To start a fish farming business in India, begin with the water, not the fish. Secure a pond site you can control for several growing cycles, because carp take 10 to 12 months to reach about 1 kg and your first sale is that far away. Most first-time farmers stock rohu, catla and mrigal in an earthen pond, buy fingerlings from a hatchery, and register on the government's fisheries portal so that loans, subsidy and insurance open up. Under one state's government cost ceilings, a new hectare of carp pond plus first-year inputs comes to ₹12.4 lakh, and a well-run catla and rohu pond has been reported to yield 10 to 13 tonnes a hectare a year. What you keep depends on your margin per kilo, which this page shows you how to work out before you dig.

How much does it cost to start a fish farm: pond, biofloc or RAS?

Capital depends mostly on the system. The Pradhan Mantri Matsya Sampada Yojana (PMMSY), the Department of Fisheries scheme that part-funds fish farms, sets a cost ceiling for each. The table uses the pattern published by the Jammu and Kashmir fisheries department; other states set their own, so ask your district fisheries office.

SystemScheme cost ceilingSuitsMain risk
Earthen carp pond₹8.40 lakh per hectare to build, ₹4 lakh per hectare for first-year inputsFirst-time farmersA year of feed and seed cost before any sale
Biofloc (7 tanks, 4 m wide, 1.5 m deep)₹7.50 lakh per unitSmall plotsAeration must never stop
Recirculating aquaculture system, RAS (large cold-water unit, 10 tanks)₹50 lakh per unitExperienced operatorsHighest capital and skill

Reservoir cages need rights that only the state can give. For smaller budgets, compare other low investment business ideas.

How much profit does one acre of fish farming make?

No honest profit per acre exists without your selling price, so work it from yield. Andhra Pradesh farmers growing catla and rohu reported 10 to 13 tonnes per hectare a year with 80 to 95 percent survival (Global Seafood Alliance review of carp polyculture). One hectare is 2.47 acres, so that is 4 to 5.3 tonnes an acre. Every ₹10 of net margin per kilo, after feed, seed, lease, power and labour, is about ₹1 lakh per hectare a year at the low end.

This turns "how do I earn ₹1 lakh a month" into land. The margins are examples; use your own.

Net margin per kgPer hectare a year (10 tonnes)Hectares for ₹1 lakh a month
₹10₹1 lakh12
₹20₹2 lakh6
₹30₹3 lakh4

Feed is the line to watch. In the MANAGE model project report for inland fish farming, feed took about half of one cycle's working capital (₹1.44 lakh of ₹2.93 lakh) and seed about a quarter. Its prices are dated; the proportions are the point.

Which fish and stocking plan should a first-time farmer choose?

Start with the Indian major carps: rohu, catla and mrigal. Carp make up most of India's aquaculture output, and rohu passes 1 kg in about a year. Catla feed near the surface, rohu mid-water and mrigal at the bottom, so the three share one pond. Andhra Pradesh farmers reported these recipes.

Stocking per hectareTypical harvest sizeYield per hectare a year
8,000-10,000 fingerlings, catla and rohu at 1 to 10Catla 1.5-2 kg, rohu 1-1.5 kg10-13 tonnes
5,000 rohu, 500 catla, 250 mrigalCatla 2.5-3.5 kg, rohu 1.5-2.5 kg, mrigal 1-1.5 kg9-11 tonnes
10,000 rohu, 500 catlaCatla 1.5-2 kg, rohu 0.8-1.3 kg13-15 tonnes

The three-species recipe gives the biggest fish and the lowest tonnage; the 10,000-rohu recipe gives the most tonnes in smaller fish. Pick for your buyer, not for the highest yield. India's fish output hit a record 197.75 lakh tonnes in 2024-25 (Ministry of Fisheries, PIB, September 2026), but your income follows your own market's price.

What are the steps to set up and run a carp pond?

  1. Secure the water. Use your own land or a lease from the panchayat or state fisheries department, with the term in writing, since a pond needs several cycles to pay back.
  2. Test soil and water before you dig, and build only where the soil holds water.
  3. Prepare the pond. Dry and desilt it, apply lime, then cow dung (or droppings from poultry farming) and urea to grow natural feed.
  4. Stock fingerlings from a hatchery you have visited. Carp breed in the monsoon, so book seed before the pond is finished.
  5. Feed on a schedule. Rice bran and oil cake are traditional, and some farmers now use floating pellets. Feeding starts near 5 percent of body weight and falls towards 1 percent. For your own pellets, see animal feed manufacturing.
  6. Harvest in parts. Many farmers take part of the stock at 6 and 9 months and drain the pond at year end.

What equipment does a fish pond need?

EquipmentWhat it does
Pump setFills the pond, exchanges water
AeratorAdds oxygen on still nights
Water test kitChecks pH, oxygen, ammonia
Nets and gradersSample, harvest, sort sizes
GeneratorBackup during power cuts

Which registrations does a fish farm need, and which are myths?

No single central licence exists for a freshwater fish farm.

RegistrationApplies toWhat to do
National Fisheries Digital Platform (NFDP), launched in September 2024 under the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY)Any farmer who wants credit, insurance incentive or scheme support; over 37 lakh people had registered by 8 September 2026Register online at nfdp.dof.gov.in
State fisheries registration or water-body leaseFarms on government or community water bodies; rules differ by stateAsk the district fisheries office
Coastal Aquaculture Authority registrationSaline or brackish-water coastal farms onlyNot needed for a freshwater pond, as the Coastal Aquaculture Authority Act excludes freshwater aquaculture

Tax and food-safety registrations start when you sell processed or retail fish, so confirm them with a chartered accountant. For freezing or processing, see frozen food manufacturing.

What government support can a new fish farm use?

Take these in order: register on NFDP, apply for the capital subsidy through your state fisheries department, then insure the first crop.

SupportWhat it givesCatch
PMMSY capital subsidy40% of project cost for general applicants and 60% for SC, ST and women, on ponds, biofloc and RASExtended in stages (a September 2025 PIB note records 2025-26), so confirm which annual plan is open in your state
PM-MKSSY insurance incentiveOne-time 40% of the premium for one crop cycle; for ponds up to 4 hectares, capped at ₹25,000 per hectare and ₹1 lakh per farmerRuns only to 2026-27, so insure the first cycle
Kisan Credit CardWorking-capital loans for fish farmers, extended to fisheries in 2018-19 per an RBI circularThe bank sets limit and rate, so ask what applies today

At the general 40% rate you still fund 60% of the project, so a ₹12.4 lakh pond project needs ₹7.44 lakh of your own or borrowed money. Compare loans with MSME government schemes and the startup funding guide.

What goes wrong in the first year?

  • Seed from an unknown seller arrives stunted or diseased, and you learn it months later.
  • Cash runs out, because income arrives 10 to 12 months after stocking. Fund one full cycle of feed and seed first.

What should you do in the first month?

  1. Ask the district fisheries office which PMMSY plan is open this year and what project format it wants.
  2. Register on NFDP and get soil and water tested at your site.
  3. Ask three traders which species and size they buy, and at what price.
  4. Write a one-page estimate of seed, feed, power, expected harvest and selling price using the margin table above. A bank will ask for exactly this.

Fish farming sits alongside many food processing business ideas that start from farm produce.

Frequently asked questions

Is fish farming profitable in India?

It is profitable when margin per kilo times yield covers lease, power and labour, and it loses money when feed costs or fish losses outrun that. Work out your own margin with the table above first.

How many days does a fish take to reach 1 kg?

Rohu and other Indian major carps typically reach about 1 kg in 10 to 12 months, roughly 300 to 365 days.

Do I need a licence for freshwater fish farming?

No central licence applies to a freshwater pond. Register on NFDP and check your state's rules, including a lease for any public water body. Coastal Aquaculture Authority registration covers only saline and brackish coastal farms.

Can I start fish farming on a small scale?

Yes. One biofloc unit of seven tanks has a scheme cost ceiling of ₹7.5 lakh, and a pond can be a fraction of a hectare. Size it to the cash you can hold through one cycle.
