To start a PCB manufacturing business in India, first decide which of three businesses you mean, because they need very different money. Making bare printed circuit boards (PCBs), the glass fibre boards with etched copper tracks, is a factory business with plating lines, effluent treatment and capital in the tens or hundreds of crores. Assembling components onto boards bought from others, or selling design and prototype work, can start far smaller. India imports most of the boards it uses, so there is a demand gap, but the government's main incentive window for new bare board projects closed on 30 September 2025. For a first-time entrepreneur that points to assembly or design first, and fabrication only with funding, a process team and a buyer lined up.

Which PCB manufacturing business should you start: bare boards, assembly or design?

The three routes differ most in capital, pollution exposure and how soon you can sell something.

RouteWhat you doCapital and approvalsSuits
Bare board fabricationTurn laminate into finished boards: imaging, etching, drilling, platingMulti-crore plant, effluent treatment, pollution board consentFunded promoters with a process team
AssemblySolder components onto bought boards using surface mount linesMachine line and component buying; no platingEntrepreneurs who can win repeat orders
Design and prototypeDraw layouts, order boards, test small batchesSoftware and a test benchEngineers with a few clients

Choose assembly if customers want small batches quickly. It teaches you what buyers reject before you spend on plating, and it overlaps with contract manufacturing. Choose fabrication only when you can fund the plant and the months of yield learning after it. Chip making is a different business, covered in our semiconductor manufacturing business guide, and the electronics manufacturing ideas page lists other neighbours.

What does a PCB factory cost in India, and who is spending it?

Approvals under the Electronics Component Manufacturing Scheme (ECMS) give the only public project figures. The annexure to the first approvals shows the smallest multilayer project at ₹104 crore and one HDI (high density interconnect) plant at ₹1,684 crore.

ELCINA, the electronics component industry body, says India needs 10 to 12 new large plants of one million square metres capacity for about ₹20,000 crore, roughly ₹1,700 to ₹2,000 crore a plant.

Cost moves with layer count, lamination presses and laser drills, plating capacity and the effluent plant. Smaller single and double sided lines cost far less, but we found no primary source for a figure, so use supplier quotations. NPCS has prepared project reports since 1994, and for a plant this size a lender wants numbers for your own capacity and board type.

How is a multilayer PCB made, step by step?

Single and double sided boards skip the lamination step; the rest of the flow is the same.

  1. Convert the customer's Gerber design files into manufacturing data and check them against your line's limits.
  2. Cut copper clad laminate to panel size.
  3. Expose inner layers through artwork on dry film, etch away unwanted copper and scan against the design.
  4. Stack inner layers with prepreg and copper foil, and press under heat.
  5. Drill holes mechanically or by laser.
  6. Coat hole walls with chemical copper, then electroplate.
  7. Image, plate and etch outer layers, and inspect again.
  8. Apply, expose and cure solder mask.
  9. Add a surface finish such as HASL, ENIG or immersion silver.
  10. Route to shape, test for opens and shorts, inspect and pack in ESD safe material.

Which boards can a new maker sell? What Indian buyers want

ELCINA's report to the government, relayed by PTI in December 2025, put India's PCB demand at ₹35,000 crore in 2024-25, with 88% met by imports, mainly from China, Taiwan and South Korea. The split by buyer shows where a newcomer fits.

Buyer segmentShare of board volumeShare of market value
Mobile devices10%52%
Industrial electronics42%10%
Consumer electronics16%12%
Automotive electronics7%5%
Telecommunications6%7%

Mobile boards carry the value but come from very large, technology heavy plants. Industrial electronics uses the most boards by volume at low value each, in many designs and small runs, which suits a smaller maker that quotes fast. That is our reading of the split, not ELCINA's finding.

Is government support still open for a new PCB plant?

For bare boards, no. The ECMS has an outlay of ₹22,919 crore over six years, approved by the Union Cabinet on 28 March 2025. The scheme portal says applications for multilayer boards, and for HDI, mSAP and flexible boards, closed on 30 September 2025. The window for parts and capital equipment stays open until 30 April 2027, useful if you plan to supply machines or inputs.

Thresholds were high anyway. ELCINA's summary of the guidelines gives ₹50 crore of investment for multilayer boards and ₹1,000 crore for HDI, mSAP and flexible boards. By 30 March 2026 the Electronics Minister said 75 projects worth about ₹61,000 crore were approved, and the first batch sits mostly in Tamil Nadu. State incentives remain, so read the pages for Tamil Nadu and Andhra Pradesh government schemes.

Where do new PCB plants go wrong?

Effluent comes first. Fabrication runs acid and alkaline baths, copper etching and plating. Your State Pollution Control Board decides the consent you need, so ask it in writing which category it gives your process before buying land or machines. Copper rich waste needs a recovery route, and our copper recycling plant guide shows how the metal is recovered.

Yield comes second. A board is scrapped when a track, hole or layer is off, and each scrapped panel carries copper, laminate and chemicals. Ask suppliers for yield data on boards like yours and budget trial months with unsold output.

Laminate comes third. Copper clad laminate, built on epoxy resin and glass cloth, is the main input, and ELCINA says laminate units are only now being set up in India. Check supply before promising delivery dates.

Next steps before you commit money to a PCB line

  1. Pick your route from the first table and name your first three target buyers.
  2. For assembly, collect quotations for a surface mount line and test equipment, then ask two product companies, say an LED bulb manufacturing unit, for a sample order.
  3. For fabrication, put the category question to the pollution board and ask two machine suppliers for yield data.
  4. Write the plan in the standard detailed project report format before approaching a bank.

NPCS has a project report on printed circuit board manufacturing. Such a report covers technology and capacity, machinery with suppliers, raw materials, land and building, manpower and the financials a bank asks for, including project cost, working capital, break-even and cash flow. Banks still run their own appraisal. To compare neighbouring projects, browse the manufacturing business guides.

Frequently asked questions about starting a PCB business

Who is the world's biggest PCB manufacturer?

Zhen Ding Technology of Taiwan, with revenue of about US$5.87 billion in 2025, according to Prismark's ranking as reported by TechNews in June 2026. Prismark put the global PCB market at US$85.8 billion that year.

How much does it cost to print PCBs in India?

It depends on layer count, board size, order quantity, surface finish, hole count and turnaround, so no single rate is reliable. Prototype quantities cost far more per board than production runs. Send the same Gerber files to two or three fabricators and compare their quotes.

Which companies are building PCB plants in India?

The first ECMS approvals named Kaynes Circuits, Syrma Strategic Electronics and Ascent Circuits. Later tranches added AT&S India and other multilayer and HDI makers across several states. A scheme approval shows intent to invest, not profit, and this page is not investment advice.

Is PCB manufacturing profitable in India?

It can be, but profit depends on yield, plant utilisation and board mix more than on demand. Margin and return figures published by report sellers are projections with undisclosed assumptions, so we do not repeat them. Build your own numbers from machine quotes, laminate prices and a realistic yield.
