What is a lpg cylinder project report?
An LPG cylinder project report is a detailed project report (DPR) for a plant that turns HR steel coil into BIS-marked gas cylinders. The plant presses two halves, welds, heat treats and tests them, and fits a valve. It sets out the process, machinery, approvals, project cost, finance, five-year projections, DSCR and break-even a lender needs.
Promoters use it to size the plant and raise a term loan; banks and approving authorities use it to judge whether the unit is technically sound and can repay.
Also known as: LPG cylinder manufacturing project report, project report on LPG cylinder, LPG cylinder business plan, DPR for LPG gas cylinder plant, LPG cylinder plant feasibility report.
LPG cylinder manufacturing plant cost in India
Our sample report models a plant making 350 cylinders per day, or 1,15,500 cylinders a year over 330 working days. It starts at 60% of capacity and reaches 80% in Year 5, selling at ₹2,340 per cylinder before GST.
Plant and machinery is about half the project cost. Presses, the welding line, the normalising furnace and the testing laboratory must all be in place before the first lot is cleared. That makes a cylinder plant heavier on fixed assets than most metal product units.
| Land and site development | 129.95 |
|---|---|
| Building and civil works | 218.05 |
| Plant and machinery | 540.79 |
| Other fixed assets | 53.86 |
| Contingencies | 37.94 |
| Preliminary and pre-operative | 24.51 |
| Working capital margin | 66.10 |
| Total | 1,071.20 |
| Promoter's contribution (25%) | 267.80 |
|---|---|
| Term loan from bank (75%) | 803.40 |
| Cash credit limit (separate) | 198.31 |
| Total project cost | 1,071.20 |
Term loan at 10.5% with a 6-month moratorium and 54 monthly instalments. DSCR (debt service coverage ratio, cash earned per rupee of loan instalment) is lowest at 1.34 in Year 2, the first full year of principal repayment. All figures are illustrative.
LPG cylinder manufacturing process, step by step
A steel LPG cylinder is two deep-drawn halves joined by one circumferential weld. Every cylinder is heat treated, pressure tested and leak tested, and lots are released only after sample cylinders pass mechanical and burst tests.
- Blanking
HR steel coil is decoiled, straightened and cut into circular blanks, one for each half of the cylinder.
- Deep drawing
Hydraulic presses draw each blank into a dished half; the rim is then trimmed and one half is joggled so the two fit together.
- Bung and ring welding
The threaded valve bung is welded into the top half, and the foot ring and valve guard ring are welded on.
- Circumferential welding
The halves are joined by automatic submerged arc welding along the joggle joint, the one seam that holds the pressure.
- Normalising
Each cylinder passes through a furnace to relieve welding stress. Serial numbers are punched before this step so every cylinder can be traced to its furnace record.
- Hydrostatic test
Every cylinder is filled with water and held at test pressure; any that leak or deform are rejected.
- Shot blasting and coating
The surface is shot blasted, zinc metallised, primed and painted in the buyer's colour scheme.
- Valve fitting and leak test
The valve is torqued into the bung and the cylinder is air tested for leaks before the lot is offered for inspection.
Steel grade, testing and lot release
The BIS product manual for IS 3196 (Part 1) fixes much of the plant design. It sets which steel you may buy, which tests run on every cylinder and what laboratory you need before a licence.
| Shell steel | IS 6240 or IS 15914. Any other low carbon steel needs prior permission of the statutory authority. Each consignment needs a test certificate. |
|---|---|
| IS 15914 route | Allowed for LPG cylinders, but adds impact and drop type tests to the approval |
| Valves | Valve fittings to IS 8737, bought in and torqued into the bung |
| Tests on every cylinder | Heat treatment with furnace records, hydrostatic test, valve fixing and pneumatic leak test |
| Sample tests per lot | Lots of up to 1,000 cylinders in sub-lots of 250, alternating mechanical tests (yield, tensile, elongation, bend) and burst tests |
| Prototype batch | At least one hour of furnace output or 56 cylinders, whichever is more, with acceptance, burst and fatigue tests |
| In-house laboratory | Universal testing machine, burst and fatigue test set-ups, ultrasonic thickness gauge, calibrated gauges, and a BIS-certified ISO 9001 quality system; some tests may be sub-contracted to a BIS-recognised laboratory |
| Lot release | BIS inspects finished lots at the factory before cylinders are released with a test certificate |

Raw materials for LPG cylinders
Raw materials are 58.7% of sales in our sample. Steel coil is two thirds of that, and the valve is the next biggest item, so the price you agree for each decides most of the margin.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| HR steel coil to IS 6240 or IS 15914 | 66% | 733.30 |
| LPG valves to IS 8737 | 20% | 222.21 |
| Bung, foot ring and guard ring steel | 6% | 66.66 |
| Welding wire and flux | 3% | 33.33 |
| Zinc wire, primer and paint | 5% | 55.55 |
| Total | 100% | 1,111.05 |
The sample assumes the plant buys and fits the valve. If the buyer supplies valves, both sales and raw material cost fall, and the report must be redone on that basis.
Machinery for an LPG cylinder plant
The deep drawing presses are the largest single item in our sample. The furnace and the welding line come next, and the test benches and laboratory are a licence requirement, not an option.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Decoiler, straightener and blanking press | Cuts coil into circular blanks | 64.90 |
| Hydraulic deep drawing presses with dies | Form the two halves | 118.97 |
| Trimming, joggling and piercing machines | Finish rims and pierce the bung hole | 43.26 |
| Automatic circumferential SAW welders | Join the halves | 75.71 |
| Continuous normalising furnace | Heat treats every cylinder | 75.71 |
| Hydrostatic and leak test benches | Pressure and air test each cylinder | 43.26 |
| Shot blasting and zinc metallising | Clean and protect the surface | 54.08 |
| Painting line with oven | Prime and paint | 37.86 |
| Laboratory with UTM and burst rig | Mechanical and burst tests on lot samples | 27.04 |
| Total plant and machinery | 540.79 | |

BIS and PESO approvals for LPG cylinder manufacturing
Two approvals decide when you can start selling: PESO approval to manufacture and the BIS licence to apply the ISI mark. Plan the pre-operative period around them.
| PESO approval | Approval of the Chief Controller of Explosives to manufacture cylinders under rule 3 of the Gas Cylinders Rules, 2016, granted first for one year and extended on satisfactory performance |
|---|---|
| Design approval | Cylinder design drawings endorsed by an inspecting authority recognised by the Chief Controller, filed with the application |
| BIS licence | Licence for IS 3196 (Part 1), which is under mandatory certification; each cylinder size is a separate variety linked to its PESO-approved drawing |
| Factory inspection | Joint BIS and PESO inspection when the licence is granted or a new size is added |
| Cylinder marking | Manufacturer's and inspector's markings registered with the Chief Controller |
| Other registrations | Udyam, GST, State Pollution Control Board consent, factory licence and an industrial power connection |
The Gas Cylinders Rules were amended twice in 2026 (April and June); neither change touched manufacturer approval. Confirm the current position with PESO before you apply.
Who buys LPG cylinders in India
India had over 33 crore domestic LPG consumers as of January 2026, according to a Press Information Bureau release. Every connection rides on a pool of steel cylinders that the oil companies keep topping up for new connections and replacing as old cylinders fail periodic tests.
That makes the public sector oil marketing companies the largest buyers. They buy through tenders, and only a plant holding its BIS licence and PESO approval can supply, so order flow is lumpy and price-led.
- Public sector oil marketing companies, through tenders
- Private LPG marketers and parallel marketing companies
- LPG bottling plants
- Industrial and commercial LPG users
- Export buyers, where the design meets the importing country's standard
Plan for gaps between tenders: a plant that sells only to one oil company can stand idle between orders. Banks look for a plan to fill the presses, through more than one buyer or a second cylinder size.
Mistakes that weaken an LPG cylinder project report
- Booking sales from the day the plant is ready
No cylinder can be sold until PESO approval, the BIS licence and a passed prototype batch are in hand. The pre-operative period and interest during it must be in the project cost.
- Costing steel on finished weight
Circular blanks cut from coil leave corner scrap, and trimming removes more. Steel cost should use gross coil weight, with a realistic credit for scrap sold.
- Leaving out lot inspection time
Finished cylinders wait for BIS lot inspection before release. Our sample carries 15 days of finished goods; a report with almost none under-states working capital.
- Being unclear about who supplies the valve
Valves are 20% of raw material cost in our sample. Pricing cylinders with a valve while costing them without one, or the reverse, puts sales and margin badly out.
- Ignoring buyer payment terms
Receivables are the largest current asset in our sample at 45 days. Slower payment after tender supplies needs a bigger cash credit limit, and lenders check for it.

LPG Cylinder project report: frequently asked questions
How much does it cost to set up an LPG cylinder manufacturing plant in India?
Our sample report models a 350 cylinders per day plant at ₹1,071 lakh, of which plant and machinery is ₹541 lakh and land and building about ₹348 lakh. Cost rises with presses, welding lines and furnace size. The testing laboratory, normalising furnace and approvals do not shrink much for a smaller plant, so very small units carry a high fixed cost per cylinder.
Which licences are needed to manufacture LPG cylinders?
You need approval to manufacture from the Chief Controller of Explosives (PESO) under the Gas Cylinders Rules, 2016, with design drawings endorsed by a recognised inspecting authority. You also need a BIS licence for IS 3196 (Part 1), which is under mandatory certification. Udyam and GST registration, state pollution board consent, a factory licence and a power connection are also needed.
Which steel is used to make LPG cylinders?
Cylinder shells are made from hot rolled steel to IS 6240 or IS 15914. Other low carbon steel can be used only with the prior permission of the statutory authority. Each steel consignment must carry a test certificate. In our sample report, HR steel coil makes up 66% of raw material cost, and valves to IS 8737 another 20%.
Is LPG cylinder manufacturing profitable?
In our illustrative sample, a 350 cylinders per day plant earns ₹176 lakh net profit in Year 3. Return on investment is 16%, break-even is at 42% of capacity and payback takes about 4.2 years. Real results depend on tender prices, steel coil buying, valve cost, scrap recovery and how steadily orders keep the presses running.
Who buys LPG cylinders from manufacturers?
The main buyers are the public sector oil marketing companies, which procure cylinders through tenders for new connections and replacements. Private LPG marketers, bottling plants, industrial users and export buyers take smaller volumes. A plant usually needs its BIS licence and PESO approval in place before it can qualify for these orders.
Is an LPG cylinder plant the same as an LPG gas agency or bottling plant?
No. A cylinder plant makes empty steel cylinders. An LPG distributorship sells filled cylinders for an oil company, and a bottling plant fills cylinders with gas. Each needs different approvals and investment. This page and its sample cover cylinder manufacturing; NPCS also prepares reports for LPG bottling and storage projects.
Is the LPG cylinder project report PDF free, and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
