What is a aluminium foil project report?
An aluminium foil project report is a detailed project report (DPR) for a plant that cold rolls aluminium foil stock into thin foil, then separates, slits and anneals it. It sets out the process, rolling mill and furnaces, foil stock supply, BIS approval, project cost, means of finance, five-year projections, DSCR and break-even.
Promoters use it to size the mill and raise a term loan; banks and investors use it to judge whether the plant can carry its debt.
Also known as: aluminium foil business plan, project report on aluminium foil, aluminium foil rolling mill DPR, aluminium foil manufacturing feasibility report.
Aluminium foil manufacturing plant cost in India
Our sample report models a foil rolling plant of 3 MT per day that buys foil stock and rolls it to finished gauge. It runs 330 days a year, giving 990 MT per year at full capacity, and moves from 60% utilisation in Year 1 to 80% in Year 5.
Foil is priced at ₹3,53,000 per MT ex-factory. At that price the plant sells ₹2,446 lakh in Year 3. The average net margin over five years is 8.4%, because rolling adds a thin layer of value on top of costly metal.

Aluminium foil manufacturing process
A foil plant starts from coiled foil stock and reduces it, pass by pass, to between 6 and 20 microns. Below about 25 microns a single strip can no longer be rolled thinner on its own, so two strips are rolled together and separated afterwards.
- Foil stock inspection
Each coil is checked for alloy, thickness profile, edge cracks and surface marks, because a defect in the stock becomes a break or pinhole later.
- Cold rolling
The four-high mill takes the stock down in several passes to about 30 to 40 microns, with automatic gauge control holding thickness across the width.
- Doubling
Two strips are fed together with separating oil and rolled as a pair to final gauge, which gives the familiar matt side where they touched.
- Separating and slitting
The pair is split into single webs, edge trim is removed and the foil is slit to the widths converters order.
- Annealing
Slit coils are soaked in an annealing furnace to soften the foil and drive off rolling oil, so it laminates, prints and folds cleanly.
- Testing and packing
Samples are tested for thickness, pinholes and surface wettability; coils are packed for converters or rewound into household rolls.
Rolling mill or rewinding unit: which aluminium foil business plan fits you?
Search results for aluminium foil projects mix very different businesses. Decide which one you are building before you look at any cost figure, because the investment differs by a factor of ten or more.
| Rewinding and converting unit | Buys finished jumbo rolls and rewinds them into household and catering rolls. Indicative project cost ₹30–80 lakh. Low entry cost, but the margin is a converting margin and depends on buying BIS-certified foil. |
|---|---|
| Foil rolling plant on bought foil stock | Cold rolls, doubles, separates, anneals and slits foil stock into converter and household foil. This is the plant in our sample report: 3 MT per day at ₹997 lakh. You control gauge and quality, and you sell to converters. |
| Integrated foil plant | Casts or hot rolls its own foil stock and runs several foil mills. Indicative investment runs into hundreds of crore and suits groups already in aluminium. |
| Foil container line | Presses foil into trays and containers with dies. It is a separate converting business and is usually planned as its own project. |
Choose by customer, not by machine: a mill sells widths and gauges to packaging converters on contract, while a rewinding unit sells branded rolls through distributors. The report, the loan size and the approvals follow from that choice.
Foil stock and other raw materials
Foil stock in alloys 8011 and 1235 is almost the entire material bill. In our sample, raw materials take 63.1% of sales in Year 3. Foil stock is priced off the aluminium market, so the report should test how a rise in metal price, not passed on in time, moves profit and DSCR.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Aluminium foil stock coils (alloy 8011 and 1235) | 94% | 1,450.32 |
| Rolling oil and additives | 3% | 46.29 |
| Aluminium and paper cores | 3% | 46.29 |
| Total | 100% | 1,542.90 |
Edge trim, coil ends and rejected foil go back to the metal trade as scrap; a full report credits their value instead of treating them as a total loss.
Machinery for an aluminium foil plant
The foil mill is the heart of the plant and the largest single cost, at 44% of the machinery budget in our sample. Work rolls need a mirror finish, which is why a roll grinder sits on the list.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Four-high foil rolling mill with AGC | Rolls stock to gauge with automatic gauge control | 215.15 |
| Doubling and separating machine | Pairs strips for final rolling, then splits them | 58.67 |
| Foil annealing furnaces | Soften foil and remove rolling oil | 68.45 |
| Slitting and rewinding machine | Trims edges and cuts to customer widths | 48.90 |
| Rolling oil filtration and fume exhaust system | Keeps oil clean and extracts mill fumes | 39.12 |
| Roll grinding machine | Regrinds work rolls to a fine finish | 29.34 |
| Household foil rewinding and packing line | Makes retail rolls from slit foil | 29.34 |
| Total plant and machinery | 488.97 | |
Costs are the sample report's estimates for a 3 MT per day plant. Get current quotations, with mill speed, width and gauge range, before you finalise.
Power, utilities and manpower for a foil plant
| Power and fuel | ₹163.68 lakh in Year 3 in our sample, 6.7% of sales. Mill drives and annealing furnaces are the main loads, so the sanctioned load and tariff category matter. |
|---|---|
| Manpower | 69 people in the sample: 10 in management and supervision, 24 skilled operators and 35 semi-skilled and unskilled workers, with a Year 1 wage bill of ₹147.36 lakh. |
| Shifts | Foil mills run round the clock; frequent stops cost yield because each restart produces scrap. |
| Fire protection | Rolling oil is light and flammable, so the mill area needs a dedicated fire suppression system and the fire NOC must cover it. |
| Clean environment | Dust and humidity cause surface defects and pinholes, so the rolling and slitting bays need a closed, clean shed. |
BIS licence and approvals for an aluminium foil plant
Foil for food packaging is under a Quality Control Order, so the BIS licence is a condition of selling, not an optional extra. Requirements below were checked in October 2026.
| BIS Standard Mark | Food packaging foil must conform to IS 15392 and carry the BIS mark under the Aluminium Foil (Quality Control) Order; BIS lists it as implemented from 17 August 2020. Goods for export are excluded. |
|---|---|
| Scope of the BIS licence | IS 15392 lists preferred thicknesses from 11 to 75 microns, in dry annealed and slick annealed conditions. BIS expects testing facilities for every size in the licence scope. |
| Pollution board consent | "Manufacturing of Aluminium Foils" appears in the CPCB 2020 Orange category list; get consent to establish and to operate from your State Pollution Control Board, which may categorise differently. |
| Business registration | Udyam (MSME) registration and GST registration |
| Factory licence and fire NOC | Under the Factories Act and state fire rules; the fire NOC should cover rolling oil storage and the mill area |
Who buys aluminium foil from a domestic plant?
A rolling plant's steady volume usually comes from converters who laminate foil with paper or film for food, pharma and other packs. Household and catering rolls are the visible end of the market and give a mill a second, retail outlet for its foil.
Imports from China face anti-dumping duty on foil up to 80 microns, under a Customs notification of June 2025 that runs for five years from March 2025. That helps domestic rollers on price, but buyers still compare gauge consistency, pinhole levels and delivery.
- Flexible packaging converters and laminators
- Pharmaceutical blister and strip packers
- Household and catering foil brands
- Foil container makers
- Cable and insulation makers
- Foil traders and stockists
Where a smaller plant wins: converters often need short runs in odd widths and gauges at short notice. A plant close to a packaging cluster can serve those orders faster than a large mill that schedules long campaigns.
Mistakes that weaken an aluminium foil project report
- Assuming every kilo of stock becomes saleable foil
Edge trim, breaks, coil ends and rejected annealed coils all reduce yield. A report without a yield allowance overstates sales.
- Treating metal price as fixed
Foil stock moves with aluminium prices. Without a price sensitivity test, a lender cannot see how a metal spike hits DSCR.
- Mixing up a mill and a rewinding unit
Quoting rewinding-scale costs for a rolling plant, or mill margins for a rewinder, is the quickest way to lose a credit officer's trust.
- Leaving BIS testing out of the cost
The licence needs a lab for thickness, pinholes and the other IS 15392 tests across the sizes you will sell.
- Under-sizing working capital
Trade receivables are the largest current asset in our sample, at ₹258.51 lakh in Year 1. Converters expect credit, so the cash credit limit must cover it.

Aluminium Foil project report: frequently asked questions
How much does it cost to set up an aluminium foil manufacturing plant in India?
It depends on the route. A rewinding unit that buys jumbo foil rolls needs an indicative ₹30–80 lakh. A rolling unit that buys foil stock costs far more: our sample report models a 3 MT per day plant at ₹997 lakh, with ₹489 lakh in plant and machinery. Integrated plants that make their own foil stock run into hundreds of crore.
Is aluminium foil manufacturing profitable?
It can be, but margins are thin because metal is most of the cost. In our illustrative sample, raw materials take 63.1% of sales. The plant earns a 21% return on investment in Year 3, breaks even at 40% of capacity and pays back in about 3.7 years. Rolling yield and buying discipline decide the real result.
What machinery is required for an aluminium foil plant?
The core is a four-high foil rolling mill with automatic gauge control, a doubling and separating machine and annealing furnaces. Add a slitting and rewinding machine, a roll grinder and a rolling oil filtration and fume exhaust system. A household roll rewinding and packing line is added if you sell retail rolls. In our sample the rolling mill is 44% of machinery cost.
What raw material is used to make aluminium foil?
Foil stock, which is aluminium coil in alloys such as 8011 and 1235, bought from primary producers or continuous casting plants. In our sample it makes up 94% of raw material cost. Rolling oil, separating additives and aluminium or paper cores make up the rest. Foil stock prices follow the aluminium market, so contracts and stock levels matter.
Is a BIS licence needed to sell aluminium foil in India?
Yes, for foil used in food packaging. The Aluminium Foil (Quality Control) Order requires such foil to conform to IS 15392 and carry the BIS Standard Mark, and BIS lists it as implemented from 17 August 2020. Goods made only for export are excluded. Plan the BIS licence and in-house testing before the first commercial dispatch.
What is the difference between an aluminium foil rolling mill and a rewinding unit?
A rolling mill turns foil stock into thin foil through cold rolling, doubling, separating and annealing, so it controls gauge and quality. A rewinding unit only buys finished jumbo rolls and rewinds them into household rolls. Rewinding needs far less money but earns a converting margin only, and it still needs BIS-certified foil for food use.
Which loan suits an aluminium foil plant?
Most foil plants are funded by a bank term loan for fixed assets and a cash credit limit for stock and receivables. Our sample assumes a 75% term loan of ₹748 lakh and a separate cash credit limit of ₹260 lakh. Eligible micro and small units can seek CGTMSE cover, whose guarantee ceiling is ₹10 crore; confirm current terms with your bank.
Is the sample report free and can I use it for a loan?
The aluminium foil project report PDF on this page is free to view and download. It is an illustrative sample that shows the format and depth of an NPCS report. Its figures are representative, not from a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your capacity, location and lender.
