Starting an LED bulb manufacturing business in India comes down to one choice and one gate. The choice is how much of the bulb you make yourself: assemble it from ready driver and LED board kits, or solder your own boards on a surface-mount line. The gate is the Bureau of Indian Standards (BIS): a bulb is sold legally only once your factory is registered and every lamp carries the Standard Mark, however small the unit.

That gate sets your real budget. A 2021 village assembly plan from the Tamil Nadu Rural Transformation Project (TNRTP) puts the whole project at ₹5 lakh, of which ₹0.5 lakh is tools and ₹4.5 lakh is working capital. It excludes land and building, and BIS does not appear anywhere in it. Price land, building and BIS testing first, then pick a route.

Assembly, board making or contract work: which LED bulb manufacturing route fits you?

The routes differ less in the bulb they produce than in the capital and electronics skill they demand.

RouteWhat you doWhere it gets hard
Kit assemblyFit bought LED boards and drivers into housings and caps, then testThin margin, and failures depend on a supplier's electronics
Board making (SMT)Solder LEDs and driver parts yourself, then assembleNeeds a surface-mount line, trained operators and steady volume
Contract manufacturingA registered factory makes bulbs to your specification under your brandYou depend on its quality and its BIS registration for the model

Start with kit assembly unless you already employ electronics staff. Board making pays only when volume keeps a surface-mount line busy, and it needs base boards, covered in our guide to PCB manufacturing. Our guide to contract manufacturing covers the third route. LED chips come from semiconductor manufacturing, well outside a first unit.

What does it cost to set up an LED bulb unit?

Stock you must carry usually outweighs the machines you buy once.

Cost headWhat moves itHow to get your number
Tools and assembly tablesNumber of workstationsLocal quotes. The TNRTP plan budgeted ₹0.5 lakh for hand tools and a basic test setup
Surface-mount lineNew or used, placement speedThree supplier quotes
BIS and BEE testingNumber of models and wattagesA written quote per model from a BIS-recognised lab
Component stockMonthly output, import lead timeSupplier price lists with minimum orders
Working capitalCredit you give dealersYour dealer terms. The TNRTP plan held ₹4.5 lakh

Published "LED plant cost" figures swing from thousands of rupees to crores because they describe different routes and rarely cite anything; treat them as marketing until you hold quotes. Similar small units are listed under business ideas under ₹10 lakh.

How is an LED bulb made, step by step?

  1. Buy the parts: an LED board (or loose LEDs and an aluminium-core board), a driver, a heat-sink housing, a diffuser cover and a cap.
  2. Populate the board by reflow-soldering the LEDs on a surface-mount line, or buy populated boards.
  3. Prepare the driver, which turns mains AC into the low-voltage DC the LEDs need, and test each one.
  4. Fix the board to the heat sink with thermal paste or adhesive. Poor contact here traps heat and shortens lamp life.
  5. Fit the driver into the housing, connect the board, press on the cap and close the diffuser cover.
  6. Test every lamp for power, light output and insulation, then burn it in on a rack.
  7. Apply the BIS mark and star label, and pack with the QR code on the box.

Which machines does an LED bulb unit need?

Assembly needs hand tools and test gear; only the board route adds a surface-mount line.

MachineWhat it doesRoute
Soldering station and cap pressJoins wires and fixes the metal capBoth
Power meterReads input power and power factor, the lamp's efficiency in using currentBoth
Lux meterMeasures light output at a fixed distanceBoth
Hi-pot testerChecks that mains voltage cannot reach the lamp bodyBoth
Burn-in rackRuns finished lamps on mains to catch early failuresBoth
Stencil printer, pick-and-place machine, reflow ovenPrint solder paste, place parts, melt solderBoard route only

Registration testing happens at a BIS-recognised lab.

Which approvals decide whether you can sell the bulbs?

The first two approvals attach to the product, so a tiny unit faces the same list as a large one.

ApprovalCoversFirst move
BIS registration under the Compulsory Registration Scheme (CRS)Self-ballasted LED lamps (IS 16102 Part 1) and LED drivers (IS 15885 Part 2 Section 13)Register on the CRS portal, test a sample at a BIS-recognised lab, apply within 90 days of the report
BEE star labelEvery self-ballasted LED lampGet permission from the Bureau of Energy Efficiency (BEE) before affixing a star label
Udyam and GSTThe businessRegister both before you invoice

The industry body MAIT outlines the registration steps, and BIS lists covered products on its CRS portal. The BEE regulation requires prior permission before a star label goes on a lamp, and TÜV SÜD notes the BEE QR code on packaging became mandatory on 1 March 2025. BIS issued a revised edition of the lamp standard in 2026, so ask your lab which edition your first sample will be tested against before you build stock.

Can a small unit earn a margin against UJALA and branded bulbs?

The price floor is public. By January 2025 the government's UJALA programme had distributed 36.87 crore LED bulbs at a scheme price of ₹70 per bulb, according to the Press Information Bureau. A plain bulb from a new unit must sell near that, so the margin sits in your buying and failure rate.

The TNRTP plan priced a plain 9W bulb at ₹65, yet projected year-one sales of ₹32.11 lakh and gross profit of ₹6.39 lakh, about 20%, because it also sold rechargeable inverter bulbs at ₹320 to ₹430, priced 10% to 20% below branded ones.

Name your buyers before you buy machines. The lighting body ELCOMA said in 2020 that a large share of LED lights, tubes and chips was still imported, so expect price swings on boards and drivers. In May 2026 it was asking for GST on LED products to be cut from 18% to 5%.

Is there a subsidy or loan for an LED bulb plant?

The Prime Minister's Employment Generation Programme (PMEGP), run by the Khadi and Village Industries Commission (KVIC), has backed new manufacturing units. In August 2026 the government told the Rajya Sabha it had run only up to 31 March 2026, with further subsidy release awaiting approval of an extension, as Kashmir Life reported. Check the KVIC portal before planning around it.

The PLI scheme for white goods covers components and sub-assemblies of LED lights up to FY 2028-29, according to IFCI, but it sets investment and sales thresholds a first unit may not meet. Banks will want machinery quotes, a BIS plan and a project report; see our guides on startup funding and the detailed project report, and MSME schemes for central support.

What should you do before buying the first machine?

  1. Fix one product, such as a single household wattage, and ask a BIS-recognised lab for its fee and timeline.
  2. Order sample boards and drivers from two suppliers and test them yourself.
  3. List the dealers and contractors who will take your first month's output, and the price each will pay.
  4. Register Udyam and GST, then open your CRS portal account.
  5. Order tools and stock only after the lab confirms the test plan.

If a bulb is not the right product, compare it with other electrical and electronics manufacturing ideas.

Frequently asked questions

Can you start an LED bulb business from home?

You can assemble at home, but the bulbs still need BIS registration before sale. The TNRTP plan assumed about 600 sq ft of covered space, two workers and 30,000 bulbs a year, and left certification out. Budget for the lab test and Standard Mark before tools.

Are LEDs manufactured in India?

Mostly assembled, not fully made. ELCOMA said in 2020 that most LED assembly plants operate in India while many lights, tubes and chips were still imported. Small units buy boards and drivers in; chip production is far beyond a first plant.

How can you sell LED lights online?

Sell only BIS-marked, star-labelled lamps, and show the Standard Mark with its R-number on the pack and in listing photos. Start with your own dealers, then add online business listings once burn-in testing keeps your returns low, because every returned bulb costs you margin.

Can the same unit make tube lights and luminaires?

Yes, but each product has its own BIS standard. The CRS list has separate entries for drivers, fixed and recessed luminaires, floodlights and street lights. Start with bulbs to learn the testing routine, then add the next product only once its lab test plan is clear.
