Industrial Areas in Odisha: The 10 Most Successful Industrial Towns
Contents 7 sections
Odisha's industrial areas cluster in ten towns: Rourkela, Kalinganagar, Angul with Talcher, Jharsuguda, Paradip, Bhubaneswar, Cuttack with Choudwar, Sambalpur with Hirakud, Balasore, and Berhampur with Gopalpur. Between them they hold the state's steel mills, its large aluminium smelters, its main port and its IT cluster. The scale is documented: the Ministry of Steel told Parliament in July 2026 that Odisha's crude steel capacity rose from 24.5 million tonnes in 2021-22 to 43.3 million tonnes in 2025-26, and the Odisha Economic Survey 2025-26 puts industry at roughly two-fifths of the state's output.
For a small manufacturer, the size of a town matters less than what its anchor plant buys. Steel towns need fabricators and engineering suppliers, aluminium towns need casters and extruders, and Paradip pulls in plastics and chemicals. The table below pairs each town with the land on offer and the kind of unit that is likely to find a buyer there.
How the ten towns were ranked
No official index of industrial success exists, so the order is editorial judgement on four things: anchor plant size, room for ancillary units, road, rail and port access, and fresh investment in 2025 and 2026. Population plays no part.
Biggest, richest or most industrial: which list are you reading?
Searches for the richest or biggest cities of Odisha return lists that measure something else.
| Question | What the list measures | Where to check it |
|---|---|---|
| Biggest city | Headcount | Census of India |
| Richest district | District domestic product per person | Statistical tables of the Odisha Economic Survey |
| Most industrial town | Anchor plant capacity and land for ancillary units | The ten towns below |
The ten industrial towns at a glance
Acreages come from Invest Odisha's industrial parks compendium, which predates the newest expansions, so read them as land earmarked for new units, not today's vacancy.

The ten towns, one by one
1. Kalinganagar, Jajpur
Tata Steel's ₹27,000 crore Phase II, inaugurated on 22 May 2025, lifted the plant from 3 to 8 million tonnes a year, with 16 million the stated goal. Jindal Stainless and other mills sit in the zone; Paradip port is 127 km away. Suppliers can start with steel business ideas.
2. Paradip, Jagatsinghpur
Paradip Port handled 156.45 million tonnes in 2025-26, its best year, according to the port authority. IndianOil's refinery is sanctioned for 15 million tonnes and ran at 16.35 million. The ₹61,077 crore petrochemical complex is due around 2028 to 2029, so plastics units planned now will wait for feedstock.
3. Jharsuguda
Vedanta rates its smelter here at 1.85 million tonnes a year, backed by 3,615 MW of power generation. The town is a rail junction, and the Jharsuguda estate is 2 km from the station and about 10 km from the airport. Power and logistics are solved; land and buyers are the open questions.
4. Angul and Talcher
NALCO's Angul smelter makes 4.6 lakh tonnes a year on 1,200 MW of captive power, and Mahanadi Coalfields produced 218.31 million tonnes from the Talcher and Ib Valley fields in 2025-26. The 223-acre Aluminium Park can take molten metal directly from the smelter. Compare that with aluminium ingot manufacturing from scrap.
5. Rourkela, Sundargarh
The Union Steel Minister announced in November 2025 a plan to double Rourkela Steel Plant's capacity to 9.8 million tonnes by 2030, at about ₹30,000 crore. Equipment, civil and fabrication demand therefore arrives before the steel does. The 500-acre downstream park is meant for steel-based units.
6. Bhubaneswar, Khordha
Here the factories are electronics, software and biotech. Software Technology Parks of India (STPI) Bhubaneswar reported ₹3,840 crore of IT, ITeS and electronics exports for 2024-25, and the 215-acre Electronics System Design and Manufacturing (ESDM) Park abuts NH-5, 22 km from the airport. Light assembly suits it better than heavy processing.
7. Sambalpur and Hirakud
Hindalco runs two smelters in the district: Aditya Aluminium at Lapanga, rated at 3.6 lakh tonnes a year, and the older Hirakud smelter. The 428-acre Jujumara estate has the Hindalco complex nearby and a railway station 2 km away.
8. Cuttack and Choudwar
Indian Metals & Ferro Alloys (IMFA) makes ferro chrome at Choudwar and exports about 90% of it. Welspun laid the foundation stone for a ₹3,000 crore textile complex here in February 2024, so check construction progress before planning around it.
9. Berhampur and Gopalpur
Gopalpur Industrial Park, developed by Tata Steel SEZ, covers about 2,970 acres and reported a pipeline above ₹65,400 crore in September 2026, across green hydrogen, solar equipment, speciality chemicals, tyres and food processing. A pipeline is intent, not output; read it as a list of future buyers.
10. Balasore
Balasore district borders West Bengal, and Emami Paper has commissioned a multi-layered paperboard plant in the town. Public data is thinnest here, so confirm plot availability at the 402-acre Remuna estate with the Industrial Development Corporation of Odisha (IDCO) before shortlisting.
Which industrial area in Odisha suits a small unit, and what does the state pay towards it?
Start from the buyer, not the map: pick the town whose anchor plant consumes what you make, then check the subsidy. Under the Odisha MSME Development Policy 2022, as amended to December 2023, the capital investment subsidy on plant and machinery runs as follows.
| Applicant | Subsidy | Cap |
|---|---|---|
| Unit with plant and machinery up to ₹10 crore | 25% | ₹2 crore |
| Unit owned by women, SC, ST, persons with disabilities or technically qualified entrepreneurs (at least 51% stake) | 30% | ₹2.5 crore |
| Extra for units in backward districts, designated IDCO estates, the Biju Expressway Corridor or focus sectors | 5% | ₹20 lakh |
Steel and stainless steel, and aluminium, are both among the policy's eight focus sectors. The state also amended its Industrial Policy Resolution in June 2026 under the Go East initiative, as reported, so confirm current rates with the Industries Department or the state investment agency IPICOL before filing. Central support is covered in our MSME schemes guide.
What to do next
- Name the anchor plant that would buy your product and ask how it registers local vendors.
- Shortlist two towns and ask IDCO for current plot availability and rates; treat the acreages above as a starting point.
- Confirm power and water with the estate before paying for land, and start pollution board consent early.
- Match your product against manufacturing business ideas in Odisha, and compare other industrial areas across India.
On a working day, count the loaded trucks leaving the anchor plant's gate; it beats any brochure.
Frequently asked questions
Which is the biggest industry in Odisha?
Metals. Odisha's crude steel capacity stood at 43.3 million tonnes in 2025-26 per the Ministry of Steel, and NALCO, Vedanta and Hindalco run large aluminium smelters in Angul, Jharsuguda and Sambalpur. Industry as a whole produces roughly two-fifths of state output (Economic Survey 2025-26).
Which is the largest industrial area in Odisha by land?
Kalinganagar. Invest Odisha's compendium lists a 40,000-acre National Investment and Manufacturing Zone there, 23,000 acres of it industrial. Gopalpur, at about 2,970 acres, is the largest single park outside it. Both are planned areas, so check occupancy.
Is Bhubaneswar an industrial town or an IT city?
Both, but the industry is light. STPI Bhubaneswar reports ₹3,840 crore of IT, ITeS and electronics exports for 2024-25, while the heavy metal plants sit in Jajpur, Angul and Jharsuguda.
Which businesses are most profitable in Odisha's industrial towns?
No public source ranks businesses by profit, so treat any top-10 list with caution. The dependable pattern is supplying a nearby anchor: steel and aluminium products, plastics near Paradip, electronics around Bhubaneswar. Margins differ by product, scale and location.
