- Frequently asked questions about nicotine from tobacco waste
You can make nicotine from tobacco waste in India, but a plant here is only as good as the buyer you sign before you build it. Stems, scrap and dust from tobacco processing are ground, soaked in water and lime or a solvent, and the nicotine is drawn out, distilled and refined. The end product is either nicotine sulphate, sold to insecticide makers, or pure pharmaceutical nicotine for nicotine replacement products and export.
This is not a small unit. Two project reports from Niir Project Consultancy Services (NPCS) put total project cost between ₹14 crore and ₹17 crore. Domestic doors for vaping and pouch products have also shut: India banned e-cigarettes in 2019, and in September 2026 the health ministry told states to act against nicotine pouches. Pick the product you can sell, confirm the approval it needs, then size the plant.
Which nicotine product can you sell from India?
The same plant can make three products, and each has a different gatekeeper, so choose the buyer before the equipment.
| Product | Who buys it | Gatekeeper | Check first |
|---|---|---|---|
| Nicotine sulphate (about 40% solution) | Insecticide formulators and distributors | Registration with the Central Insecticides Board and Registration Committee (CIB&RC), plus a state licence | Whether a registration already covers your product and use |
| Pharmaceutical nicotine (USP or EP pharmacopoeia grade) | Makers of gum, lozenges and patches, at home and abroad | Drug manufacturing licence, good manufacturing practice (GMP) and the buyer's audit | The buyer's written specification |
| Nicotine for e-liquid or pouches | Vaping and pouch brands | The 2019 e-cigarette ban and the 2026 pouch directive | A written legal opinion before any plan |
Start with nicotine sulphate if an insecticide buyer is ready to commit. Choose pharmaceutical grade only if a replacement product maker will sign a supply agreement and audit your plant. Treat the third row as a no until a lawyer says otherwise.
What do Indian rules mean for a nicotine plant?
- E-cigarettes: The Prohibition of Electronic Cigarettes Act, 2019 bars producing, manufacturing, importing, exporting and selling e-cigarettes and any part of them. It defines the product as a device heating a substance that may be liquid, and does not name bulk nicotine. A customer making e-liquid is where your exposure sits.
- Nicotine pouches: Reuters reported that the health ministry wrote to all states on 19 September 2026 asking for enforcement action against oral nicotine pouches. Tobacco Asia reported that the Drugs Technical Advisory Board recommended approving no new nicotine formulation. Approved gum, lozenges and patches remain legal.
- Insecticides: The CIB&RC citizen charter requires central pesticide registration, with licences to manufacture, formulate and sell issued by the state.
- Medicines: Nicotine sold as a drug ingredient falls under the Drugs and Cosmetics Act, so expect inspection by the state drug authority and your buyer.
- Pollution: Ask the State Pollution Control Board which category your route falls under and get its consent before buying land. Solvents and spent tobacco create liquid and solid waste.
Where does the tobacco waste come from, and how much nicotine does it hold?
Feed comes from tobacco processing units and from chewing and smoking tobacco businesses, as the NPCS nicotine sulphate report describes it. A 2021 study in Molecules found nicotine made up 1.9-3.7% of scrap extract, 2.6-4.8% of dust extract and 0.9-1.8% of midrib extract. Dust and scrap are the better feed, so price by fraction and assay every lot.
The Tobacco Board has frozen the ceiling for flue-cured Virginia tobacco at 270 million kg, split between Andhra Pradesh and Karnataka, and stopped new grower registrations and barn licences. Do not plan on waste volumes growing. Contract with several processors, and read business ideas in Andhra Pradesh for the larger growing state.
In the same NPCS report, 28.3 tonnes of waste tobacco a day yields 3.6 tonnes of nicotine sulphate a day, about 8 tonnes of waste per tonne of product. Size your feed on that ratio.
How is nicotine made from tobacco waste?
Both products share the first steps and split at the end.
- Grind and dry the waste to a uniform size.
- Mix it with water and lime. Nicotine sits in the plant as salts, and lime frees it as a base.
- Pull it out by steam distilling the limed mass, or by extracting with water, ethanol or an acid and solvent blend and separating the liquid phases. Industrial alcohol manufacturing covers the ethanol side.
- For nicotine sulphate, neutralise the distillate with sulphuric acid and concentrate it.
- For pharmaceutical nicotine, run multi stage vacuum distillation, then activated carbon and membrane filtration.
- Test every batch and pack it in sealed containers.
Which machines does a nicotine plant need?
The list follows process order. First time buyers tend to forget the boiler and the effluent system.
| Machine | Job |
|---|---|
| Pulveriser and dryer | Sizes and dries the waste |
| Maceration tanks | Mix waste with water and lime |
| Boiler and steam distillation unit | Carries nicotine out of the limed mass |
| Extraction vessels and separators | Solvent route: extract and split the liquid phases |
| Filter press, membrane unit and carbon column | Remove solids, pigments and traces |
| Evaporator and acid vessel | Concentrate and convert to nicotine sulphate |
| Vacuum distillation column | Refines to pharmaceutical purity |
| Solvent recovery and effluent treatment | Recover solvent, treat waste water |
| Laboratory instruments | Assay every lot |
What does a nicotine factory cost to set up?
Two NPCS project reports show the scale. The figures are as stated in each report's summary.
| Report | Output | Plant and machinery | Total project cost | Return | Break-even |
|---|---|---|---|---|---|
| Nicotine sulphate from tobacco leaves | 3.6 tonnes of nicotine sulphate a day | ₹1.61 crore | ₹14.16 crore | 28% | 55% |
| A business plan for nicotine from tobacco waste | 3,500 bottles of 100 ml nicotine a day | ₹2.44 crore | ₹16.62 crore | 32% | 41% |
Machinery is only 11% to 15% of project cost in both reports. The balance covers items a machinery quote omits, such as land and building, working capital and preliminary expenses. Costs move with waste price and assay, steam fuel, solvent loss and effluent treatment.
Which mistakes sink a nicotine project?
- Building before the buyer: A verbal interest from a vaping brand is not a contract, and the domestic vaping and pouch routes are closing.
- Treating nicotine like any chemical: The ILO safety card says it can be absorbed through the skin and is fatal if swallowed, in contact with skin or inhaled, so closed transfers, gloves, face shields and training belong in the budget.
- Skipping the residue plan: Spent tobacco may still carry nicotine, so settle disposal with the pollution board early.
What should you do first?
- Choose the product and get the buyer's written specification.
- Check the approval for that product: CIB&RC registration status for sulphate, or the state drug authority for pharmaceutical grade. Pesticide manufacturing and API manufacturing cover each side.
- Collect waste samples from two or three processors and have each fraction assayed.
- Cost the plant with a project report before approaching a lender.
NPCS has prepared project reports since 1994, over 5,000 across more than 40 sectors. A report for this plant covers the process flow, machinery with suppliers, raw material costs and a five to ten year financial projection, which a lender typically asks to see. Frequently asked questions about nicotine from tobacco waste
How much nicotine is in 1 gram of tobacco?
It depends on the type. Burley tops the range at up to 4.5% of weight, so about 45 mg in a gram, according to a paper in Contributions to Tobacco and Nicotine Research, while cigar types sit near zero. Waste differs too: midribs hold far less than dust or scrap, so assay each fraction.
Which plant is used to extract nicotine?
Commercial extraction uses Nicotiana tabacum, the common tobacco plant, or its waste. Nicotiana rustica, a second species, generally carries considerably more alkaloids by dry weight, according to the same paper. A plant buying waste in volume in India draws on processing units, so the fraction matters more than the species.
Do I need a pesticide registration to sell nicotine sulphate?
Yes, if it is sold as an insecticide. The CIB&RC citizen charter requires central registration of pesticides, with state licences for manufacture, formulation and sale. A registered formulator may already hold the approval you need, so ask what they require from a supplier before you apply yourself.
Can I export nicotine for e-cigarettes from India?
Not safely without legal advice. The 2019 e-cigarette Act bans exporting e-cigarettes and any part of them, and it covers a heated substance that may be liquid. Bulk nicotine is not named, but a customer making e-liquid is where the risk sits. Pharmaceutical buyers abroad making replacement products are the safer export market.
