---|---|---|---|
| Mining lease | Win a block at auction, get clearances, mine and sell | Net worth test, upfront payment, mining plan, environment clearance | You have crores of own capital and a mining team |
| Trading | Buy ore from miners or auctions, sell to steel plants or exporters | A state mineral licence; some auctions exclude pure traders | You already hold buyer contracts and working capital |
| Processing | Wash, screen or upgrade low grade ore and fines | Assured ore supply, pollution consent, land for tailings | You can fix feed price and buyer before building |
Unless you already run mines, treat the lease as a later step. Its money and approvals come before any revenue, while a processing unit with fixed feed and a signed buyer earns once it runs. Who supplies India's iron ore today, and from which states?
Odisha is the largest producing state. It mined 84 million tonnes in the first half of 2025, down 4%, while Karnataka rose 19%, BigMint reports.
| Company | Where it mines | What the company reports |
|---|---|---|
| NMDC | Bailadila in Chhattisgarh, and Karnataka | Calls itself India's largest producer |
| SAIL | 15 mines in Jharkhand, Odisha and Chhattisgarh | 33.78 million tonnes in 2024-25, third largest producer |
| Lloyds Metals and Energy | Surjagarh, Maharashtra | 21.96 million tonnes in 2025-26, up 120% |
| Tata Steel | Noamundi, Jharkhand | Noamundi alone made an estimated 8.25 million tonnes in 2023 |
| Vedanta | Karnataka and Goa | 6.2 million dry tonnes of saleable ore in 2024-25 |
GlobalData's 2023 ranking of the largest mines put NMDC's Bailadila complexes first. For location, compare Odisha, Jharkhand and Chhattisgarh.
What does iron ore cost per tonne, and what grade do buyers want?
NMDC's notified prices from 9 September 2026 are the cleanest public benchmark. They are free on road prices that exclude royalty, the District Mineral Foundation (DMF) levy, GST and other charges, so your landed cost will be higher.
| Product | Size | Iron content (Fe) | Price, ₹ per tonne |
|---|---|---|---|
| Lump ore | 10-40 mm | 65.5% | 5,400 |
| Fines | Below 10 mm | 64% | 4,500 |
Lump ore works out to about ₹5.40 a kilogram. NMDC revises prices from time to time, so check its latest notice. Blast furnaces want lump near 64% Fe and sinter fines of at least 60% Fe, and sponge iron plants want calibrated ore of 5 to 18 mm, according to a paper on Indian ore processing.
How do you win an iron ore mining lease, and what does it cost before the first tonne?
Leases are granted only by competitive auction and run for 50 years, as PRS Legislative Research summarises the 2015 reform. Under the Mineral (Auction) Rules, 2015:
- Your net worth must exceed a share of the block's estimated resource value: 0.5% for small blocks up to 2% for the largest, capped at ₹200 crore.
- In round one you bid a percentage of the value of ore despatched, with a bid security. The top qualifiers go to round two, and the highest final offer wins.
- The winner pays an upfront payment of 0.5% of the resource value in three instalments and furnishes a performance security of 0.5%.
- After the letter of intent, trade press reports deadlines of 45 days for the security, six months for the mining plan, 18 months for environmental clearance and 12 months to execute the lease.
For a block valued at ₹100 crore, the top of the smallest tier, the rules imply about ₹50 lakh each for net worth, upfront payment and performance security, before you buy a machine. These figures come from the 2015 text; later amendments moved some payment timings, so read the notice for your block.
How is iron ore mined and processed?
Run of mine ore rarely sells as it comes out:
- Drill and blast the ore body, then load and haul it to the crusher.
- Crush and screen it into lump and fines.
- Wash or scrub the ore to remove clay and fine waste.
- Upgrade by jigging and magnetic separation. In Indian Bureau of Mines case studies, jigging lifted ore at TRB Mines in Odisha from 56.18% to 64.48% Fe.
- Recover slimes with thickeners and magnetic separators, which can win back 30 to 40% of the iron in old tailings.
- Pelletise fines that have no direct buyer, using balling discs and a hardening furnace.
| Machine | What it does |
|---|---|
| Drill rig, excavator, dumper | Break and move ore in the pit |
| Crushers and vibrating screens | Reduce ore and split it into lump and fines |
| Log washers and drum scrubbers | Scrub clay off the ore |
| Jigs and magnetic separators | Separate heavy iron minerals from waste |
| Thickeners and filters | Recover water and dewater slimes |
| Balling disc and furnace | Turn fines into pellets |
Who is allowed to buy and trade iron ore?
Goa's state e-auctions, run on the MSTC e-auction platform, are open only to end users and exporters, so a pure trader cannot bid. Odisha asks anyone who buys, stores, sells or transports minerals to hold a mineral licence, which today lasts two years and is applied for on the state's i3MS portal.
The state's 2025 mineral rules, notified on 28 November 2025 and effective from a date the government will announce, add e-transit passes and bar a storage depot within 40 km by road of the mineral source unless it also processes ore on site. Sign supply with a licensed miner and then a buyer, and only then apply for your own licence.
What goes wrong in the iron ore business?
- Price squeeze: A thin processing margin can vanish when the notified price moves, so fix feed price and sale price together.
- Crowded merchant supply: Merchant output grew 15% in 2025-26, so you need a grade or delivery edge.
- Freight and tailings: Ore is bulky and cheap per tonne, so distance to the steel plant can decide whether a deal pays. Pollution consent and tailings land take longer than machinery delivery, so start them first.
What should you line up in 90 days before putting money into iron ore?
- Choose the state first, because licences and ore sources differ. See also mining business ideas.
- Get samples and written quotes from two miners and test iron content, silica and alumina.
- Get a letter of intent from a steel or sponge iron buyer that states grade, size and price basis.
- Cost the project in a detailed project report, including royalty, DMF levy, GST, freight, power, water and tailings. The detailed project report guide lists what lenders usually expect.
- Apply for the state licence and pollution consent only after steps 2 and 3 are in hand.
Frequently asked questions
Which state in India is richest in iron ore?
Odisha is India's largest iron ore producing state, with 84 million tonnes in the first half of 2025 according to BigMint, though that was 4% lower than a year earlier. Chhattisgarh's Bailadila range, Jharkhand's Noamundi mine, Karnataka (output up 19%) and Goa are the other major belts.
How much iron ore does it take to make a tonne of steel?
Per tonne of crude steel, the blast furnace route uses about 1,370 kg of iron ore, while the scrap based electric arc furnace route uses about 586 kg, according to the worldsteel raw materials fact sheet. Ore demand follows the share of steel made from ore.
What documents does an iron ore e-auction bidder need?
Goa's 31st e-auction asked for Indian Bureau of Mines registration, a state licence, PAN, Aadhaar, a GST certificate, an affidavit against illegal mining and an Importer-Exporter Code, per its auction procedure. Other states publish their own lists, so read the tender notice.
Can an individual get an iron ore mining lease?
The auction rules measure an individual's net worth by closing cash balance, so individuals are not excluded. In practice the net worth test, the upfront payment and the cost of clearances favour companies with mining experience and a team that can run a mine.
