A biodegradable packaging manufacturing business in India is, in practice, a compostable film and bag business. You blend starch with biodegradable polymers, blow the blend into film and convert it into carry bags, pouches or liners. The product cannot be sold until the Central Pollution Control Board (CPCB) has certified it, and certification starts with a lab test report. In two project reports prepared by NPCS, a plant making compostable bags, plates and glasses is costed at ₹258 lakh and ₹865 lakh.

Before you price machines, decide where you sit in the chain: granules, film or finished bags. That one choice sets your capital, the skills you must hire and the certificate you apply for. Compostable material also costs more than ordinary plastic, so the order book matters as much as the plant.

How much does a biodegradable packaging plant cost?

Plant and machinery is almost the same in the two NPCS reports below (₹145 lakh and ₹157 lakh), yet the cost of project differs by more than three times. The gap sits outside plant and machinery, and the public pages do not break it down.

NPCS report (Biodegradable Plastic Products: Bags, Plates & Glasses)Capacity as statedPlant and machineryCost of projectRate of returnBreak-even
Report A1.29 crore bags, 1.5 crore plates and 2.81 crore glasses a year₹145 lakh₹258 lakh44%49%
Report B32,000 bags, 40,000 plates and 1 lakh glasses a day₹157 lakh₹865 lakh33%39%

Both reports cover a three-product mix, so a bag-only film line should need fewer machines, though neither publishes that split. Figures vary with capacity, location and technology. For plates and glasses alone, see biodegradable tableware manufacturing.

Should you make granules, film or finished bags?

Choose the step you can run reliably. The CPCB certificate is tied to your raw material, process and product, and a change in any of them means applying again.

RouteWhat you makeMachinesWhere it goes wrong
Granule compounderPellets blended from starch, polymer and additivesTwin-screw compounder, pelletiserFormulation skill and raw material price swings; see biodegradable plastic granules
Film and bag makerFilm blown from bought granules, then bagsBlown film line, printing, bag-makingFilm strength and seal quality, which buyers test first
Bag converterBags cut, sealed and printed from bought filmBag-making and printing machinesThin margin and dependence on one film supplier

Start as a film and bag maker unless you already have a polymer chemist on the team. You control thickness and strength, which buyers check, and you avoid the compounder's formulation risk. Move into compounding later if granule prices eat your margin. More options sit under plastic business ideas.

What are compostable bags made of, and why do they cost more?

Most compostable film blends three inputs. Starch from corn, tapioca or potato keeps cost down. PBAT (polybutylene adipate terephthalate), a flexible polymer that is fossil-based but composts, gives stretch. PLA (polylactic acid), made from plant sugars, adds stiffness and also goes into PLA bottles.

NITI Aayog's plastics alternatives study found bioplastics 1.5 to 4 times more expensive than fossil-based plastics, with unit cost falling only through scale and technology investment. That premium makes the granule, not the machine, the cost to watch. Fix supplier quotes before your price list.

How is a compostable bag made, and which machines do you need?

  1. Dry the granules. Starch and PLA-rich blends pick up moisture, which later shows as bubbles and weak film.
  2. Feed the granules into the blown film extruder, which melts them and inflates a cooled tube of film.
  3. Print brand and mandatory marks on a flexographic machine.
  4. Cut and seal the film into bags or pouches on a bag-making machine.
  5. Test thickness, tensile strength and seal strength on every batch, then pack with the labelling the rules require.

Which approvals does a compostable packaging unit need before its first sale?

Under the 2024 amendment to the Plastic Waste Management Rules, a manufacturer of compostable carry bags or commodities needs a CPCB certificate before marketing or selling, and the product must meet the Indian standard IS/ISO 17088:2021. Compostable and biodegradable bags are exempt from the minimum thickness for ordinary plastic carry bags, but not from certification. As of October 2026, the procedure is:

StepWhoWhat it asks
ConsentsState Pollution Control Board or CommitteeAir and water consents, plus registration for compostable production
Lab testCIPET or another recognised labIS/ISO 17088:2021 report covering disintegration, biodegradation, compost quality and heavy metals, plus seed germination results for the final certificate
ApplicationCPCB's online compostable plastic portalPAN details, process flow diagram, pollution control measures, raw material purchase records and a signed undertaking
FeeCPCB₹5,000 below 200 tonnes a year, ₹20,000 for 200-2,000 tonnes, ₹50,000 above
LabellingYouName, certificate number, a "compostable" mark in English and a regional language, and a QR code on each product

Under the rules, compostable bags carry the line "compostable only under industrial composting", so they are not a home-compost or open-dump product, and buyers should hear that from you. A March 2026 amendment, as LiveLaw reports, covers recycled content and reuse, not compostable plastic.

Can a new unit make money when so many firms are already certified?

NITI Aayog counted over 150 certified compostable plastic manufacturers, so expect price pressure. The NPCS reports above show a rate of return of 33% to 44% and break-even at 39% to 49% on their own assumptions, a planning benchmark rather than a forecast.

Buyers check three things: a valid certificate number, a lab report and a sample that carries their load. Get written interest for two or three bag sizes before ordering a machine.

What should you do before ordering any machine?

  1. Pick your route and list the bag sizes you will offer.
  2. Ask two or three machine suppliers for a trial on the granules you plan to buy, and keep the film samples.
  3. Send those samples for IS/ISO 17088:2021 testing and apply to your State Pollution Control Board at the same time.
  4. Collect written buyer interest for the sizes you tested.
  5. Cost the project in a detailed project report, using supplier quotes rather than averages.

An NPCS project report for this product covers the process, machinery with suppliers, raw materials and costs, plant layout, manpower and the financials banks ask for: project cost, working capital, break-even and cash flow. NPCS has prepared project reports since 1994 across 40+ sectors, in the format banks and schemes such as PMEGP and Mudra typically ask for.

Frequently asked questions

What is the difference between biodegradable and compostable plastic?

Compostable plastic degrades by biological processes during composting and must meet IS/ISO 17088:2021. Biodegradable plastic is defined separately as plastic, other than compostable plastic, that degrades biologically without leaving microplastics or any visible or toxic residue. The two carry different labels, so pick the one your buyers ask for.

What are the disadvantages of biodegradable plastic?

Cost and performance. NITI Aayog puts bioplastics at 1.5 to 4 times the price of fossil-based plastic and says they must match conventional packaging on moisture barrier and heat sealability before wide adoption. The industrial-composting label also limits where buyers can promise breakdown.

How long does CPCB certification take?

CPCB issues the certificate within seven working days of a complete application. The lab report is the slow step, since biodegradation testing runs for months. A provisional certificate lasts six months and can be extended by six, but the final certificate needs the complete test report.

Which companies make compostable bags in India?

CPCB publishes a list of certified compostable plastic manufacturers and sellers on its e-certification portal, with certificate type and validity. Use it to check a supplier before buying and to see who operates in your state. Some entries are sellers, not manufacturers, so read each category before counting competitors.

What is the cheapest eco-friendly packaging to make?

Paper and plant-fibre packaging avoids the premium on compostable polymers, so compare it with film before committing capital. See jute bag manufacturing, sugarcane bagasse products and wider packaging business ideas.
