What is a pharmaceutical tablets project report?
A pharmaceutical tablets project report is a detailed project report (DPR) for a unit that turns active ingredients and excipients into finished, packed tablets. It sets out the granulation and compression process, clean room plant, licences, project cost, means of finance, five-year projections, DSCR and break-even that a bank checks before funding the unit.
Entrepreneurs, existing pharma marketers moving into manufacturing and loan consultants use it to size the plant and apply for a term loan; lenders use it to test repayment.
Also known as: tablet manufacturing project report, pharma tablet plant DPR, pharmaceutical unit project report, tablet manufacturing business plan.
What a bank checks in a tablet unit project report
A credit officer looks past the headline profit to a few numbers that show whether a tablet unit can repay. These are the values in our sample report and why each one is tested.
Tablet units sell conversion as much as material. A much lower share usually means API prices or contract rates have been guessed, so lenders compare it with supplier quotes.
Active ingredients drive cost, and many are imported or priced off global markets. A good report tests what a rise in API prices does to profit.
Marketing companies and distributors pay on credit, and tenders pay later still. Debtor days, plus 45 days of material stock, set the working capital limit.
DSCR (debt service coverage ratio) is cash available for loan instalments divided by the instalments. Year 2 is tightest because full EMIs start while sales are still building.
Values are the assumptions in our illustrative sample. Your report uses figures for your capacity, product list and buyers.

Tablet manufacturing process, step by step
Most small units use wet granulation because it suits a wide range of generic molecules. Direct compression skips granulation and drying, but only works for powders that already flow and compress well.
- Dispensing
Tested and released API and excipients are weighed batch by batch in a dispensing booth under downward laminar airflow, so dust does not cross into other products.
- Sifting and dry mixing
Powders are passed through a vibro sifter to break lumps and then dry mixed in the rapid mixer granulator.
- Wet granulation
A binder solution such as starch paste or povidone is added while the impeller and chopper turn the powder into dense granules.
- Drying
Wet granules are dried in a fluid bed dryer until loss on drying reaches the limit set in the batch record.
- Sizing and lubrication
Dried granules are milled to size and blended with a lubricant such as magnesium stearate and a disintegrant, usually in a double cone or octagonal blender.
- Compression
A rotary press compresses the blend into tablets, with in-process checks on weight, hardness, thickness, friability and disintegration.
- Film coating
Where the product needs it, tablets are sprayed with a coating suspension in a coating pan to mask taste, protect from moisture or add colour.
- Blister packing and release
Tablets are sealed in Alu-PVC or Alu-Alu blisters and cartoned; the QC laboratory tests the finished batch before it is released for sale.
Raw materials for tablet manufacturing
The API decides the product; excipients decide whether the tablet holds together, dissolves on time and stays stable. Common excipients are lactose, microcrystalline cellulose and starch as fillers, povidone as binder, and magnesium stearate as lubricant. Each lot is bought from licensed suppliers with a certificate of analysis and tested again before use.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Active pharmaceutical ingredients | 60% | 220.42 |
| Excipients | 20% | 73.48 |
| Blister foil and packing material | 20% | 73.47 |
| Total | 100% | 367.37 |
Machinery for a pharmaceutical tablets unit
The rotary tablet compression machine is the largest single item in the sample. Contact parts of every machine are stainless steel, and each machine must be qualified before it makes a commercial batch.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Rapid mixer granulator | Mixes powders and forms wet granules | 33.02 |
| Fluid bed dryer | Dries granules with filtered hot air | 33.02 |
| Rotary tablet compression machine | Presses the blend into tablets | 55.02 |
| Coating pan | Applies film coating | 22.01 |
| Blister packing machine | Forms, fills and seals blisters | 44.02 |
| HVAC and clean room | Controls air quality, pressure and humidity | 22.01 |
| Quality control instruments | Tests materials and finished batches | 11.00 |
| Total plant and machinery | 220.10 | |
Sample estimates for one line. HVAC, clean room panels and a purified water system often cost more under revised Schedule M; get current quotations.
Who buys from a tablet manufacturing unit?
Tablets are the dosage form most prescribed and sold in India, so a small plant has many outlets. The catch is that most buyers want a licensed, audited plant with the right products already endorsed, not just a low price.
- Pharma marketing and PCD franchise companies that outsource production
- Brand owners making products on loan licence in your plant
- Hospitals and government medicine tenders
- Distributors and stockists for your own brand
- Export buyers, once the plant clears their audit
How most new units fill capacity: third-party manufacturing for marketing companies keeps the press running from the first year, while an own brand takes years to build. Plan the product list and batch sizes around the contract work you can win.
Drug licence, Schedule M and other approvals
The drug licence is granted only after the licensing authority inspects a finished, equipped plant, so approvals shape the building design from day one.
| Drug manufacturing licence | Application in Form 24 and licence in Form 25 from the State Drugs Licensing Authority under the Drugs Rules, 1945, with each formulation endorsed on the licence |
|---|---|
| Good manufacturing practices | Revised Schedule M, notified by GSR 922(E) on 28 December 2023; the extended deadline for manufacturers with turnover up to ₹250 crore ended on 31 December 2025 |
| Technical staff | Competent staff for manufacturing and quality control, with qualifications and experience approved and named on the licence |
| Plant documents | Site master file and a scaled plan of manufacturing, QC, store and service areas, submitted with the licence application |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; confirm the category for formulation units with your state board |
| GST on medicines | Most drugs and medicines moved from 12% to 5% GST from 22 September 2025, with listed lifesaving drugs at nil |
Udyam, GST registration, factory licence and fire NOC also apply. Rules differ by state; check current requirements with the licensing authority.
Mistakes that weaken a pharmaceutical tablets project report
- Pricing tablets at MRP or retail margin
A manufacturing unit sells at contract or ex-factory rates, far below MRP. Revenue built on retail prices overstates profit and DSCR.
- Treating HVAC and validation as small items
Air handling units, clean room panels, purified water and qualification work are a large share of a compliant plant and cannot be added later cheaply.
- Assuming the full product list in Year 1
Each formulation must be endorsed on the licence and won from a buyer. Projections that start with every product at full volume rarely survive a bank review.
- Leaving out QC staff and testing cost
Every material lot and finished batch is tested. Chemists, reference standards and instrument upkeep belong in running cost from the first month.
- Under-sizing working capital
API stock, finished goods awaiting release and 60 days of buyer credit tie up cash. A thin cash credit limit leaves the press idle for want of material.

Pharmaceutical Tablets project report: frequently asked questions
How much does it cost to set up a pharmaceutical tablet manufacturing plant in India?
A compact tablet-only unit usually needs about ₹4–6 crore, a mid-size oral solids unit ₹10–20 crore, and a multi-section plant ₹25–50 crore, including land, clean rooms and working capital margin. Our sample report models an 8,40,000 tablets per day unit at ₹508 lakh. These are indicative figures; your report prices your own capacity, site and product list.
Which licence is needed to manufacture tablets?
You need a licence to manufacture for sale from your State Drugs Licensing Authority under the Drugs Rules, 1945. For ordinary tablets the application is made in Form 24 and the licence is granted in Form 25, with each formulation endorsed on it. The authority inspects the premises and approves the technical staff before the licence is issued.
Does a new tablet unit have to follow revised Schedule M?
Yes. Revised Schedule M was notified by GSR 922(E) on 28 December 2023, and the extended deadline for smaller manufacturers ran only to 31 December 2025. A new unit is inspected before its licence is granted, so the building, HVAC, water system, QC laboratory and documentation should be designed to the revised standard from the start.
Is pharmaceutical tablet manufacturing profitable?
In our illustrative sample, the unit reaches a 22% return on investment in Year 3, breaks even at about 45% of capacity and pays back in about 3.6 years. Actual profit depends on the product mix, contract rates agreed with marketing companies, API prices, batch size utilisation and how quickly buyers pay.
Can I get a PMEGP or CGTMSE loan for a tablet unit?
PMEGP covers manufacturing projects only up to ₹50 lakh, which rarely fits a licensed tablet plant with clean rooms. Most units take an MSME term loan, and eligible micro and small enterprises can get collateral-free cover under CGTMSE, whose guarantee ceiling is ₹10 crore. Your bank decides eligibility and needs a project report with projections and DSCR.
Pharma company kaise shuru kare?
Start by choosing a route: third-party or loan licence manufacturing if you only want to market, or your own licensed plant if you want to manufacture. For a plant, fix the product list and buy land in an industrial area. Then design a Schedule M compliant building, apply for the drug licence and get a project report for the term loan.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, product list, location and lender.
