Biodegradable corn starch plastic granules are not made from starch alone. Plants dry the starch, soften it with glycerol into thermoplastic starch, then blend it with a biodegradable polyester called PBAT in a twin-screw extruder. The strand is cooled and cut into pellets that bag, film and tableware makers buy. Start there. Making a corn-based polymer by fermentation is a chemical plant, not a compounding line.

Cost depends on that choice. A government sample profile for a small rented unit assumes ₹24.78 lakh. A consultancy project report for a four-product starch plant runs to ₹14.27 crore. In the government's own model, raw materials take about two-thirds of sales, so recipe matters more than machines.

Settle one question before you order anything: can your customers certify their bags as compostable using your granules? As of 23 July 2026 the pollution control board had certified 371 compostable bag and product makers, and none as biodegradable.

Which route makes corn starch plastic granules: blending or full PLA?

The route, blending or making polylactic acid (PLA) from corn, sets your machinery, skills and budget, so choose it first.

Blending routeFull PLA route
What you buyCorn starch, glycerol, PBATStarch, acid or enzymes, bacterial cultures
What you runMixer, twin-screw extruder, pelletiserHydrolysis, fermentation, lactide and polymerisation vessels, then compounding
Process windowExtruder zones at 90-140 °C in the 2024 studyFermentation at 38-42 °C, polymerisation at 200-250 °C for about 48 hours

Choose blending unless you already have a fermentation team and a lactic acid supply you can audit. In the Khadi and Village Industries Commission (KVIC) profile for the PLA route, PLA quality falls if polymerisation leaves its temperature window. Finished PLA products are covered in the PLA bottle manufacturing guide.

What does a corn starch granule plant cost, and does it pay?

The two references describe different plants. The KVIC profile, issued under the Prime Minister's Employment Generation Programme, is a small rented unit. The Niir Project Consultancy Services (NPCS) report covers a larger plant that also makes finished goods.

ReferenceWhat it assumesPlant and machineryTotal
KVIC profile, PLA routeRented building of 3,000-3,500 sq ft, 8 workers, 20 kW₹15.50 lakh₹24.78 lakh with ₹7.78 lakh working capital
NPCS report: corn starch granules, bags, plates and cups2 tonnes a day for each of the four products₹440 lakh₹1,427 lakh total capital investment

Treat the KVIC totals as a starting point. Its own price ranges for the PLA route add up to ₹43.5 lakh at the top end, against a ₹15.50 lakh machinery line, and it gives no price for the pelletiser or the packing machine.

Profit starts thin because the model fills only 30% of capacity in year 1 and 50% in year 5.

KVIC modelYear 1 (30% use)Year 5 (50% use)
Sales₹81.23 lakh₹159.70 lakh
Raw material cost₹56.25 lakh₹105.75 lakh
Profit after tax₹3.84 lakh₹14.95 lakh
Net profit ratio4.73%9.36%

The NPCS report lists a 29% return and a 47% break-even point for its four-product plant.

How are corn starch plastic granules made, step by step?

The steps follow the blending route. The numbers come from a 2024 study in Polymers on PBAT and thermoplastic starch, so treat them as lab settings your extruder maker will adjust.

  1. Dry the starch. The researchers dried it at 90 °C for 48 hours to below 0.1% moisture. Water left in the barrel turns to steam.
  2. Premix. Starch, glycerol, citric acid and stearic acid go into a high-speed mixer, in parts by mass of 100 starch, 20 or 30 glycerol, 0.6 citric acid and 0.3 stearic acid. More glycerol gives a softer, more flexible blend that also takes up more water.
  3. Compound. Feed the mix and PBAT, at 70:30 PBAT to thermoplastic starch, into a twin-screw extruder with zones between 90 and 140 °C.
  4. Strand, cool and cut. The melt leaves the die as strands, cools in a water bath and is cut into pellets.
  5. Dry, test and pack. Check moisture and melt flow lot by lot, then seal in moisture-proof bags. Starch blends pick up water, as the risks below show.

Which machines does a starch blending line need?

Pick the extruder first: its output per hour fixes capacity.

MachineWhat it does
Hopper or hot-air dryerBrings starch moisture down before compounding
High-speed mixerCoats starch evenly with glycerol, citric acid and stearic acid
Twin-screw extruder with vacuum ventMelts and blends the mix; the vent pulls out moisture
Strand bath and pelletiserCools the strand and cuts it into pellets
Packing machine and lab balanceSeals pellets in moisture-proof bags; checks lot weight and moisture

No published reference checked for this guide prices these machines. Get three quotes at your target kilograms per hour, with a test run on your recipe.

Can you call it biodegradable? What the pollution control board requires

Corn starch blends can be sold as compostable, but only with test proof, and CPCB restated the rules in September 2026.

The certificate sits with your customer. The Central Pollution Control Board (CPCB) certifies makers of compostable carry bags and commodities before they sell, and its procedure does not explicitly cover granule makers. Testing follows the IS/ISO 17088 standard at CIPET, the government plastics institute, or another recognised lab, on a sample made at the unit. The bag maker must list raw materials and purchases, and apply again if the raw material changes. Expect converters to ask for a fixed recipe and steady lots.

In a public notice dated 8 September 2026, reported by Navhind Times, CPCB said "biodegradable" and "compostable" cannot be used interchangeably. Compostable products must carry the line "compostable only under industrial composting". Biodegradable products must state their degradation period and environment, and meet IS 17899 T:2022.

As of 23 July 2026, the same report says, CPCB had certified 371 compostable makers and none for biodegradable products. For bags and tableware, build for the compostable standard.

Your plant also needs consent to operate from the state pollution control board.

Who buys the granules, and where does the plan break?

Your customers are converters: bag and film extruders, and makers of plates and cups (see the biodegradable tableware guide and the biodegradable packaging unit guide). European Bioplastics counts global capacity at 2.31 million tonnes in 2025, forecast to reach about 4.69 million by 2030.

Four things can go wrong.

  • Early margin: the KVIC model nets 4.73% in year 1, so late first orders hurt.
  • Moisture: in the 2024 study, PBAT and starch composites absorbed up to 15.09% water, against 0.44% for neat PBAT.
  • Recipe changes: a swapped raw material forces your customer to re-certify.
  • Labels: as of July 2026 no biodegradable bag or product maker was certified, so a bag printed "biodegradable" is hard to defend.

What to do before you order an extruder

  1. Name two or three converter customers and ask which standard they will certify under.
  2. Run a trial batch with an extruder maker on your own starch, glycerol and PBAT.
  3. Build the cash plan with a slow ramp. The KVIC sample starts at 30% use.

More options in the same sector are in plastic manufacturing ideas. NPCS has prepared project reports since 1994, more than 5,000 across over 40 sectors. A report for this plant sets out the specification, process flow, machinery with suppliers, raw material costs and a multi-year financial projection in the format banks usually ask for. Figures change with capacity and location, so a lending decision needs a report built for your own plant.

Frequently asked questions

Is cornstarch plastic biodegradable?

Partly, and it depends on the blend and the test. Microbes consume starch, but a blend with PBAT must pass IS/ISO 17088 under composting conditions before bags can be sold as compostable. CPCB's September 2026 notice treats the two claims as separate.

How long does cornstarch bioplastic last?

It depends on storage and recipe. In the 2024 study, starch composites lost over 50% of their mechanical performance after 48 months of storage as the starch recrystallised. Keep stock dry, rotate it, and test old lots before shipping.

What is the price of 1 kg of biodegradable plastic granules?

No official price index exists, and no project reference checked for this guide states a per-kilogram price. Price moves with the PBAT share in the recipe, since raw materials are about two-thirds of sales in the KVIC model. Ask three suppliers to quote the grade your buyer certifies.

Can I make bioplastic without glycerin?

Yes, at plant scale. The 2024 study compared glycerol with ATBC, a citrate plasticiser, and the ATBC films took up slightly less water. A new plasticiser changes your recipe, so a certified customer would have to apply again.
