Most of the industries in Himachal Pradesh sit in one corner of Solan district: Baddi, Barotiwala and Nalagarh, three foothill towns that now work as one factory belt. The Tribune reported in March 2025 that the belt holds more than 90 per cent of the state's industry. These towns touch Punjab and Haryana, so a truck from here reaches Chandigarh and the Delhi plains without a mountain road. A central tax package that began in January 2003 brought the first big investors, and medicine makers stayed because packers, suppliers and labs settled around them.

Pharma manufacturing is the anchor. Pharma products made up about two-thirds of the state's exports in 2021-22, according to Exim Bank. But the old tax breaks were time-limited, the state's own incentive policy is waiting to be replaced, and small drugmakers are being inspected against tougher factory standards. This page covers what holds Baddi up, what has changed, and which other Himachal towns suit a different kind of plant.

Why did Himachal's industries settle in Baddi and not elsewhere?

Four things came together, and only the first was a policy choice.

  • A time-limited tax package. From 7 January 2003, new units in Himachal and Uttarakhand got a full excise duty exemption and five years of income tax exemption, a 2009 Lok Sabha reply says. The excise exemption was to end on 31 March 2010. Down To Earth traces the belt's growth to this package.
  • A plains-side location. The belt sits on the plains edge of the state, close to Chandigarh. A rail line of just 33 km between Chandigarh and Baddi has been under construction for years.
  • A supplier web. About 650 pharma units work in the belt, and over 200 hold WHO-GMP certification, the World Health Organization's manufacturing-quality mark, Exim Bank says. Statewide, packaging had 1,046 small units in the 2014-15 industrial profile, more than pharma's 1,014, and it feeds blister packaging and carton makers near the drug plants.
  • Power. In July 2026 the state industry minister said industrial tariffs are slightly lower than in Punjab and Haryana. He gave no rates.

How many companies are in the Baddi belt?

No single number is right, because each count covers a different slice.

Which industrial areas in Himachal Pradesh can host a factory besides Baddi?

The belt is not the only option, and for plants that run on local inputs it may not be the best one. The Development Commissioner (MSME) industrial profile for 2014-15 supplies the inputs below, so read them as a guide to resources, not current unit counts.

ClusterWhat the records showFits best
Baddi, Barotiwala, Nalagarh (Solan)Pharma, packaging, engineering. The land bank was nearly exhausted by 2022, when four new industrial areas were notifiedDrug, packaging and export units that need Chandigarh access

What can a new factory claim from the state today?

The 2019 Industrial Investment Policy offers the most, but check dates first. Its incentives were meant for units that start production by 31 December 2025. The government has extended it more than once, most recently to 12 October 2026, because the new policy was not ready (The Tribune, August 2026). Reports on the 10 October cabinet meeting show no decision (ANI), and nothing found as of October 2026 says what applies now. Ask the Directorate of Industries before counting on any figure below.

For micro, small and medium units, incentives scale by area category: A is industrially developed, B developing, C tribal and backward blocks.

IncentiveCategory ACategory BCategory C
Land concession50%60%70%
Stamp duty and registration relief50%30%10%
Net SGST reimbursement (7 years, capped at fixed capital investment)60%90%90%
Interest subvention (3% a year for 3 years), yearly cap₹2 lakh₹4 lakh₹6 lakh

Every incentive needs at least 80 per cent Himachali employees, and a unit that misses it can lose incentives already claimed. The minister put the Baddi belt at 72.6 per cent in 2023. In July 2026 he said the new policy will favour green industry, food processing and local-input products, and discourage steel, ethanol and chemical units.

Why are small drugmakers in Baddi being inspected?

Revised Schedule M is the updated good-manufacturing-practice standard in India's drug rules. Makers with turnover up to ₹250 crore had until 31 December 2025 if they applied for an extension, Business Standard reported in November 2025. In October 2025 only 122 of 655 Himachal drug firms had complied, The Tribune reported. By January 2026 the same paper reported that 10 of 90 inspected units met the norms, 80 had received notices, and 20 to 25 had shut or halted.

Design a new plant to the revised standard from day one. If you plan to use a contract maker, get its inspection status in writing before signing; see the guide to contract manufacturing.

What slows a plant in the Baddi belt?

  • Roads. Down To Earth found five of the belt's 12 major roads carrying more traffic than they can handle, and the 16 km from Nalagarh to Baddi taking up to 1.5 hours. The 21 km four-lane project from Pinjore to Nalagarh began in 2023 and was 37 per cent complete in November 2024.
  • Rail. The ₹1,540 crore Chandigarh to Baddi line is shared equally with the Centre, and ₹178.95 crore of the state's share was still unpaid in March 2025.
  • Costs. Hindustan Unilever's Baddi unit closed, and industry blamed state levies and withdrawn power concessions, The Tribune reported in March 2025.

What should you check before buying a plot in the belt?

  1. Decide whether your product is regulated. For drugs, build to the revised standard or begin with a contract maker.
  2. Ask the Directorate of Industries, or the Single Window Clearance Authority at Nalagarh, which category your plot falls in and which incentives are live today.
  3. Price the project twice, with and without incentives. If it only works with the SGST reimbursement, it is not ready.
  4. Match location to inputs. Compare the belt with Una, Sirmaur and Kangra, and with industries in Punjab and industries in Uttarakhand.
  5. Visit the plot gate on a weekday evening and time the road to the highway.

Frequently asked questions

Is Baddi really Asia's largest pharma hub?

No official ranking gives it that title, so treat it as a slogan. What is documented is about 650 pharma units in the belt (Exim Bank, 2023). Officials put Himachal's share of India's pharma output at nearly 30 per cent (state industry minister, July 2026) to 35 per cent (Union minister of state, 2022). Neither is an audited figure.

Which are the top companies in Baddi?

No official ranking exists. Exim Bank names Alkem Laboratories, Cadila Pharmaceuticals, Dr. Reddy's Laboratories and Sun Pharmaceutical Industries among pharma companies operating in Himachal. Hindustan Unilever's Baddi unit has closed, so lists age fast. Lists on contract manufacturers' sites are promotional.

Are Solan and Baddi the same place?

No. Solan is the district and Baddi is an industrial town inside it. In February 2026 the state re-notified Baddi's upgrade from municipal council to municipal corporation, which also covers Barotiwala. Nalagarh stays a council.

Can a Baddi factory export through a port?

Not directly. Baddi's inland container depot opened in 2015, but as of Exim Bank's 2023 report it handled only full-container export cargo. Less than 1 per cent of Himachal's pharma exports used it in 2021-22. Most left through Delhi airport or Nhava Sheva port.

What is the biggest industry in Himachal Pradesh?

Pharma, by exports: 65.2 per cent of the state's 2021-22 exports, per Exim Bank. Manufacturing as a whole produced 32.8 per cent of state output that year. The industry minister also named cement and mining as major revenue sources in July 2026.
