What is a ferro alloys project report?
A ferro alloys project report is a detailed project report (DPR) for a plant that smelts manganese ore, coke and fluxes into silico manganese or ferro manganese for steel makers. It sets out the submerged arc furnace size, power load, raw materials, project cost, five-year projections, DSCR and break-even.
Promoters use it to size the furnace and raise a term loan; banks and investors use it to test whether the plant can carry its power bill and still repay.
Also known as: ferro alloy plant DPR, project report on ferro alloys, ferro alloys business plan, silico manganese plant project report.
Ferro alloys manufacturing plant cost in India: the sample economics
Our sample report models a small submerged arc furnace plant making 11 metric tonnes per day, or 3,630 MT per year, over 330 working days. It starts at 60% capacity, reaches 80% in Year 5 and sells at ₹79,400 per MT, ex-GST.
The plant clears its loan with an average DSCR (debt service coverage ratio, the cash available to repay each rupee of instalment) of 1.68 and a lowest year of 1.47. That cushion is modest because power takes a large share of every rupee of sales.

Ferro alloys manufacturing process in a submerged arc furnace
Bulk ferro alloys such as silico manganese and high carbon ferro manganese are made by carbothermic smelting. The furnace runs round the clock, and the crew taps metal at set intervals rather than in batches.
- Raw material preparation
Manganese ore, coke and fluxes are screened to size and dried, because fines and moisture choke the burden and waste power.
- Weigh batching and charging
Each charge is weighed to a recipe set by ore analysis and fed through chutes around the electrodes.
- Smelting
Current through three Soderberg electrodes melts the charge, and the carbon in coke reduces manganese and silicon oxides to metal.
- Tapping
Metal and slag are tapped through the taphole into ladles or sand beds; one EIA we reviewed plans 800 to 1,200 kg of slag per tonne of alloy.
- Casting and cooling
The alloy is cast in beds or moulds and cooled, while slag goes to the slag yard for reuse or metal recovery.
- Crushing and sizing
Cooled cakes are broken and crushed to the lump size steel plants order, usually 10 to 100 mm.
- Testing and packing
Each lot is analysed for manganese, silicon, carbon and phosphorus against the IS grade, then packed in jumbo bags.
Which process route suits your ferro alloy?
The alloy you plan to make decides the route. Bulk grades need a submerged arc furnace; low carbon and noble alloys are usually made by the aluminothermic (thermite) process, where aluminium does the reducing work instead of electric heat.
| Point | Submerged arc furnace | Aluminothermic (thermite) |
|---|---|---|
| Typical products | High carbon ferro manganese, silico manganese, ferro silicon, high carbon ferro chrome | Low and medium carbon ferro manganese, ferro molybdenum, ferro vanadium, ferro titanium |
| Reductant | Coke, coal or charcoal | Aluminium powder or scrap, with lime or fluorspar as flux |
| Power | Very high; the furnace draws power from a 33 kV substation | Low; one Maharashtra thermite project needs about 200 kW |
| Operation | Continuous, with tapping at intervals | Batch reactions in a vessel, then manual metal and slag separation |
| Main cost driver | Power tariff and manganese ore | Aluminium and the costly oxide or concentrate |
Our sample report models the submerged arc furnace route making manganese alloys.
Raw materials for a ferro alloys plant
Manganese ore is the biggest raw material cost. The EIA for a 7.5 MVA Maharashtra unit plans 58,500 tonnes of ore a year for 23,400 tonnes of ferro manganese, about 2.5 tonnes of ore per tonne of alloy. Plants blend Indian and imported ores to hit the manganese to iron ratio and keep phosphorus low.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Manganese ore | 58% | 449.43 |
| Metallurgical coke and coal | 26% | 201.47 |
| Quartzite and dolomite | 6% | 46.49 |
| Soderberg electrode paste | 6% | 46.49 |
| Mill scale and iron ore | 4% | 31.00 |
| Total | 100% | 774.88 |
Raw materials are 38.4% of sales in the sample. Coke is judged on fixed carbon, ash and size, because ash adds slag and power.
Furnace and machinery for a ferro alloys plant
The furnace and its transformer make up over half of the machinery cost in our sample. Fume extraction is the next big item, because the stack must meet the particulate limit in the consent order.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Submerged arc furnace with shell and hood | Holds the burden and molten bath | 135.76 |
| Furnace transformer and HT substation | Steps grid power down to furnace voltage | 99.55 |
| Electrode column and hydraulic slipping | Holds and lowers the Soderberg electrodes | 36.20 |
| Raw material handling and batching | Stores, weighs and feeds each charge | 45.25 |
| Fume extraction and bag filter plant | Captures furnace dust before the stack | 54.30 |
| Closed loop cooling water system | Cools the shell, electrodes and transformer | 22.63 |
| Jaw crusher and screening plant | Sizes alloy lumps for buyers | 31.68 |
| Ladles, EOT crane and casting beds | Handle tapped metal and slag | 27.15 |
| Total plant and machinery | 452.52 | |

Power, water and manpower for a ferro alloy plant
Power decides whether a ferro alloy plant makes money. The Indian Bureau of Mines notes that the industry spends 40 to 70% of its production cost on power. It adds that high power cost has kept Indian plants from running at full capacity.
| Specific power use | About 4,750 to 5,250 kWh per tonne of silico manganese, about 4,500 kWh for ferro chrome and 9,000 to 10,000 kWh for ferro silicon (Indian Bureau of Mines) |
|---|---|
| Power cost in the sample | Power and fuel ₹606.46 lakh in Year 3, about 30.1% of sales |
| Power supply | HT grid supply through your own substation, at 33 kV in the EIA reviewed, with capacitor banks to hold the power factor |
| Water | Mainly cooling water in a closed loop; the 7.5 MVA Maharashtra unit plans 100 KLD in all, with zero liquid discharge |
| Manpower in the sample | 47 people: 7 in management and supervision, 16 skilled operators and 24 semi-skilled and unskilled workers, across shifts |
| Pollution control | Fourth-hole fume extraction, bag filters and a stack, designed to a particulate limit of 50 mg/Nm³ in the EIA reviewed |
Power use figures are industry ranges, not values from our sample report.
Licences, clearances and BIS standards for ferro alloys
Two approvals take the most time: environmental clearance and the BIS licence. Start both while the furnace is on order.
| Environmental clearance | Ferro alloy plants are metallurgical industries under schedule 3(a) of the EIA Notification 2006; the new Maharashtra units reviewed were Category A, with a public hearing |
|---|---|
| Pollution board consent | Consent to establish and consent to operate from the State Pollution Control Board, with stack monitoring and slag and dust handling conditions |
| BIS: silicomanganese | IS 1470 under mandatory certification since 8 November 2024; the revised IS 1470:2025 applies from 15 April 2026 |
| BIS: ferromanganese | IS 1171 under mandatory certification since 8 November 2024 |
| BIS: ferrosilicon | IS 1110:2023, listed by BIS under mandatory certification |
| Power and safety | HT power connection for the furnace load, factory licence, fire NOC, Udyam and GST registration |
BIS status checked on the BIS portal in October 2026. Rules change, so confirm with BIS and your state board before you apply.
Who buys ferro alloys in India?
Steel makers are the main buyers. Manganese alloys go into the ladle to remove oxygen and set the manganese content. Ferro silicon is a strong deoxidiser for electrical and alloy steels, and ferro chrome goes mainly to stainless steel. Demand follows steel output, and prices follow manganese ore and power.
Buyers order by grade and lump size and test every lot. Steel plants usually buy on credit, so receivables of about 45 days are built into the sample's working capital.
- Integrated steel plants
- Induction and electric arc furnace steel units making TMT bars
- Alloy and stainless steel makers
- Foundries and cast iron makers
- Ferro alloy traders and exporters
- Welding electrode makers
Where a new plant wins: close to ore and steel buyers, with a firm power tariff. The National Steel Policy 2017 also supports captive power generation at ferro alloy plants.
Mistakes that weaken a ferro alloys project report
- One flat power rate
Real bills include demand charges, electricity duty and tariff revisions. A single energy rate understates a cost that, in our sample, is larger than the whole manganese ore bill.
- No sensitivity on power and ore
With power at about 30% of sales, even a small tariff rise cuts DSCR sharply. Lenders expect the report to test it, along with ore prices.
- Price of the wrong grade
Silico manganese 60-14 and high carbon ferro manganese sell at different prices. Revenue must match the grade your ore can actually make.
- Ignoring slag
At 800 to 1,200 kg per tonne of alloy, slag needs yard space, handling cost and a plan for sale or metal recovery.
- Leaving out clearance time
A Category A environmental clearance with a public hearing can take many months. Interest during that wait belongs in the project cost.

Ferro Alloys project report: frequently asked questions
How much does it cost to set up a ferro alloys plant in India?
Our sample report models a small submerged arc furnace plant making 11 MT per day at a total project cost of ₹944 lakh. Plant and machinery is ₹453 lakh of that. Plants with 9 MVA or larger furnaces, a sinter plant or captive power cost several times more. Land, power connection charges and furnace size decide the final figure for your project.
How much electricity does a ferro alloy plant use?
A lot. The Indian Bureau of Mines puts it at about 4,750 to 5,250 kWh per tonne of silico manganese. Ferro chrome needs about 4,500 kWh and ferro silicon 9,000 to 10,000 kWh. In our sample, power and fuel is 30.1% of sales, the second largest cost after raw materials, so the power tariff matters more than almost any other input.
Which raw materials are used to make ferro alloys?
Manganese alloys are made from manganese ore, metallurgical coke or coal as the reductant, quartzite and dolomite as fluxes, and Soderberg electrode paste. In our sample report manganese ore is 58% of raw material cost and coke and coal 26%. Ore grade, especially its manganese, iron and phosphorus content, decides which alloy grade you can make.
Is a ferro alloys plant profitable?
It can be, but margins are thin and depend on power cost. In our illustrative sample, the plant earns a 19% return on investment in Year 3, breaks even at 40% of capacity and pays back in about 3.9 years. A rise in the power tariff or manganese ore price can wipe out much of that, so the report should test both.
Do ferro alloys need BIS certification?
Yes, for the main grades. BIS lists silicomanganese (IS 1470) and ferromanganese (IS 1171) under mandatory certification, with the Quality Control Order implemented from 8 November 2024. The revised IS 1470:2025 applies to silicomanganese from 15 April 2026. Check the BIS portal for your exact grade before you budget for testing and licence fees.
Does a ferro alloy plant need environmental clearance?
Usually, yes. Ferro alloy plants fall under schedule 3(a), metallurgical industries, of the EIA Notification 2006. The draft EIA reports we reviewed for new Maharashtra units were Category A, which means a public hearing. You also need consent to establish and operate from the State Pollution Control Board. Allow time for this in the project schedule.
Is the ferro alloys project report PDF free and can I use it for a bank loan?
The sample PDF is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so do not submit it to a bank. For a loan, NPCS prepares a report for your own furnace size, power tariff, location and lender.
