What is a saline project report?

A saline project report is a detailed project report (DPR) for a sterile plant that makes 0.9% sodium chloride injection in plastic IV bottles. It sets out the water for injection system, form fill seal line, clean rooms, licences, project cost, means of finance, five-year projections, DSCR and break-even that a bank needs.

Entrepreneurs and pharma companies use it to plan an IV fluid unit and apply for a term loan; lenders use it to test whether sales can repay the debt.

Also known as: project report on saline, normal saline project report, IV fluid project report, sodium chloride injection plant DPR, saline business plan.

What a bank checks in a saline project report

A credit officer reads a saline report with tender rates and hospital payment cycles in mind. These four values come from our sample report, with the reason each one gets checked.

₹14.70Ex-factory price per 500 ml bottle

Saline is sold against an NPPA ceiling price and in open tenders, so banks compare the price with recent tender rates, not with the printed MRP.

30.3%Raw material share of sales

The bottle, not the salt, is the main cost. LDPE granule prices follow crude oil, so a rise should be tested for its effect on profit.

60 daysCredit to buyers

State corporations and hospitals often pay late. Debtor days, plus 45 days of material stock, set the cash credit limit the unit needs.

1.77Average DSCR

The debt service coverage ratio shows how many times cash earnings cover loan instalments. The sample's lowest year is 1.54.

Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, buyers and location.

How much does a saline manufacturing plant cost in India?

Cost does not fall in step with capacity, because water for injection, clean rooms, the steriliser and the QC lab are needed at any size. The middle tier is the unit in our sample report; the other two are indicative ranges.

Saline manufacturing process, step by step

Normal saline is simple to formulate and hard to make well. Almost every step exists to keep the product sterile and free of particles and bacterial endotoxins, which cause fever reactions in patients.

  1. Water purification

Raw water is softened, then passed through reverse osmosis and electro-deionisation (EDI) to give purified water.

  2. Water for injection

A multi column still distils purified water into water for injection, which is kept hot and circulating in a stainless steel loop.

  3. Solution preparation

Sodium chloride IP is dissolved to 0.9% in water for injection, checked for strength and pH, and filtered through 0.2 micron membranes.

  4. Form fill seal

The FFS machine blows LDPE granules into bottles, fills the solution and seals each bottle under a Grade A air shower.

  5. Terminal sterilisation

Sealed bottles go through a superheated water steriliser at 121 degrees Celsius on a validated cycle.

  6. Leak test and inspection

Every bottle is checked for leaks and visible particles; rejects are removed and counted against the batch.

  7. Testing and release

Samples are tested for sterility, bacterial endotoxins and sodium chloride content before QA releases the batch.

  8. Labelling and packing

Bottles are labelled with batch number and expiry and packed in corrugated cartons for dispatch.

Raw materials for saline IV fluid

The salt is one of the smallest costs. In our sample, sodium chloride IP is 6% of raw material spend, while pharma grade LDPE granules for the bottle take 55%. Filters and membranes are a running cost because they are changed on a fixed schedule.

Labels and cartons are counted separately as packing, about 10.1% of sales in the sample.

Machinery for a saline plant

The three in one FFS machine is the largest single item, at about 40% of plant and machinery cost. Its output per hour sets the capacity of the whole plant.

Who buys saline, and how a new unit competes

Saline is used in almost every hospital admission, so demand follows patient numbers, surgeries and seasonal peaks of dengue and diarrhoea. A full truck of filled bottles carries a lot of water and little value, which favours units that sell within a few hundred kilometres.

  • State medical services corporations, through annual rate contracts
  • Private hospitals and nursing homes
  • Pharmaceutical distributors and stockists
  • Larger IV fluid brands buying on loan licence
  • Clinics and dialysis centres

Price is set in tenders: in a 2025 Tamil Nadu Medical Services Corporation tender for 500 ml sodium chloride injection in FFS or BFS bottles, seven bidders quoted ₹15.40–17.80 per bottle before tax. Price your report close to such rates.

Licences and approvals for saline manufacturing

Saline in 100 ml or larger bottles is a large volume parenteral, one of the drug categories that need central approval as well as a state licence.

Drug manufacturing licenceApplied for to the State Licensing Authority; a joint inspection with the CDSCO zonal office follows, and CDSCO approves the licence as Central Licence Approving Authority before it is issued
Good manufacturing practiceRevised Schedule M under the Drugs and Cosmetics Rules; the extended deadline for smaller manufacturers ran to 31 December 2025, so a new plant is designed to it from the start
Product standardSodium Chloride Injection IP: 0.9 g sodium chloride in each 100 ml of water for injection
Price controlSodium chloride injection is under the Drugs (Prices Control) Order 2013; NPPA notifies the ceiling price by pack size
Pollution board consentConsent to establish and operate from the State Pollution Control Board; pharmaceutical formulations are listed in the Orange category
GSTMedicaments under HSN 3004 attract 5% GST from 22 September 2025 (earlier 12%)
Business registrationUdyam (MSME) and GST registration, factory licence and fire NOC as your state requires

Rules checked in October 2026. Confirm current requirements with your state drugs control department.

Mistakes that weaken a saline project report

  • Pricing at MRP or the ceiling price

Tender and distributor rates sit far below the printed price, so sales and DSCR come out too high.

  • No time for validation

HVAC, the water system, the steriliser and media fills must be qualified before the licence. Leaving this out makes the moratorium too short.

  • Assuming zero rejection

Leak, particle and fill-volume rejects, plus LDPE trim from the FFS machine, reduce saleable output and raise material cost per bottle.

  • Ignoring slow tender payments

Government buyers can take two months or more to pay. Without enough debtor days the cash credit limit runs out in Year 1.

  • Laying out the plant to old norms

A layout drawn before revised Schedule M can fail inspection and need costly changes to clean rooms and airlocks.

Saline project report: frequently asked questions

What is the saline manufacturing plant cost in India?

A compact single-line FFS unit needs roughly ₹3.5–5 crore, and a multi-product plant with BFS or two lines about ₹10–20 crore. Our sample report models a 31,000 bottle per day unit at ₹616 lakh, including land, building and working capital margin. These are indicative figures; clean room size and the machine make move the cost most.

How is saline manufactured?

Purified water is distilled into water for injection, and sodium chloride IP is dissolved in it to 0.9%. The filtered solution goes to a form fill seal machine that blows, fills and seals LDPE bottles. Bottles are then sterilised at 121 degrees Celsius, leak tested, inspected for particles and released only after sterility and endotoxin tests.

Which licence is needed to manufacture saline IV fluid?

Saline in 100 ml or larger bottles is a large volume parenteral. The drug manufacturing licence is issued by the State Licensing Authority after a joint inspection with CDSCO, and CDSCO must approve it as Central Licence Approving Authority. The plant must also meet revised Schedule M, hold pollution board consent and follow NPPA ceiling prices.

Is a saline manufacturing business profitable?

In our illustrative sample, a 31,000 bottle per day unit earns a 21% return on investment in Year 3. It breaks even at 43% of capacity and pays back in about 3.7 years. Real results depend on tender prices, LDPE granule cost, batch rejection and how fast hospitals and state corporations pay.

What is the difference between FFS and BFS technology for saline?

Both make the bottle from plastic granules, fill it and seal it in one machine. Blow fill seal (BFS) does all three steps inside a closed, sterile zone and suits larger plants and export buyers. Form fill seal (FFS) costs less and is common in Indian MSME units. Ask buyers which they accept before choosing.

Can I get a PMEGP loan for a saline plant?

Usually not. PMEGP covers manufacturing projects only up to ₹50 lakh, while a licensed sterile IV fluid unit with water for injection and clean rooms costs several crore. Most promoters take an MSME term loan from a bank, backed by a project report with projections, DSCR and working capital worked out for tender payment cycles.

Is the saline project report PDF free, and can I use it for a loan?

Yes, the sample PDF is free to open and download. It shows the format and depth of an NPCS report, but its figures are illustrative and not drawn from a real project. Do not submit it to a bank. For a loan, NPCS prepares a report on your own capacity, location, buyers and product mix.
