PLA biodegradable bottle manufacturing in India starts with bought-in polylactic acid (PLA) granules. You mould them into test-tube-shaped preforms, then blow the preforms into bottles on machines close to those used for ordinary PET plastic water bottles. You do not make the plastic yourself.
Two decisions shape everything else. The first is whether to mould preforms in-house or buy them and only blow bottles. The second is who will pay the price. A September 2026 StartupFeed report on Greenbio puts its compostable bottle at about five times the cost of a plain plastic one, so early buyers are tourism venues, hotels, premium water brands and state-backed projects. You also need a compostable certificate from the Central Pollution Control Board before you sell, and the bottle must say it is compostable only under industrial composting.
What does PLA biodegradable bottle manufacturing involve, step by step?
- Buy bottle-grade PLA granules. NatureWorks, for example, lists its Ingeo 7001D grade for fresh water, dairy, edible oil, and health and beauty bottles.
- Dry the granules. A little moisture breaks PLA down in the melt and weakens the bottle, so resin makers recommend drying below 250 parts per million in a dehumidifying dryer, according to Plastics Today.
- Injection-mould preforms. A preform is a thick test-tube shape with the threaded neck already formed.
- Reheat and stretch-blow. The warmed preform is stretched with a rod and blown against the bottle mould. PLA runs on conventional equipment at lower temperatures than PET. The Better India reports Greenbio bottles from 100 ml to 1 litre.
- Fit compostable caps, labels and inks. Any change in raw material, process or product means a fresh certificate application.
- Test and pack. Check wall thickness, top-load and leaks, and keep a migration test report for food buyers.
Should you mould preforms yourself or buy them?
Start by blowing bought-in preforms unless you already run injection moulding, because drying and preform moulds are where PLA punishes inexperience. Greenbio is reported to work across states, with preforms made in Tamil Nadu and caps in Kerala. A change of preform supplier may need a fresh certificate application. | Route | Machines | Suits you when |
|---|---|---|
| Blow only | Stretch blow moulding machine, air compressor, chiller, one mould per bottle size | You can source certified preforms and want the smaller start |
| Preforms plus blowing | Adds a dehumidifying dryer, injection moulding machine, preform moulds | Several bottle sizes justify the extra machines |
| Single stage | One machine that moulds and blows in a single cycle | One bottle design at steady volume |
Is a PLA bottle really biodegradable, and what can you claim?
Not everywhere, and the rules make you say so on the label. The United Nations Environment Programme found in 2015 that complete biodegradation of plastics occurs in conditions rarely, if ever, met in marine environments, so never sell a PLA bottle as a fix for water litter.
| Where the bottle ends up | What to expect | What to tell buyers |
|---|---|---|
| Industrial composting plant | Breaks down where heat is sustained, which is what the compostable standard IS/ISO 17088 tests | Compostable only under industrial composting |
| River, lake or sea | Complete breakdown is rarely met in marine conditions | Make no breakdown claim |
| Plastic recycling bin | The US PET recycling association has said its system cannot absorb PLA containers | Ask buyers to collect bottles separately, and see plastic waste recycling |
PLA also has plain technical limits:
- Heat. PLA softens near its glass transition of about 60 °C, so a closed vehicle in summer or a hot-fill line is a risk.
- Barrier. Plastics Today reported in 2008 that PLA passes oxygen and carbon dioxide several times faster than PET, though NatureWorks said newer designs narrow the gap. Test shelf life product by product, and treat fizzy drinks as a poor fit.
Where do you buy PLA resin, and who buys the bottles?
Resin is the one input you cannot make. The India Brand Equity Foundation (IBEF) reported in August 2026 that Balrampur Chini's 80,000 tonne a year PLA plant at Kumbhi, Uttar Pradesh, costing about ₹3,080 crore, was due to start in October 2026, and GKToday expected commercial output from November. Treat it as one more quote to compare once it ships, and ask any seller for a grade sheet and a trial lot before you size your plant. The resin-making side is covered in biodegradable plastic granules.
Buyers so far are institutional. Kerala's Hilly Aqua bottle is made by the state-owned Kerala Irrigation Infrastructure Development Corporation with raw material from Green Bio Products, and was meant to go first to tourist spots and festival venues, the Press Trust of India reported in January 2025. Get a written enquiry from one such buyer, or from a packaged drinking water brand, before you commit to machines.
What does a PLA bottle plant cost?
The nearest NPCS data come from its PET bottle project reports. Use them for the scale of equipment only, because PLA resin cost, yield and selling price will differ.
| NPCS project report | Output | Plant and machinery | Cost of project | Return | Break-even |
|---|---|---|---|---|---|
| PET bottle from PET resin | 1.2 crore bottles a year (0.5, 1 and 2 litre) | ₹82 lakh | ₹231 lakh | 43% | 51% |
| Fully automatic single-stage plant for PET jar and bottles | 16,000 a day per size, 100 ml to 2 litre | ₹106 lakh | ₹546 lakh | 29% | 48% |
Four things move your number. Resin price and lead time set working capital. Each bottle size needs its own mould. Making preforms adds a dryer and an injection machine. Certification adds lab tests and fees.
Which approvals does a compostable bottle need?
Approvals set your lead time, so start them before you order machines. The points below are as of October 2026.
| Requirement | What it means for you |
|---|---|
| State pollution board consent | The Central Pollution Control Board (CPCB) procedure asks for valid state registration and consent under air and water laws before you apply |
| CPCB compostable certificate | Needed before you market or sell, under the Plastic Waste Management (Amendment) Rules, 2024. The CPCB procedure asks for IS/ISO 17088 test reports on disintegration, aerobic biodegradation, compost quality and heavy metals, from the Central Institute of Petrochemicals Engineering and Technology or another recognised laboratory. The application fee starts at ₹5,000 for units under 200 tonnes a year |
| Label | Compostable only under industrial composting, with certificate number and QR code |
| Extended producer responsibility | Compostable makers register on the CPCB portal and report the quantity they place on the market |
| Food contact | The Food Safety and Standards Authority of India packaging regulations require food-grade material and migration within set limits, with a lab certificate of conformity held by the food business. The June 2022 compendium names no PLA standard, so book a migration test on the finished bottle |
The March 2026 amendment of the plastic waste rules mainly sets recycled content and reuse targets for conventional packaging. If composting access worries you, a paper water bottle is the alternative to compare.
What should you do first?
- Get a written enquiry for one bottle size and monthly volume from a tourism, hotel or water-brand buyer.
- Ask two resin sources for a grade sheet and trial lot, and check which grades have IS/ISO 17088 test reports.
- Talk to a testing laboratory about the certification schedule before you order machines.
- Price both routes, blow only and full preform, then take the figures into a detailed project report and check MSME schemes for finance.
NPCS has prepared project reports since 1994, in the format banks and schemes such as PMEGP and Mudra typically ask for. A report for this plant would cover the market survey, resin and machinery sources, layout, manpower, and projections for project cost, working capital, profitability, break-even and cash flow.
Frequently asked questions
Can a small unit make PLA resin itself?
No, resin plants are industrial. Balrampur Chini's PLA plant in Uttar Pradesh is an 80,000 tonne a year project costing about ₹3,080 crore, according to IBEF. A bottle maker buys granules instead, so your capital goes into dryers, moulds and testing rather than polymerisation.
Can PLA run on existing PET bottle machines?
Largely yes. NatureWorks says its Ingeo 7001D bottle grade runs on conventional injection stretch blow moulding equipment at lower temperatures than PET. You still need a dehumidifying dryer and revised temperature settings, and any change of product affects your certificate.
How long does the compostable certificate take?
The CPCB procedure promises a certificate within seven working days of a complete application. A provisional certificate lasts six months, and the final one needs the full test report, including 180-day seed germination results. Plan on roughly six months of testing.
What can you fill in a PLA bottle?
Still water, dairy and edible oils are among the uses NatureWorks lists for its bottle grade. Fizzy drinks and hot-filled products are poor fits because PLA lets carbon dioxide through faster than PET and softens near 60 °C. Test shelf life for each product before you promise a date.
