What is a paracetamol project report?

A paracetamol project report is a detailed project report (DPR) for a bulk drug plant that converts para aminophenol into pharmacopoeia-grade paracetamol API, also called acetaminophen. It covers the process, machinery, raw materials, licences, project cost, means of finance, five-year projections, DSCR and break-even that a lender or investor reviews before funding the plant.

Promoters use it to fix capacity and raise a term loan; banks and investors use it to check whether the plant can meet drug regulations and still repay.

Also known as: project report on paracetamol, paracetamol business plan, paracetamol API plant DPR, acetaminophen manufacturing project report.

Paracetamol manufacturing plant cost and economics

Our sample report models a 2,300 kg per day API plant that buys para aminophenol and acetylates it on site. It runs 330 days a year, starts at 60% capacity and reaches 80% in Year 5, selling at ₹386 per kg ex-GST.

Plant and machinery is about half of the project cost. Land and building are the next biggest items, because a drug plant needs separate stores, a quality control laboratory and a controlled area for drying, milling and packing.

DSCR (debt service coverage ratio) is the cash the plant earns divided by the loan instalments due. In the sample it averages 1.38, with the lowest value of 1.22 in Year 2, when full principal repayment starts. Break-even in Year 3 is 43.3% of capacity, against 70% planned for that year.

Term loan at 10.5% with a 6-month moratorium and 54 monthly instalments. All figures are illustrative.

Paracetamol manufacturing process

Paracetamol is made in batches. The chemistry is a single reaction, but most of the work goes into purification, because the API must pass colour, assay and impurity tests set by the pharmacopoeia.

  1. Acetylation

Para aminophenol is charged into a glass lined reactor and reacted with acetic anhydride, which forms crude paracetamol and acetic acid as a by-product.

  2. Crystallisation

The batch is cooled under control so crude paracetamol crystallises out; the rate of cooling decides crystal size and how well it filters.

  3. Centrifuging

Crystals are separated in a centrifuge, and the mother liquor goes to recovery so that acetic acid and dissolved product are not lost.

  4. Carbon treatment and recrystallisation

The crude is redissolved, treated with activated carbon to remove coloured oxidation products, filtered hot and crystallised again.

  5. Drying

Wet cake is dried in a fluid bed dryer to the moisture limit in the monograph, without overheating the product.

  6. Milling, testing and packing

Dry powder is milled and sifted to the particle size buyers ask for. Each batch is tested and packed in lined drums with a certificate of analysis.

Which route should a new paracetamol plant use?

Every route ends with the same acetylation step. The difference is whether you buy para aminophenol or make it yourself, which changes capital cost, hazards and effluent far more than it changes the final product.

Buy para aminophenol and acetylateThe route in our sample. Lowest capital cost and simplest approvals, but margin rises and falls with the price of bought para aminophenol.
Nitrobenzene routeNitrobenzene is hydrogenated in sulphuric acid to para aminophenol, which is then acetylated. Needs hydrogen handling and catalyst recovery; aniline comes out as a by-product.
Para nitrochlorobenzene routeHydrolysis gives para nitrophenol, which is reduced to para aminophenol and acetylated. More steps and more effluent to treat.
Phenol routePhenol is nitrated, the para isomer is separated and reduced, then acetylated. Isomer separation adds equipment and waste.

Start simple, integrate later: most first projects begin with bought para aminophenol. Keep space in the layout for a backward integration stage once buyers and cash flow are in place.

Raw materials for paracetamol

Para aminophenol is the main cost. It darkens when exposed to air and light, so it is stored sealed and used on a first-in, first-out basis; off-colour stock costs extra carbon and recrystallisation. Raw materials take 51.3% of sales in the sample.

Machinery for a paracetamol API plant

Glass lined reactors are the largest machinery item, because acetic acid and acetic anhydride attack plain steel. Contact parts elsewhere are usually stainless steel so that no metal traces reach the API.

Manpower and utilities for a paracetamol plant

Power and fuel cost ₹162.12 lakh in Year 3 of the sample, about 7.9% of sales. Steam heats the reactors and dryer, chilled water drives crystallisation, and purified water is needed for cleaning and the final stages.

The sample plant employs 48 people. A drug plant needs more qualified staff than a chemical unit of the same size. Production, quality control and quality assurance must be headed by people with the qualifications the drug licence asks for.

Licences and approvals to manufacture paracetamol

A paracetamol API plant is regulated twice over: as a drug manufacturer and as a synthetic organic chemical unit. Approvals take longer than for a formulation unit, so start them before you order machinery.

Drug manufacturing licenceApply in Form 24 to the State Drugs Control Department; the licence is granted in Form 25 under the Drugs Rules, 1945, after inspection of the premises
Good manufacturing practicesRevised Schedule M applies. The extension for manufacturers with turnover up to ₹250 crore ran to 31 December 2025, so a new plant should be designed to it from the start
Environmental clearanceBulk drugs and intermediates fall under item 5(f), synthetic organic chemicals, of the EIA Notification, 2006, which needs prior clearance; drug formulations are excluded
Pollution board consentPharmaceuticals are in the CPCB Red category; consent to establish and to operate come from the State Pollution Control Board
Product standardEach batch is tested to the Indian Pharmacopoeia monograph (IP 2026 is the 10th edition); export buyers may also ask for BP or USP grade
Business registrationUdyam and GST registration, factory licence and fire NOC, as for any plant

Checked against official sources in October 2026. Rules change; confirm with the state authorities before you apply.

Market for paracetamol API in India

Paracetamol is among the most used medicines for pain and fever, so tablet, syrup and injection makers buy it all year, with peaks in fever and flu seasons. Buyers purchase on approved-vendor lists, which means a new plant sells on consistent quality and paperwork more than on price.

Para aminophenol has largely been imported. The Department of Pharmaceuticals' PLI list for bulk drugs (December 2022 update) includes para aminophenol projects of 13,500 MT and 12,000 MT of installed capacity. These could widen domestic supply of the key input.

  • Tablet and syrup formulation units
  • Contract and loan-licence manufacturers
  • Pharmaceutical exporters
  • Bulk drug traders and distributors
  • Manufacturers supplying government and institutional tenders

Plan for vendor approval: a formulator usually tests your validation batches and audits the plant before placing regular orders. Budget for several months of slow sales after commissioning.

Mistakes that weaken a paracetamol project report

  • Pricing the API at a peak

Paracetamol and para aminophenol prices swing with import supply. A report built on one good month overstates sales; test a price fall and a para aminophenol rise together.

  • Assuming every batch passes first time

Colour and free para aminophenol limits are tight. Allow for batches that need a second recrystallisation, with the extra carbon, steam and time they use.

  • Leaving out recovery of acetic acid and solvents

Acetylation produces acetic acid in every batch. Without a recovery system and its cost in the report, both raw material cost and effluent load are wrong.

  • Ignoring the approval and vendor-qualification gap

Environmental clearance, the drug licence and buyer audits all come before regular sales. Interest and fixed costs for that period must be in the project cost.

Paracetamol project report: frequently asked questions

What is the paracetamol manufacturing plant cost in India?

Our sample report models a 2,300 kg per day paracetamol API plant at ₹1,451 lakh, including ₹720 lakh of plant and machinery, land, building and working capital margin. A plant that also makes its own para aminophenol costs far more, because it adds hydrogenation or nitration sections. Your report works out the cost for your capacity, route and site.

How is paracetamol manufactured?

Most Indian plants make paracetamol by acetylating para aminophenol with acetic anhydride in glass lined reactors. The crude product is crystallised, centrifuged, treated with activated carbon and recrystallised to remove colour and free para aminophenol. The wet crystals are then dried in a fluid bed dryer, milled, sifted and tested to the Indian Pharmacopoeia monograph before packing.

What raw materials are needed to make paracetamol?

Para aminophenol and acetic anhydride are the two main inputs. In our sample report para aminophenol is 70% of raw material cost and acetic anhydride 22%, with solvents and activated carbon making up the rest. Raw materials take 51.3% of sales, so para aminophenol price is the figure lenders test first.

Which licence is needed to manufacture paracetamol API?

You apply in Form 24 to the State Drugs Control Department and receive a manufacturing licence in Form 25 under the Drugs Rules, after an inspection. The plant must follow revised Schedule M good manufacturing practices. Bulk drugs also need prior environmental clearance under item 5(f) of the EIA Notification, 2006, and consents from the State Pollution Control Board.

Is a paracetamol API plant profitable?

In our illustrative sample, the plant earns a 13% return on investment in Year 3, breaks even at 43% of capacity and pays back in about 4.6 years. Margins are thinner than many specialty chemicals because paracetamol is a high-volume generic. Actual profit depends on para aminophenol buying, solvent recovery, yields and how quickly formulators approve you as a supplier.

Is a paracetamol API plant the same as a paracetamol tablet unit?

No. An API plant makes the bulk drug powder through chemical synthesis and falls under the bulk drug rules, including environmental clearance. A tablet unit buys that powder and compresses it into tablets, which is a formulation project with different machinery and approvals. NPCS prepares reports for both; this page and its sample cover the API plant.

Is the sample report free and can I use it for a loan?

The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
