Start with oil-immersed distribution transformers of up to 2,500 kVA and 33 kV, and leave large power transformers to the big groups. The first is a plant of around ten crore rupees. The second is a ₹2,000 crore decision, which is roughly what Hitachi Energy India announced in June 2026 for a new factory at Karjan, Vadodara.

On transformer manufacturing plant cost in India, the Niir Project Consultancy Services (NPCS) project report for distribution transformers puts a plant making 9,000 units a year at a total capital investment of about ₹10.2 crore, with machinery only about a third of that.

The government's March 2026 summary of the National Electricity Plan lifts the grid's transformation capacity by about two-thirds by 2032. What decides your orders is a Bureau of Indian Standards (BIS) licence and a clean type-test report.

Which transformers can a new manufacturer realistically build?

Your rating fixes your standard and your entry barrier, so settle it before you price a machine. Only the first row suits a first plant.

SegmentTypical ratingStandardWhat blocks a new entrant
Oil-immersed distribution transformerUp to 2,500 kVA, 33 kVIS 1180 (Part 1):2014BIS licence, type tests, tender eligibility
Power transformer, sub-transmissionAbove 2,500 kVA, up to the 132/33 kV classIS 2026 seriesHeavier plant, bigger cranes, supply record
Extra-high-voltage power transformer220 kV and aboveIS 2026 series plus buyer specification₹2,000 crore class factories

Solar inverter duty and wind-farm transformers are special designs made to the buyer's specification, so make them your second product. Our renewable energy manufacturing ideas page covers that side.

Pick distribution transformers first. A bank, a DISCOM and a test lab all know the product. The electrical manufacturing business ideas hub lists the alternatives, and the LED bulb manufacturing guide shows the low-capital end of the sector.

What does a transformer manufacturing plant cost in India?

Two NPCS project reports show the spread. The two plants cost almost the same in total but buy very different things.

ItemDistribution transformer plant132/33 kV, 50 MVA plant
Annual capacity9,000 units50 units
Plant and machinery₹325 lakh₹224 lakh
Total capital investment₹1,021 lakh₹1,043 lakh
Return (as stated in the report)44%29%
Break-even point67%42%

Machinery is about 32% of the first plant's project cost and 21% of the second's. The balance sits in items such as land, building and working capital.

Treat both as a map of scale. Capacity is stated in units, not kVA, so convert it to your rating mix, and refresh copper, steel, oil and land prices before a lender sees the numbers.

How much new transformer demand is the grid creating?

Grid expansion is the demand engine, and these are the government's own numbers.

Grid indicatorLatest2032 plan
Transmission network (lakh circuit km)Above 5 (January 2026)6.48
Transformation capacity (GVA)1,4072,345
Peak demand (GW)242.49 (2025-26)458

Distribution is funded separately. The Revamped Distribution Sector Scheme carries an outlay of about ₹3.03 lakh crore, per the same summary, and small-rating demand comes from there.

Who fills the demand matters more than the total. Hitachi Energy India's Karjan factory, due in FY28, will serve high-voltage transmission and HVDC work. Siemens Energy India approved about ₹2,060 crore in February 2026 for roughly 30,000 MVA of new capacity. Both target orders a new MSME is unlikely to enter.

Expect price pressure too. EQ Magazine reported in July 2026 that Chinese suppliers are back, while Indian makers say they compete on service, delivery speed and local manufacturing.

Which approvals does a transformer plant need, and in what order?

Three approvals gate your first sale. Start the BIS application once the layout is fixed, because factory inspection and sample testing take the time.

ApprovalWhat it means for you
BIS licenceMandatory for outdoor oil-immersed distribution transformers up to 2,500 kVA and 33 kV under the Electrical Transformers (Quality Control) Order, as listed by the Ministry of Heavy Industries.
Type and routine testsIS 1180 requires routine, type and special tests as per IS 2026. Book short-circuit test slots early.
BEE star labellingThe Bureau of Energy Efficiency's October 2025 presentation lists distribution transformers in the mandatory phase of its labelling programme. Confirm the star level before you freeze the design, since it sets core and winding choices.

State permits for factory registration, pollution control and the power connection depend on your state, and its single-window portal lists them. Utility tenders add eligibility clauses, usually test reports and proof of earlier supply, so read one live tender before you fix the plan.

How is a distribution transformer made, step by step?

  1. Design: fix rating, voltage, loss levels and impedance from the buyer's specification.
  2. Core: cut cold-rolled grain-oriented (CRGO) steel sheets, stack and clamp them. Burrs raise no-load loss.
  3. Winding: wind low-voltage and high-voltage coils from copper or aluminium conductor.
  4. Assembly: fit the coils over the core limbs and connect the leads and tap changer.
  5. Drying: remove moisture from the insulation in a vacuum or vapour-phase oven, since wet insulation fails high-voltage tests.
  6. Tanking and oil filling: lower the assembly into the tank, fit bushings and fill with transformer oil under vacuum.
  7. Testing: routine tests on every unit, and type tests on the first unit of each design at an approved lab.
  8. Finishing: paint, nameplate, BIS mark and dispatch.

Which machines does the factory need?

Short-circuit and impulse type tests are normally outsourced, so a first plant need not buy that equipment.

MachineWhat it does
CRGO cutting lineCuts steel coils into low-burr core sheets
Core stacking and clamping tableBuilds the stepped core
Coil winding machinesWind the coils
Vacuum or vapour-phase drying ovenDries the assembly
Tank fabrication and welding setMakes tanks and fits radiators
Vacuum oil filtration and filling plantTreats and fills transformer oil
Overhead craneMoves the assembly

How exposed is a new plant to CRGO steel supply?

Very exposed. The Global Trade Research Initiative (GTRI) estimates that India uses 4 to 4.5 lakh tonnes of CRGO a year against domestic output of 40,000 to 50,000 tonnes, so imports cover nearly 90%. Imported steel needs BIS-certified grades, and the Directorate General of Trade Remedies opened an anti-dumping probe on 22 June 2026 covering CRGO from China, Japan, Korea and Russia. GTRI warns that duties could raise transformer costs.

Hold two approved steel sources, and check for a price-variation clause before you quote a fixed price. For copper, see the copper recycling plant guide.

What will a lender ask for?

A lender typically checks the BIS licence status, a buyer or tender pipeline, and the cash tied up in steel, copper and stock. The detailed project report format guide shows what a bank expects to read, and the MSME schemes page lists support schemes. NPCS has been consulting since 1994 and has prepared more than 5,000 project reports across over 40 sectors, in the format banks usually expect.

What should you do in the first three months?

  1. Choose two or three distribution transformer ratings from a live tender you could bid for, and run a manufacturing feasibility check.
  2. Fix a site with dependable power and road access for heavy loads, and list the state permits.
  3. Apply for the BIS licence alongside the plant layout, and request type-test slots at an approved lab.
  4. Sign steel and copper supply with two sources each, with price-variation terms.
  5. Get a project report built for your capacity and location.

An NPCS project report for this product covers the specification, process, machinery with suppliers, raw material sources, plant layout, manpower and the financials a bank reads.

Frequently asked questions

Can a new transformer maker sell to DISCOMs without a supply record?

Not easily. Utility tenders set their own eligibility, and many ask for valid test reports and earlier supply of the same rating. Read the clause in the tender you want, and use industrial and EPC buyers to build a record first.

Where can I get distribution transformers type-tested?

The Electrical Research and Development Association (ERDA) says it can type-test transformers up to 2.5 MVA, 33 kV, and handles about 80% of India's distribution transformer testing, according to its director in an August 2024 interview. Ask BIS for its list of recognised labs too.

How much of India's CRGO steel is imported?

Nearly 90%, going by GTRI's estimate of domestic output against annual consumption. Because imports need BIS-certified grades and a trade-remedy probe began in June 2026, keep a second approved supplier and watch how the probe ends before you sign long fixed-price contracts.

Why do market-size estimates for Indian transformers differ so much?

Research firms count different products. Some include only power transformers, others add distribution units, and base years and currencies differ. For a plant decision, use grid build-out targets and the tender volumes of your target buyers.
