The safest low-investment business in Uttar Pradesh is usually the product your own district is already known for. Under the state's One District One Product programme (ODOP), every one of the 75 districts has a listed product, and for that product the state offers paid training, a free toolkit and part-funding of the project. Chikankari in Lucknow, attar in Kannauj, jaggery in Muzaffarnagar and sattu in Ballia are all on the list.
If your idea is not your district's product, you can still start small. Food, tuition, tailoring and trading need little equipment, and loans such as Mudra and the state's youth entrepreneur scheme lend up to ₹5 lakh without collateral. This page sorts ideas by what you can spend, matches ODOP products to districts, and shows which scheme fits which budget. It also covers a food licence change from April 2026 that most older guides miss.
Which business can you start with ₹1,000, ₹50,000 or ₹5 lakh?
Your starting amount decides whether you buy stock, hand tools or a machine, and the loan schemes change at the same points. Get two supplier quotes before committing, because machine prices vary with capacity and make.
| Starting amount | Ideas that usually fit | Finance route |
|---|---|---|
| ₹1,000 to ₹20,000 | Home tuition, selling local chikan or durrie pieces on order, a snack or tea stall | Own savings. PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi) gives street vendors a first loan of up to ₹15,000, and lending runs until 31 March 2030 |
| ₹20,000 to ₹50,000 | Pickle and papad, sattu or spice packing, tailoring, mobile accessory repair | Mudra Shishu, up to ₹50,000 |
| ₹1 lakh to ₹5 lakh | Cloud kitchen from home, tiffin service, incense and dhoop making, spice grinding | Mudra Kishor up to ₹5 lakh. The state's Mukhyamantri Yuva Udyami Vikas Abhiyan (CM YUVA) gives an interest-free loan up to ₹5 lakh if you are 21 to 40 |
| ₹5 lakh to ₹12.5 lakh | Attar blending and bottling, jaggery powder and cubes, a small food unit | Mudra Tarun up to ₹10 lakh. ODOP margin money if the product is your district's |
For scale, the ODOP project report for a Kannauj attar unit totals ₹12.5 lakh (₹6 lakh machinery, ₹1.5 lakh furniture and fixtures, ₹5 lakh working capital) for 15 litres a day. More ideas by budget are in low investment business ideas and business ideas under ₹10 lakh.
Which business matches your district's ODOP product?
If your idea is the product listed for your district, ODOP training, toolkit and margin money apply to you. These districts, Lucknow and Kanpur among them, have products that suit a small unit.
| District | ODOP product on the official list | A small unit around it |
|---|---|---|
| Lucknow | Chikankari; zari zardozi | Finishing work and ready-to-stitch kits for boutiques |
| Kanpur Nagar | Leather products; textile and hosiery products | Belts, wallets or hosiery packing as contract work for existing makers |
| Kannauj | Itra (scents) and perfume products; incense sticks and dhoopbatti | Attar blending and bottling, dhoop making |
| Muzaffarnagar, Ayodhya, Lakhimpur Kheri | Jaggery | Jaggery powder or cubes in retail packs |
| Ballia | Bindi; sattu products | Sattu packing, bindi sheets |
| Hathras | Heeng processing; readymade garments | Compounding and packing, see asafoetida production |
| Mathura | Decorative idols and kanthi mala; Thakur Ji attire | Poshak and mala making at home |
The ODOP portal's FAQ sets the conditions: the product must be the one listed for your own district, you must be an Uttar Pradesh resident aged 18 or above, and each family gets one application. Unskilled artisans get 10 days of training at ₹200 a day and a free toolkit. Towns with industrial estates are covered under industries in Uttar Pradesh.
Which loan or subsidy fits which project size?
Each scheme stops paying at a different project size, so match the scheme to your budget before you apply. Figures are as of October 2026, from the Uttar Pradesh micro, small and medium enterprises (MSME) portal, the ODOP portal and Press Information Bureau (PIB) documents.
| Scheme | What it gives | The catch |
|---|---|---|
| ODOP margin money scheme | 25% of project cost, up to ₹6.25 lakh, for projects up to ₹25 lakh | Your unit must make your district's ODOP product, and a bank finances the rest |
| CM YUVA | Interest-free loan up to ₹5 lakh with no collateral, plus 10% margin money, for ages 21 to 40 | Applicants should not be using other central or state loan-subsidy schemes |
| Mudra | Collateral-free loans: Shishu up to ₹50,000, Kishor up to ₹5 lakh, Tarun up to ₹10 lakh, Tarun Plus up to ₹20 lakh | Tarun Plus needs a repaid Tarun loan |
| Prime Minister's Employment Generation Programme (PMEGP) | Projects up to ₹50 lakh in manufacturing and ₹20 lakh in services. Subsidy of 15% to 35%; special categories get 35% in rural and 25% in urban areas | New projects only. Units that already received another government subsidy are not eligible |
CM YUVA applications go through the UP MSME portal, ODOP margin money through the Directorate of Industries portal, and PMEGP through the Khadi and Village Industries Commission (KVIC) portal. Banks release the loans, so take a short project plan and supplier quotations. Other options are in MSME schemes.
Does a small food business in Uttar Pradesh need an FSSAI licence in 2026?
On turnover alone, not until it passes ₹1.5 crore. The Food Safety and Standards Authority of India (FSSAI) raised the limit for basic registration to ₹1.5 crore from 1 April 2026, with a state licence above that and up to ₹50 crore. Law firm S.S. Rana & Co. notes the earlier limit was ₹12 lakh, so guides quoting ₹12 lakh are out of date. The category also depends on what the business does, so confirm on the FSSAI portal before you print labels.
Banks usually ask for Udyam registration, the government's MSME registration. Goods and Services Tax (GST) becomes compulsory once turnover crosses the limit for your type of supply, and selling across state lines can change that, so check the current limits on the GST portal.
How do you choose one idea, and what does ₹1,000 a day need?
Start with your district's ODOP product if you have the skill, because it is the only route with training and margin money attached. Next comes a service or food business where you already have a buyer. Buy machines last, after the first orders.
₹1,000 a day is about ₹26,000 a month on 26 working days. If your net margin after wastage, rent and delivery were 20% (assumed for illustration), you would need about ₹1.3 lakh of sales a month. A list that promises 50% profit is usually leaving out your own labour, rent or wastage. Two mistakes recur: applying for ODOP margin money with a product not listed for your district, and planning CM YUVA and PMEGP on one project, since each excludes applicants who take another subsidy.
For the wider set of options, see business ideas in India and village business ideas.
What should you do before applying for any scheme?
- Open the ODOP district list and note your district's product.
- Ask one wholesaler which pack size and price they want, then get two supplier quotes.
- Place your project in a band: under ₹5 lakh suits Mudra Kishor or CM YUVA, up to ₹25 lakh brings ODOP margin money, and manufacturing up to ₹50 lakh can go to PMEGP.
- Take a one-page plan and the quotations to your District Industries Centre, then apply on the portal for your scheme.
- For food products, complete FSSAI registration before the first sale.
Frequently asked questions about starting a business in Uttar Pradesh
Which business is most profitable in Uttar Pradesh?
Profit differs by town, buyer and volume, so any fixed ranking deserves caution. Steadier odds come from documented local demand: ODOP products that wholesalers already buy, food with repeat customers, and tuition. Test a small first batch before buying machines.
How can I start a business in Uttar Pradesh with ₹50,000?
Pick a business where the main spend is stock or hand tools, such as pickle and papad, sattu or spice packing, tailoring or tuition. Mudra Shishu lends up to ₹50,000 without collateral. A food business under the ₹1.5 crore turnover limit needs only FSSAI registration.
Can I use ODOP benefits for a product that is not my district's?
No. The ODOP portal says benefits apply only when the product is the one listed for your own district, and you must be an Uttar Pradesh resident aged 18 or above. For any other product, look at CM YUVA, Mudra or PMEGP.
Can I take CM YUVA and PMEGP for the same project?
Not safely. The UP MSME portal says CM YUVA applicants should not be using other central or state loan-subsidy schemes, and PMEGP excludes units that already received a government subsidy. Ask your District Industries Centre which suits your trade.
