What is a tmt bar project report?
A TMT bar project report is a detailed project report (DPR) for a mill that reheats steel billets, rolls them into ribbed bars and quenches them to IS 1786 grades. It sets out the process, machinery, billet supply, approvals, project cost, means of finance, five-year projections, DSCR and break-even.
Promoters use it to plan a re-rolling mill and raise a term loan; bankers and investors use it to judge whether the mill can service its debt.
Also known as: TMT bar manufacturing plant project report, TMT sariya project report, TMT bar business plan, rebar rolling mill DPR, thermo mechanically treated bar project report.
TMT bar manufacturing plant cost in India: our sample economics
Our sample TMT bar project report models a 28 MT per day re-rolling mill that buys billets and runs 330 days a year, giving 9,240 MT a year at full capacity. It starts at 60% utilisation and reaches 80% in Year 5, selling bars at ₹48,300 per MT before GST.

TMT bar manufacturing process, from billet to bundle
A TMT bar gets its strength from a few seconds of water quenching at the end of the mill, not from alloying. Everything before that step exists to deliver a bar of the right size at the right temperature.
Quench water pressure and flow are set for each bar size and mill speed. Too little and the rim stays soft; too much and the bar turns brittle and fails the bend test.
- Billet inspection and charging
Billets are checked against their test certificates for chemistry and surface defects, sheared to length and pushed into the furnace.
- Reheating
The reheating furnace soaks billets evenly at about 1,100–1,200°C. Some steel is lost as mill scale here, typically 1–2% of billet weight.
- Roughing, intermediate and finishing rolling
Each stand pass reduces the section until the finishing stand forms the final diameter, the ribs and the rolled-in brand and grade marking.
- Quenching
The bar leaves the finishing stand at about 850–950°C and passes through high-pressure water jets that harden the outer rim in seconds.
- Self-tempering and cooling
Heat from the still-hot core flows outward and tempers the rim, then the bar cools in air on the cooling bed, leaving a tough rim and a ductile core.
- Cutting, testing and bundling
Bars are cut to 12 metre lengths, samples go for tensile, bend and rebend tests, and bundles are tagged by size, grade and cast number.
Re-rolling mill or mini steel plant: which TMT route fits you?
The biggest decision in a TMT bar business plan is whether you buy billets or make them. It sets your capital need, power load and margin.
| Re-rolling from bought billets | Reheating furnace, rolling mill and quenching line only. Lowest capital and the route in our sample, but your margin is the gap between billet and bar prices. |
|---|---|
| Induction furnace, caster and rolling mill | Melts scrap and sponge iron into your own billets. Needs a much larger power connection and capital, but controls chemistry and can send hot billets straight to the mill. |
| Reheating furnace fuel | Coal, furnace oil or gas. The furnace takes 50–70% of a re-rolling mill's energy, and the fuel also changes the pollution category of the plant. |
| Grade and size mix | IS 1786 sizes run from 4 to 50 mm. Thin sizes roll slower and cost more per tonne; heavy sizes suit infrastructure buyers. |
Billets and other raw materials for TMT bars
Mild steel billets of 100 to 130 mm square are almost the whole raw material bill. Buy them on chemistry, not just price: high sulphur, phosphorus or carbon equivalent will fail Fe 500D tests however well the mill rolls.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| MS billets 100 to 130 mm square | 96% | 2,070.26 |
| Binding wire and bundle tags | 4% | 86.26 |
| Total | 100% | 2,156.52 |
Sample figures at 70% utilisation in Year 3. Your report uses current billet quotations for your region.
Machinery for a TMT bar rolling mill
A TMT line is a chain of machines that must match each other in speed and size, so buy it as one engineered line rather than piece by piece. The reheating furnace and the intermediate and finishing stands are the two largest items in our sample, at ₹84.81 lakh each.
Rolls wear and need re-grooving on the roll lathe, and guides and nozzles in the quenching box need regular replacement. Budget for these as running costs, not one-time spending.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Billet reheating furnace with recuperator | Heats billets for rolling; recovers waste heat | 84.81 |
| Roughing mill stands | First reduction of the billet section | 61.68 |
| Intermediate and finishing mill stands | Roll to final size, ribs and marking | 84.81 |
| TMT quenching box and water treatment | Quenches the bar surface; recycles water | 38.55 |
| Cooling bed | Lets bars self-temper and cool straight | 34.70 |
| Flying shear and cold shear | Crop ends and cut to length | 30.84 |
| Mill motors, gearboxes and drives | Power the stands | 34.69 |
| Roll turning lathe and testing lab | Re-grooves rolls; tests bars for BIS | 15.42 |
| Total plant and machinery | 385.50 | |
Costs are the sample report's estimates for a 28 MT per day line. Get current quotations before you finalise.
Fuel, power, manpower and working capital
Running costs in a rolling mill sit in the furnace and in money tied up in billets and dealer credit. These are the values in our sample report.
| Power and fuel | 9% of sales in the sample. Furnace fuel is the largest part, so burner efficiency and the recuperator matter. |
|---|---|
| Manpower | 89 people: 13 in management and supervision, 31 skilled operators and 45 semi-skilled and unskilled workers, about ₹190.32 lakh a year. |
| Stock and credit | 30 days of billets, 15 days of finished bars and 45 days of credit to buyers, less 30 days of supplier credit. |
| Working capital, Year 1 | ₹454.66 lakh, of which the bank funds ₹341.00 lakh as cash credit and the promoter's margin covers ₹113.66 lakh. |
| Water | Quenching and roll cooling use recirculated water with treatment, so make-up water is limited but must be reliable. |
BIS licence and approvals for a TMT bar plant
TMT bars cannot be sold in India without the BIS Standard Mark, so plan the licence, the in-house lab and the marking rolls before the first heat.
| BIS licence | IS 1786 is among the steel products under the Ministry of Steel's quality control orders; bars must carry the Standard Mark under a BIS licence |
|---|---|
| Grades and tests | IS 1786 covers Fe 415 to Fe 700, with D and S variants; tests include chemistry, yield and tensile strength, elongation, bend and rebend |
| Bar marking | Brand, grade and a six-digit licence identification rolled on each bar at intervals of not more than 3 metres; a test certificate goes with each consignment |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board. Oil- and coal-fired rolling mills are usually Orange, gas-fired mills Green, and mills with acid pickling Red; confirm your state's list |
| Factory licence and safety | Factories Act licence and fire NOC, with heat, noise and moving-machinery safety measures |
| Business registration and power | Udyam and GST registration and an industrial power connection sanctioned for the mill's connected load |
Rules checked October 2026. Requirements change and differ by state; confirm with BIS and your pollution control board.
Market for TMT bars in India
Demand comes from housing and from public works such as roads, bridges, metro lines and irrigation projects. Large brands sell nationally, while regional mills supply dealers and contractors within a few hundred kilometres, often at a price below branded bars.
Buying is seasonal. Construction slows in the monsoon, so dealers hold less stock and push for longer credit, while billet prices keep moving with the wider steel market. Your report should show how the mill copes with a slow quarter.
- Steel dealers and distributors
- Builders and building contractors
- Infrastructure and EPC companies
- Government and PSU tenders
- Precast and ready-mix concrete users
- Individual house builders, through dealers
Where a regional mill wins: bars are heavy and low in value per tonne, so freight decides who can serve a district. Consistent Fe 500D test results and reliable dealer supply matter more than the brand.
Mistakes that weaken a TMT bar project report
- Using branded bar prices for sales
Regional mills usually sell below national brands. Revenue built on brand prices makes profit and DSCR look better than they will be.
- Assuming every tonne of billet becomes a tonne of bar
Mill scale, crop ends and miss-rolls all take weight. Saleable output has to be planned below billet input.
- Under-stating furnace fuel
The reheating furnace uses most of the mill's energy. A low fuel figure is the quickest way to an unrealistic profit line.
- Leaving out the BIS lab and licence time
Without the licence the mill cannot sell its bars. Build the lab, the trials and the licence into the start-up schedule.
- Thin working capital for dealer credit
Dealers expect credit and billets need cash. In our sample the Year 1 working capital need is ₹454.66 lakh, more than the plant and machinery.

TMT Bar project report: frequently asked questions
How much does it cost to set up a TMT bar plant in India?
Our sample report models a 28 MT per day re-rolling mill that buys billets, at a total project cost of ₹834 lakh including land, building, machinery and working capital margin. Larger re-rolling mills, and plants with their own induction furnace and billet caster, cost several times more. These are indicative; your project report prices your own capacity, route and location.
What raw material is used to make TMT bars?
A re-rolling mill makes TMT bars from mild steel billets, usually 100 to 130 mm square, bought from induction furnace units or larger steel plants. In our sample report billets are 96% of raw material cost, with binding wire and bundle tags making up the rest. Billet chemistry decides whether the bars pass IS 1786 tests.
Which machines are needed for a TMT bar rolling mill?
The core line is a billet reheating furnace, roughing, intermediate and finishing mill stands, a quenching box and a cooling bed. You also need flying and cold shears, mill motors and gearboxes, and a roll turning lathe. A testing lab for tensile and bend tests is needed for BIS. The furnace and finishing stands are the two largest items in our sample.
Is a BIS licence mandatory for TMT bars?
Yes. IS 1786, the standard for reinforcement bars and wires, is among the steel products notified under the Ministry of Steel's quality control orders. So TMT bars must carry the BIS Standard Mark under a licence. Each bar is rolled with the brand, grade and licence identification, and each consignment carries a test certificate.
What is the difference between Fe 500 and Fe 500D TMT bars?
Both have a minimum yield strength of 500 N/mm². The D grade is the ductile version: IS 1786 sets tighter limits on carbon, sulphur and phosphorus and asks for higher elongation, so the bar bends more before it breaks. Structural designers often specify Fe 500D for buildings in earthquake-prone zones.
Is a TMT bar business profitable?
In our illustrative sample, a 28 MT per day mill earns a 15% return on investment in Year 3 and breaks even at 50% of capacity. It pays back in about 4.5 years, with an average DSCR of 1.41. Real margins depend mostly on the gap between billet cost and bar price, furnace fuel cost and how fast dealers pay.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report; its figures are representative and not based on a real project. It should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location and lender.
