Renewable Energy Project Opportunities in India
Demand for renewable energy projects in India rests on policy targets and fuel-blending rules. The 500 GW non-fossil target, ethanol blending and net-zero commitments push utilities, oil companies and industries to buy cleaner power and fuel.
The sector splits into three broad groups, and each suits a different kind of promoter.
Main buyer groups
- Bio-energy: CBG, biomass pellets and briquettes, and grain-based ethanol
- Solar power: ground-mounted or rooftop plants selling to discoms, through open access or for captive use
- Solar manufacturing: module assembly, with larger players moving back into cells
Projects We Advise On
Compressed Biogas (CBG) Plant
Anaerobic digestion of organic waste into biogas, upgraded to high-methane gas and compressed for use as vehicle or industrial fuel; digestate becomes organic manure.
- Main buyers
- Oil marketing companies, city gas distributors, industries; farmers for FOM
- Typical capacity
- ~2–20 TPD CBG
Biomass Pellet and Briquette Plant
Compressing dried agricultural and forest residues, paddy straw, husk, groundnut shells, sawdust, into dense pellets or briquettes that replace coal in boilers and power plants.
- Main buyers
- Thermal power plants (NTPC, state gencos), industrial boiler users, brick kilns
- Typical capacity
- ~1–10 TPH
Solar Power Plant
Developing and running ground-mounted or rooftop solar PV plants that sell power to discoms, supply industries through open access, or serve captive consumption.
- Main buyers
- Discoms (through SECI/state auctions), industrial and commercial consumers, residential rooftops, farmers
- Typical capacity
- ~100 kW (rooftop) to 1–100+ MW (ground-mounted)
Grain-Based Ethanol Plant
Fermenting starch from broken rice, maize or other grains into ethanol for petrol blending, with DDGS (distillers' dried grains) as a protein-rich feed by-product.
- Main buyers
- Oil marketing companies, liquor companies (ENA), chemical and pharma buyers, feed makers (DDGS)
- Typical capacity
- ~60–500 KLPD
Solar Panel (Module) Manufacturing
Assembling solar cells into PV modules, stringing, layup with glass and encapsulants, lamination, framing and testing, with larger players integrating back into cells.
- Main buyers
- Solar EPC companies, developers, rooftop installers, PM Surya Ghar vendors, exporters
- Typical capacity
- ~100 MW to several GW per year
Planning a Different Renewable Energy Project Project?
These are a few of the projects we advise on. NPCS's published client list records 47 renewable energy assignments, so tell us what you are planning.
How to Choose the Right Renewable Energy Project
Start with what you can secure reliably: raw material, land or a committed buyer. A CBG plant depends on steady organic waste, while a biomass pellet unit depends on paddy straw, husk, groundnut shells or sawdust within a practical radius. Grain-based ethanol needs broken rice or maize and a tighter regulatory path.
A solar power plant suits those with land or a rooftop and a power buyer. Solar panel manufacturing suits promoters comfortable with technology and certification. These renewable energy business ideas in India differ widely in investment and risk, so compare them before you commit.
| Project | Main inputs | Indicative investment | Power load |
|---|---|---|---|
| Compressed Biogas (CBG) Plant | Paddy straw, Napier grass, press mud, cattle dung, organic fraction of municipal waste, food waste, distillery spent wash | ~₹20–120 crore depending on TPD and feedstock | High, upgrading and compression |
| Biomass Pellet and Briquette Plant | Crop residues (paddy straw, husk, cotton and mustard stalk), sawdust, bagasse | ~₹1–5 crore (briquetting) to ₹5–15 crore (pellet plant with drying) | ~150 kW–1 MW |
| Solar Power Plant | Solar modules (ALMM-listed for most schemes), inverters, mounting structures, cables, transformers, SCADA | ~₹3.5–4.5 crore per MW (ground-mounted with domestic modules) | Generator, no meaningful grid load |
| Grain-Based Ethanol Plant | Broken rice (including FCI rice), maize, sorghum/millets; enzymes; yeast; water; boiler fuel | ~₹1.5–2.2 crore per KLPD of capacity | ~2–15 MW (often co-generated) |
| Solar Panel (Module) Manufacturing | Solar cells, solar glass, EVA/POE encapsulants, backsheet, aluminium frames, junction boxes, ribbons, sealants | ~₹15–30 lakh per MW of annual module capacity; cell lines cost several times more | ~1–10 MW |
Common Licences for Renewable Energy Projects
Approvals vary by project, but most plants need a consent to establish and a consent to operate (CTE and CTO) from the State Pollution Control Board. Pollution category runs from White for solar to Red for distilleries and CBG plants using municipal solid waste or process waste.
CBG and ethanol units also need PESO approval, and distilleries need Environmental Clearance and state excise permission. Solar projects involve ALMM and BIS requirements, grid connectivity and electrical inspector approval.
Approvals Common to Renewable Energy Project Plants
- PESO (CBG, ethanol)
- Environmental Clearance (distilleries)
- ALMM and BIS (solar)
- Grid connectivity and electrical inspector approval
- State excise (ethanol)
- CTE/CTO
Pollution Category by Project (CPCB, January 2025)
- Compressed Biogas (CBG) Plant
- CPCB Jan-2025 CPCB S.No. 67: CBG on MSW or process waste (press mud, effluents) = Red; on crop residue or animal waste = Orange; plants converting all digestate into FOM/LFOM per gazette norms with no wastewater discharge can be White (SPCB verifies case by case); MSW bio-methanation run as an essential environmental service can fall under Blue (Annexure-II)

Schemes and Policy Changes in Renewable Energy
Several programmes support these projects: SATAT with the CBG blending obligation, the Ethanol Blended Petrol programme, PM-KUSUM, PM Surya Ghar, the biomass co-firing policy and MNRE programmes. Eligibility differs for each, so check it against your project.
On the tax side, GST on solar devices and biogas plants was cut to 5% in September 2025. A bankable report helps when you approach lenders under such schemes, though approval rests with each lender.

Renewable Energy Project: Frequently Asked Questions
What does a renewable energy project consultant do?
A renewable energy project consultant studies whether a plant is viable and prepares the plan for it. That covers market, technology, machinery, raw material, approvals and financials. NPCS then supports vendor selection, layout and commissioning, depending on what your project needs.
Which renewable energy projects does NPCS advise on?
NPCS advises on compressed biogas plants, biomass pellet and briquette plants, solar power plants, grain-based ethanol plants and solar panel manufacturing.
Do renewable energy plants need pollution board approval?
Yes, most need consent to establish and consent to operate from the State Pollution Control Board. Category depends on the project: solar is White, while distilleries and CBG plants handling municipal solid waste or process waste fall in Red.
Can a project report help me get a loan or subsidy?
A bankable project report is usually the base document lenders ask for. NPCS reports are used for bank loans and programmes such as PMEGP, MSME schemes, Mudra and NABARD-linked projects, subject to each lender's requirements. Approval and amounts are decided by the lender.
How do I start a renewable energy business in India?
Begin by picking a project that matches your raw material, land and buyer access. Then get a project report, apply for approvals like CTE, arrange finance and select machinery. Share your planned capacity and location, and our team will outline the next steps.
