Starting an epoxy resin manufacturing business in India means choosing between two businesses that share a name and little else. Making the base resin means reacting bisphenol-A with epichlorohydrin in a chemical plant, handling hazardous inputs, treating salty effluent and winning environmental approval before you build. In the NPCS project report for liquid epoxy resin, a plant of 20,000 kg a day carries a total capital investment of ₹19.56 crore. Formulating means buying resin and blending it with hardeners, fillers and additives into floor coatings, adhesives and casting systems, for a fraction of that money. Decide the route first. Approvals, input risk and the November 2025 import duty all follow from it.
Should you make epoxy resin or only formulate it?
Capital, risk and exposure to the new import duty all differ by route.
| Route | What the unit does | Capital | Main hurdle | Import duty effect |
|---|---|---|---|---|
| Liquid resin | Reacts bisphenol-A and epichlorohydrin, then purifies | NPCS: ₹19.56 crore at 20 tonnes a day | Approvals, effluent, input prices | Duty on plain liquid imports narrows your price gap |
| Solid resin | Heats liquid resin with more bisphenol-A | Needs liquid resin first | Hitting the softening point batch after batch | Outside the duty |
| Formulated systems | Blends bought resin with hardeners and fillers | Mixers, storage, filling, lab; quote-driven | Customer approvals, working capital | Raises cost if you import plain liquid resin; imported blends escape it |
Unless you hold a proven process and can fund a plant near ₹20 crore, formulate first. It shows which grades customers reorder, and you reach a resin plant with buyers. The adhesive manufacturing guide and the paint manufacturing guide cover the plants that turn resin into glue and coatings.
What does an epoxy resin plant cost, and what does it earn?
The costed benchmark on file is one liquid resin plant.
| Item | NPCS project report, liquid epoxy resin |
|---|---|
| Capacity | 20,000 kg per day (20 tonnes) |
| Plant and machinery | ₹6.89 crore |
| Total capital investment | ₹19.56 crore |
| Return | 30% |
Machinery is about a third of the total. At 300 working days, 20 tonnes a day is 6,000 tonnes a year, about 3.5% of the 172,000 tonne market Infomerics estimates for India in 2024. A plant this size must win a few percent of the national market.
Profit depends on the gap between resin prices and the cost of bisphenol-A and epichlorohydrin, and Infomerics notes that price swings in these inputs drive profitability.
Who does the 2025 import duty protect, and how big is the market?
From 17 November 2025, India levies anti-dumping duty on liquid epoxy resin imported from China, Korea, Saudi Arabia, Taiwan and Thailand, at USD 37 to USD 483 per tonne depending on country and producer, for five years. The scope is narrow: liquid resin with an equivalent weight of 250 g/eq or less. Solid, semi-solid, solution and waterborne resins are excluded, as are blended and modified liquid resins and brominated solvent resin.
A resin maker gains a narrower price gap on the base grade. A formulator importing that grade pays more, while imported ready blends carry no duty, so price your blends against imports before you pick a resin supplier.
On demand, the same Infomerics report puts India's epoxy resin market at about 172,000 tonnes in 2024 and projects about 251,570 tonnes by 2029, growth of 7.90% a year.
How is liquid epoxy resin made, step by step?
These steps follow the standard two-stage route in epoxy references and Czechoslovak patent CS215733B1 (1982). Your supplier's design will differ in detail.
- Charge bisphenol-A and a large excess of epichlorohydrin. The excess keeps the chains short enough to stay liquid.
- Add caustic soda solution in stages. The alkali closes the ring that makes the resin reactive and the chlorine leaves as salt; azeotropic distillation carries off water.
- Distil the excess epichlorohydrin off under vacuum and recover it for reuse.
- Dissolve the crude resin in a solvent such as toluene, then filter and wash out the salt.
- Give the solution a final alkali treatment to lower the chlorine still bound in the resin, then wash and filter again and strip the solvent to leave liquid resin.
- For solid resin, heat liquid resin with more bisphenol-A and a catalyst at about 160 °C, then flake it.
- Test every batch for epoxy value, hydrolysable and total chlorine, viscosity, colour and clarity, then pack.
Plant economics turn on two steps: how completely you recover epichlorohydrin in step 3, since it is charged in large excess, and how low you push residual chlorine in step 5, since chlorine content sits on the specification sheet beside epoxy value and viscosity.
Which machines does an epoxy resin plant need?
Seven items make up the core plant.
| Machine | What it does |
|---|---|
| Jacketed reactor with stirrer, dosing and condenser | Runs the reaction, adds alkali in stages, carries off water |
| Vacuum distillation train | Recovers excess epichlorohydrin |
| Filter or centrifuge with washing vessel | Removes salt and washes the resin solution |
| Solvent stripper | Takes solvent out of the finished resin |
| Advancement reactor and flaker | Solid resin only |
| Effluent treatment plant | Handles brine and wash water |
| Quality lab | Tests epoxy value, chlorine, viscosity, colour |
What do you buy, and where does the price risk sit?
Bisphenol-A and epichlorohydrin set your cost. Caustic soda, solvent, catalyst and drums make up the rest. Get written supply terms for both main inputs before you commit to a site. A formulator instead buys resin, hardeners, fillers, diluents and pigments, so its risk sits in the resin supplier's pricing and delivery.
Which approvals does a resin plant need before it can start?
A real example shows the shape. Grasim's epoxy plant at GIDC Vilayat in Bharuch, Gujarat, received its environmental clearance from the state authority as a category B project under item 5(f), synthetic organic chemicals. The clearance made PESO permission for storing and handling hazardous chemicals a condition.
| Approval | Who grants it | What to know |
|---|---|---|
| Environmental clearance | State environment impact assessment authority | Synthetic organic chemicals fall under item 5(f); the Gujarat example was category B |
| Consent to establish and operate | State Pollution Control Board | Boards place each industry in a red, orange, green, white or blue category under Central Pollution Control Board directions; ask which applies to you |
| Hazardous chemical storage | Petroleum and Explosives Safety Organisation (PESO) | A condition in the Gujarat clearance |
| Factory licence and fire clearance | State factories department and fire service | Apply once the building plan and storage layout are final |
Category A or B, and what the pollution board expects, depend on scale and location, so ask both bodies before you buy land. A blending unit should ask the board how it classifies the unit. The Gujarat industries page lists the state's industrial areas.
What should you do before you commit money?
- Choose liquid resin, solid resin or formulation, and name your first-year customers.
- Collect written quotes for bisphenol-A and epichlorohydrin, and identify who will license or design the process.
- Shortlist sites in established chemical estates, then ask the state authority and the pollution board which category your plant falls in.
- Prepare a detailed project report and run the feasibility study on your own capacity and input prices, since the benchmark above is one plant size.
An NPCS project report for liquid epoxy resin covers the product and specifications, process flow, plant and machinery with suppliers, raw material costs, manpower, project cost, working capital, profitability, break-even point and a multi-year cash flow. NPCS has prepared project reports since 1994 across more than 40 sectors, and a project-specific report is what a lender will want. Other plants in the sector are listed under chemical business ideas.
Frequently asked questions about epoxy resin manufacturing
Which epoxy resin products sell best in India?
Paints and coatings are the largest end use, at 37.7% of India's epoxy resin market in 2023, and solid resin held 52.1% by product type, according to Infomerics. Liquid resin is the formulators' starting point and the only form covered by the 2025 import duty.
What is the difference between liquid and solid epoxy resin?
Liquid resin has one or two repeat units and is a viscous, clear liquid. Solid resin has more, up to about 30, and is made by heating liquid resin with extra bisphenol-A and a catalyst at roughly 160 °C. Solid grades fall outside the 2025 import duty.
What hardeners does a formulating unit use?
The main classes are amines, acids, acid anhydrides, phenols and thiols. Standard references give typical resin to hardener ratios of 3:1 to 10:1 by weight, so filling lines and batch sheets must handle that spread across every product line you sell.
What happens to epoxy resin after five years?
Cured epoxy tends to yellow with time even away from sunlight, and outdoors it degrades under UV unless overcoated. For unused stock, hardeners are generally more reactive than resin, so check each product's data sheet for shelf life before promising one.
