The New Industrial & Investment Promotion Policy is designed to facilitate investments in new sectors across the State and thus ensure accelerated and sustained growth. The Policy focuses to attract, facilitate and promote wider expectations and high end investment.

There is an urgent need to promote investment in backward and difficult but resource rich areas. Therefore the policy provides additional incentives and support for such investments.


OBJECTIVE OF THE POLICY

•        To promote investment in all sectors

•        Generate employment opportunities for the local people in the industries and allied sectors.

•        To provide special incentives for promoting local Entrepreneurs in setting up of micro, small & medium manufacturing and service enterprises.

•        Develop human resources and bring about improvements in the quality of life by promoting industries in sectors where the state has comparative advantage.

•        Achieve a balanced and growth oriented development covering the entire state through promotion of village and small scale industries.

•        Encourage need based development of local entrepreneurial skills through intensive motivation and training programmes at District, Sub-division and Block levels.

•        Provide guidance to prospective entrepreneurs by building up a data bank of project-profiles and other connected information. Special support to local entrepreneurs will be provided, and monitoring will be done to enable them to be successful.

•        Simplify rules and procedures by providing a single-window clearance facility for all investment proposals as applicable.

•        Promote Tourism, and make Meghalaya a tourist destination.

•        Promote IT as industries.

•        Promote first generation entrepreneurs. Government will encourage setting up of Entrepreneurship Development Institute by private or in PPP mode.

SALIENT FEATURES OF THE INDUSTRIAL POLICY

•        State Government believes in promoting private enterprises for speedy economic development of the State. The Government also stands committed to ensuring the healthy growth of existing industries. For this purpose, Government will ensure optimum number of industries by not permitting excess in any specific sector, thereby ensuring sustainability of existing business.

•        Enterprises promoted and managed by “Woman Entrepreneur”/physically challenged will get additional 10 % (ten percent) incentives on the State Capital Investment Subsidy.

•        Meghalaya has a long international border which needs immediate attention for development. To address this issue, 10 Kms towards the State from the International border is declared as “PRIORITY AREA” and enterprises set up within the 10 Kms area will be given special incentives to be known as “Border Area Subsidy”.

•        Government of Meghalaya recognizes:

1.       Hotels (not below two star category) and Amusement Parks.

2.       Medical and health services in the nature of nursing homes with a minimum capacity of 25 beds and Super – Specialty Health Care.

3.       Vocational training Institutes.

INCENTIVES FOR LARGE AND MEDIUM SCALE INDUSTRIES

•        For large and medium scale industries, there are subsidies like capital investment subsidy, interest subsidy, power subsidy, subsidy on cost of pollution/quality-control measures, special subsidy for pioneer units in backward areas etc.

•        Exemption from the payment of applicable service tax for seven years to a "Tourism Unit"

•        Sales Tax exemption on sale of finished products for a period of seven years from the date of commercial production.

•        Reimbursement of Central Sales Tax (CST) paid on purchase of Capital Equipment installed till the date of project commissioning.

•        Partial exemption for applicable stamp duty.

The cannula has a fitting that can be connected to more tubing or a port for medication administration once the needle has been removed. Aside from aiding in hydration and administering medication, a cannula can also be used to obtain blood samples for testing. Intravenous (IV) cannulation is a technique in which a cannula is placed inside a vein to provide venous access. Venous access allows sampling of blood, as well as administration of fluids, medications, parenteral nutrition, chemotherapy, and blood products. A cannula is a tube that can be inserted into the body, often for the delivery or removal of fluid or for the gathering of data. In simple terms, a cannula can surround the inner or outer surfaces of a trocar needle thus extending the effective needle length by at least half the length of the original needle. It is also called an intravenous IV cannula. Its size mainly ranges from 14 to 24 gauge. Different-sized cannula have different colours as coded. ‘Cannula’ and ‘catheter’ both mean exactly the same thing– a flexible tube inserted into the body to administer or withdraw fluids or to keep another tube patent. Intravenous cannulation is a technique in which a cannula is placed inside a vein to provide venous access. Venous access allows sampling of blood as well as administration of fluids, medications, parental nutrition, chemotherapy, and blood products. In general, the smallest gauge of catheter should be selected for the prescribed therapy to prevent damage to the vessel intima and ensure adequate blood flow around the catheter, which reduces the risk of phlebitis. In an emergency situation or when patients are expected to require large volumes infused over a short period of time, the largest gauge and shortest catheter that is likely to fit the chosen vein should be used. There are four types of IV Catheter: Peripheral Catheter, Midline Peripheral Catheter, and Peripherally Inserted Central Catheter & Central Venous Catheter. Uses and Applications A venous cannula is inserted into a vein, primarily for the administration of intravenous fluids, obtaining blood samples and administering medicines. An arterial cannula is inserted into an artery, commonly the radial artery, and is used during major operations and in critical care areas to measure beat-to-beat blood pressure and to draw repeated blood samples. IV Cannula has veterinary use, nasal or oral use too. Cannula can also be used for piercing. The common uses are rapid transfusion of blood, transfusion of IV drugs. Paediatric patients or adults with small veins undergoing long term medication or blood transfusion are subjected to IV Cannula. It is also used on oncology patients undergoing Chemotherapy. Production of Low Carbon Ferrochrome

High Carbon Ferro- manganese containing about 7% carbon is not suitable for the production of steels or other alloys containing manganese in which it is desired to maintain the carbon at low level. For the manufacture of such materials the manganese must be added either as the relatively pure metal or in the form of an addition alloy with a low content of carbon. It is a Ferro alloy with high content of manganese. It gives strength to steel and is used in making of high tension steel. Low carbon Ferro manganese is widely used in the manufacturing of tool steels, alloys steel & structural steels. Its property causes it to have a high affinity with sulphur in the steel and on combining produces Manganese Sulphide (MnS) which floats up to the metal surface. LPG Bottling Plant

Liquefied Petroleum Gas is a Propane/Butane mixture liquefied under normal ambient temperature and moderate pressures. It is a safe, clean burning, reliable, high calorific value fuel. In addition to its use as a domestic fuel, it is also widely used in industries, where there is a requirement of low sulphur content fuel and fine temperature controls. Noodles Noodles are one of the staple foods consumed in many Asian countries. Instant noodles have become internationally recognized food, and worldwide consumption is on the rise. The properties of instant noodles like taste, nutrition, convenience, safety, longer shelf-life, and reasonable price have made them popular. Quality factors important for instant noodles are color, flavor, and texture, cooking quality, rehydration rates during final preparation, and the presence or absence of rancid taste after extended storage. The origin of noodles has been disputed. Claims have been made that the noodle was of Chinese, Arabian and European origin. A Nature article claimed the oldest evidence of noodle consumption was from 4,000 years ago in China. While long, thin strips may be the most common, many varieties of noodles are cut into waves, helices, tubes, strings, or shells, or folded over, or cut into other shapes. Noodles are usually cooked in boiling water, sometimes with cooking oil or salt added. They are often pan-fried or deep-fried. Noodles are often served with an accompanying sauce or in a soup. Noodles can be refrigerated for short-term storage, or dried and stored for future use. Instant Noodles Instant noodles are sold in a precooked and dried noodle block, with flavoring powder and/or seasoning oil. The flavoring is usually in a separate packet, although in the case of cup noodles the flavoring is often loose in the cup. Some instant noodle products are seal packed; these can be reheated or eaten straight from the packet/container. Dried noodle blocks are cooked or soaked in boiling water before eating. The main ingredients used in dried noodles are usually wheat flour, palm oil, and salt. Common ingredients in the flavoring powder are salt, monosodium glutamate, seasoning, and sugar. The dried noodle block was originally created by flash frying cooked noodles, and this is still the main method used in Asian countries, but air-dried noodle blocks are favored in Western countries. Instant noodles are made from wheat flour, starch, water, salt or kan sui (an alkaline salt mixture of sodium carbonate, potassium carbonate, and sodium phosphate), and other ingredients that improve the texture and flavor of noodles. Other flours may be mixed with wheat flour to make specific types of instant noodles; for example, buckwheat flour is added at 10-40% of wheat flour in the production of buckwheat noodles or soba. The popular noodles include instant Chinese noodles, instant Japanese noodles, and instant European style noodles, which vary in the basic ingredients used to make the noodles. Instant Chinese noodles use kan sui, whereas instant Japanese noodles do not, and the European style noodles often are made with semolina (a coarse ground product of durum wheat). Market Survey The global demand for instant noodles is expected to reach 145.8 billion packs by 2020, driven by the rising trend of convenience food in emerging markets. India takes a major share of this demand, ranking fifth in terms of the global demand for instant noodles after China, Indonesia, Japan and Vietnam.
