What is a sterile water for injection project report?
A sterile water for injection project report is a detailed project report (DPR) for a unit that distils water for injection and seals it in sterile plastic ampoules. It sets out the process, clean room and machinery, licences, project cost, means of finance, five-year projections, DSCR and break-even.
Promoters use it to plan the unit and apply for a term loan; banks use it to judge whether a thin-margin, high-volume product can repay.
Also known as: SWFI project report, water for injection ampoule plant DPR, project report on sterile water for injection, sterile water for injection business plan.
What a bank checks in a sterile water for injection project
Sterile water for injection sells in huge numbers at a few rupees each. A lender's first question is whether the gap between price and cost per ampoule survives a slower start. These are the values in our sample report.
Banks compare this with tender and co-packing rates, not chemist prices. Using retail prices is the quickest way to overstate revenue.
The margin is about 50 paise. A small rise in LDPE or a drop in output wipes out much of the profit, so both are stress-tested.
Hospitals, tenders and contract buyers pay late. Receivables are the largest current asset in the sample and set the cash credit limit.
Debt service coverage ratio is cash available divided by loan dues. It dips when full instalments start, before sales build up.
Values are the assumptions and results in our illustrative sample. Your report uses figures for your capacity, contracts and suppliers.
Sterile water for injection manufacturing plant cost in India
Cost depends less on output than on the fixed core every sterile unit needs. That core is a water system, classified clean rooms, a filling machine and a testing lab. The middle tier is the unit in our sample report; the others are indicative.

Sterile water for injection manufacturing process
The product is only water, so the plant is really a water system joined to a sterile filling line. Most of the skill lies in keeping microbes and endotoxins out at every stage.
- Pre-treatment, RO and EDI
Raw water is softened and filtered, then passed through reverse osmosis and electrodeionisation (EDI) to give purified water of low conductivity.
- Distillation to WFI
A multi column still boils and condenses the purified water, leaving behind the pyrogens (fever-causing bacterial residues) that filtration alone can miss.
- Hot storage and loop
Water for injection (WFI) is held above 80°C in an SS 316L tank and kept moving through a loop, so bacteria cannot settle and grow.
- Blow fill seal
In one machine, LDPE granules are moulded into ampoules, filled through a sterilising filter and sealed under Grade A air, with no human contact.
- Terminal sterilisation
Sealed ampoules go through a steam steriliser on a validated cycle run cooler than glass, because LDPE softens with heat.
- Leak test and inspection
Every ampoule is checked for leaks and visible particles; each batch is tested for sterility, bacterial endotoxins and total organic carbon.
- Labelling and packing
Ampoules are printed with batch and expiry, cut into strips and packed in cartons, or supplied loose to injectable makers for co-packing.
Raw materials for sterile water for injection
The water itself costs little. Pharma grade LDPE for the ampoules is the main buy, followed by filters and membranes that are replaced on a fixed schedule. Raw materials are 32.7% of sales in the sample, with cartons and labels a further 9.8%.
| Raw material | Share of cost | Year 3 (₹ lakh) |
|---|---|---|
| Pharma grade LDPE granules for ampoules | 65% | 197.01 |
| Sterilising grade filter cartridges | 12% | 36.37 |
| RO membranes and water treatment chemicals | 10% | 30.31 |
| Laboratory reagents and culture media | 8% | 24.25 |
| Cleaning and disinfection agents | 5% | 15.15 |
| Total | 100% | 303.09 |
Machinery for a sterile water for injection plant
The blow fill seal machine is the largest single item, at 45% of machinery cost in the sample. The water system and clean room together cost nearly as much again.
| Machine | What it does | Sample cost (₹ lakh) |
|---|---|---|
| Blow fill seal machine | Forms, fills and seals plastic ampoules | 146.38 |
| Multi column distillation plant | Makes WFI from purified water | 39.04 |
| Clean room HVAC with HEPA filters | Keeps classified areas within particle limits | 39.04 |
| Pre-treatment, RO and EDI system | Produces purified water feed | 26.02 |
| WFI tank and SS 316L loop | Stores and circulates hot WFI | 19.52 |
| Terminal steam steriliser | Sterilises sealed ampoules | 16.26 |
| Pure steam generator | Steam for sterilising lines and tanks | 13.01 |
| Leak test and inspection machine | Rejects leaking or particle-laden ampoules | 13.01 |
| QC instruments, TOC analyser, LAL test | Release testing of each batch | 13.01 |
| Total plant and machinery | 325.29 | |
Costs are the sample report's estimates. Imported and Indian BFS machines differ widely in price and output, so get current quotations before you finalise.
Who buys sterile water for injection?
Most sterile water for injection is used to dissolve dry powder injections, such as antibiotics, just before use. Because it is hypotonic, it is never injected on its own into a vein; it always travels with another drug. That ties demand to the injectable market rather than to retail pharmacy sales.
- Injectable makers that pack one diluent ampoule with each dry powder vial
- State medical services corporations and other government tenders
- Hospitals and nursing homes, through distributors
- Pharma marketing companies buying on contract or loan licence
- Export buyers, whose registrations may call for BP or USP labelling
Where a new unit wins: a fixed co-packing contract with two or three injectable makers keeps the BFS machine busy all year, which matters more than any single tender at a few paise lower.
Licences and GMP rules for a sterile water for injection unit
No sale is possible until the drug licence is issued, and the licence follows an inspection of the finished, validated plant. Build the approval time into your project schedule.
| Drug manufacturing licence | Application in Form 27 and licence in Form 28 for Schedule C products, from the State Drugs Control Department. Delhi lists a fee of ₹6,000 plus ₹1,500 per inspection; check your state. |
|---|---|
| Containers of 100 ml or more | Large volume parenterals need Form 27D and Form 28D, a joint inspection by the state and CDSCO zonal office, and approval of the Central Licence Approving Authority. |
| Good manufacturing practice | Revised Schedule M, notified as G.S.R. 922(E) on 28 December 2023. Units with turnover up to ₹250 crore that filed an upgrade plan had until 31 December 2025; a new plant must comply from the start. |
| Product testing | Each batch released only after sterility, bacterial endotoxin, particulate and leak tests to the pharmacopoeia named on the label. |
| Pollution board consent | Consent to establish and operate from the State Pollution Control Board; the board assigns the category for drug units in your state. |
| Business registration | Udyam (MSME) registration and GST registration |
Mistakes that weaken a sterile water for injection project report
- Pricing from online listings
Listed prices for a 10 ml ampoule range from about ₹2 to several hundred rupees. Lenders expect tender or contract rates backed by quotes.
- Leaving out validation time
HVAC, water system and steriliser validation take months before the licence inspection. A report that starts sales in month one overstates Year 1 cash.
- Adding bottles without the right licence
Moving into 100 ml or larger packs changes the route to Form 28D and central approval. Plan for it in the report if bottles are part of the range.
- Treating packing as a small cost
Strips, cartons and labels are 9.8% of sales in our sample, more than four times the power bill.
- Ignoring buyer credit
With 60 days' credit, receivables reach ₹152.24 lakh by Year 3 in the sample. Without them the cash credit limit is set too low.

Sterile Water for Injection project report: frequently asked questions
How much does a sterile water for injection plant cost in India?
A blow fill seal unit making about 1.4 lakh ampoules a day costs roughly ₹6–9 crore, and our sample report models one at ₹715 lakh. A smaller glass ampoule line can start near ₹4–6 crore, while a two-machine plant with 100 ml bottles needs ₹15–25 crore. These ranges are indicative; your report prices your own capacity, site and machines.
What is the difference between water for injection and sterile water for injection?
Water for injection is the pyrogen-free water a plant makes by distillation and uses in production. Sterile water for injection is that water filled into sealed single-use containers and sterilised, so it can be sold as a medicine. It has no preservative and is hypotonic, so it is used to dissolve or dilute drugs, not injected alone into a vein.
Which licence is needed to manufacture sterile water for injection?
You need a drug manufacturing licence from your State Drugs Control Department under the Drugs and Cosmetics Rules. The application is in Form 27 and the licence in Form 28, for Schedule C products. Containers of 100 ml or more are large volume parenterals and need Form 28D with approval from the Central Licence Approving Authority. The plant must meet revised Schedule M.
Is a sterile water for injection business profitable?
It can be, but margins per ampoule are thin. In our illustrative sample the unit sells at ₹3.15 an ampoule against a cost of ₹2.65. It earns ₹111 lakh net profit in Year 3 and pays back in about 4.3 years. Profit depends on running the BFS machine near full output and on winning steady co-packing or tender contracts.
Can I get a PMEGP loan for a sterile water for injection unit?
Usually not for the full project. PMEGP covers manufacturing projects up to ₹50 lakh, while a Schedule M compliant sterile unit with a water system, clean rooms and a filling machine costs several crore. Most promoters take an MSME term loan from a bank, with about 25% promoter money, as in our sample report.
How long does sterile water for injection stay usable?
Sealed plastic ampoules commonly carry a shelf life of up to five years when stored below 30 degrees Celsius. The exact period comes from your own stability data and licence. Once opened, the water must be used at once because it contains no antimicrobial agent. This long shelf life lets units build stock for tender supply.
Is the sample report free and can I use it for a loan?
The sample is free to view and download. It is an illustrative report that shows the format and depth of an NPCS report. Its figures are representative and not based on a real project, so it should not be submitted to a bank. For a loan, NPCS prepares a report for your own capacity, location, licence route and lender.
