A rubber processing business buys raw natural rubber from growers, as field latex or lumps of coagulated rubber, and converts it into a grade that tyre and industrial buyers accept: ribbed smoked sheets (RSS), block rubber or concentrated latex. Choose that product first, because it decides your machines, your raw material and how easily you sell.
The market gap is in block rubber. In 2023-24 India used about 6.8 lakh tonnes of it and produced under 2 lakh. Sheets are the crowded end: about 5.4 lakh tonnes produced against 5.9 lakh consumed. Whichever you pick, expect a Rubber Board processor's licence, pollution board consent and a plant-scale budget of ₹3 crore to ₹12 crore. Set up inside the growing belt: Kerala grows about 71% of India's rubber, while Tripura and Assam have roughly doubled their output since 2014-15.
Sheets, block rubber or latex concentrate: which product should you process?
Only block rubber shows a large shortfall; sheets and latex concentrate are close to balanced. Figures are Rubber Board data for 2023-24, as reproduced by Infomerics.
| Product | Raw material | Core machines | Production (tonnes) | Consumption (tonnes) |
|---|---|---|---|---|
| RSS | Field latex or sheet-grade coagulum | Coagulation tanks, rollers, smokehouse | 542,175 | 589,345 |
| Block rubber (ISNR) | Cup lump and lower-grade coagulum | Hammer mill, creper, granulator, dryer, baler | 190,920 | 684,010 |
| Latex concentrate | Field latex | Centrifuge, storage tanks, effluent plant | 101,895 | 108,405 |
ISNR stands for Indian Standard Natural Rubber, the Board's name for block rubber. Choose block rubber if you can buy cup lump in volume and want tyre makers as customers: the same report puts automotive tyres at about half of India's natural rubber use. Choose sheets if your suppliers are growers selling latex or sheet-grade coagulum, and accept the thinner gap. Take latex concentrate only with a buyer already lined up; the whole market is about 1.08 lakh tonnes.
How does a plant turn latex and cup lump into sellable rubber?
The three products follow different lines.
Ribbed smoked sheets
- Filter field latex into collection tanks.
- Coagulate it in tanks with dilute acid and lift out the slabs.
- Roll the slabs into thin sheets; the last roller leaves ribs that speed drying.
- Dry the sheets in a smokehouse for a few days.
- Grade by colour, bubbles and dirt, then bale.
Block rubber
- Soak and wash cup lump to loosen soil and bark.
- Clean and blend it in a hammer mill and creper.
- Cut it into small granules under water.
- Drain and dry the granules.
- Check dirt and the other grade limits, then press into blocks.
Latex concentrate
- Filter field latex and add ammonia to keep it liquid.
- Spin it in a centrifuge until dry rubber content reaches about 60%, the figure in the government's UNNATI 2024 model project report for a rubber processing unit.
- Test, store and pack.
Raw material quality is the step buyers punish. Cup lump carrying soil or bark drops block rubber into a lower grade, so write a purchase specification for suppliers before you order machines.
Which machines does a rubber processing unit need?
The UNNATI 2024 model project report, published by Nagaland's industries department, budgets ₹65 lakh for machinery (excluding GST) in a unit that handles 600 tonnes of rubber a year.
| Machine | What it does | Route | Model budget (₹ lakh) |
|---|---|---|---|
| Roller machines (2) | Press coagulated slabs into thin sheets | RSS | 20 |
| Smokehouse | Smoke-dries the sheets | RSS | 12 |
| Centrifuge | Concentrates field latex | Latex | 15 |
| Shredder | Cuts coagulum and scrap | Block rubber | 6 |
| Granulator | Reduces it to granules | Block rubber | 5 |
| Effluent treatment plant | Treats wash and coagulation water | All routes | 7 |
The model list has no dryer, creper or baler, so a block rubber plant needs those quoted separately. Compare supplier quotes on tonnes of dry rubber per hour, not machine size.
How much does a rubber processing plant cost, and does it pay?
Plant-scale budgets run from ₹3 crore for the model unit to ₹9.4 crore and ₹12.1 crore in two NPCS project reports. Return and break-even figures are as printed in the NPCS report profiles.
| Project report | Capacity | Plant and machinery (₹ lakh) | Total capital (₹ lakh) | Return | Break-even |
|---|---|---|---|---|---|
| NPCS: Natural Rubber Block | 24 tonnes a day | 402 | 1,211 | 29% | 50% |
| NPCS: Crude Rubber Processing | 3,600 tonnes a year | 138 | 940 | 25% | 45% |
| UNNATI 2024 model report | 600 tonnes of rubber a year | 65 | 300 | - | - |
Smaller sheet units exist, but no official costing is published for them, so this page does not quote one.
Profit is the gap between what you pay for raw rubber and what the grade sells for, so it moves with price. Onmanorama reported RSS-4 at a record ₹284.50 a kg in Kottayam and Kochi on 13 October 2026, about ₹2.34 above the international rate. When Kerala prices stay above international levels, tyre makers can turn to imports, which hurts a processor who bought dear. Size working capital for the dearest month, not the average.
Which licences does a rubber processing unit need?
The Rubber Board issues three licences, each valid for three years. These fees come from the Board's August 2025 application guidelines as summarised by TeamLease RegTech, current as of October 2026, and applications are made online.
| Licence | Who needs it | Fee for 3 years (₹) |
|---|---|---|
| Processor (Form B1) | Units converting raw rubber into other forms | 3,540 |
| Dealer (Form B) | Anyone buying, selling or storing natural rubber | 3,540 |
| Manufacturer (Form D) | Units making goods from rubber | 1,770 up to 4 tonnes; 3,540 above |
Ask the regional Rubber Board office whether buying raw rubber from growers also needs the dealer licence.
The licences rest on the Rubber Act, 1947. A 2022 draft bill proposed one-time registration instead, but the 2025 guidelines still apply the 1947 Act, so plan for licences.
You will also need GST and Udyam registration, the local body's trade and building licence and State Pollution Control Board consent. Ask the board which category your process falls in before you buy land.
Where should the plant stand: Kerala or the Northeast?
Kerala has the volume, but Tripura and Assam are the fastest-rising suppliers. Figures are Rubber Board production in tonnes.
| State | 2014-15 | 2023-24 |
|---|---|---|
| Kerala | 507,700 | 609,600 |
| Tripura | 47,000 | 91,500 |
| Karnataka | 34,560 | 52,780 |
| Assam | 17,310 | 46,500 |
Compare the Kerala industrial areas with the Assam industrial towns for land, power and connectivity. Haulage of bulky latex and cup lump is a daily cost, so sit near suppliers.
What to do first when starting a rubber processing business
- Fix the product from the first table and write a purchase specification for raw rubber.
- Visit the regional Rubber Board office to confirm the licence class and whether the dealer licence applies too.
- Shortlist sites near suppliers.
- Collect supplier quotes for the whole line, including the dryer, creper and baler the model report leaves out.
- Build a project report a bank can read: raw material tie-ups, working capital and buyer agreements. The detailed project report guide explains the report format, and the MSME schemes page covers Udyam registration and loans.
The Rubber Board runs a natural rubber sector scheme, named in an August 2023 Lok Sabha reply, but published sources show no per-unit subsidy for private processors. Ask the Board what applies from April 2026, and treat any agent's subsidy figure as unverified.
Under ₹1 crore, start with the business ideas under ₹1 crore list or tyre recycling; the rubber and leather manufacturing ideas hub covers the rest.
NPCS has prepared project reports since 1994, across more than 40 sectors. A rubber processing project report from NPCS sets out the process, machinery with suppliers, raw material sources, project cost, working capital, profitability and break-even, in the format banks typically ask for. A project-specific report is needed for any lending decision, because these figures change with capacity and location.
Frequently asked questions
Is the rubber processing business profitable?
It can be, but margin is the gap between what you pay growers and what buyers pay for the grade. The NPCS project reports above show a return of 25 to 29% and break-even at 45 to 50% of capacity for plants of ₹9 to ₹12 crore. Without assured raw rubber supply, any plant struggles.
How much does 1 kg of rubber cost?
On 13 October 2026 RSS-4 sheet rubber reached a record ₹284.50 a kg in Kottayam and Kochi, Onmanorama reported. Latex, cup lump and block rubber sell at different rates and prices change daily, so check the Rubber Board's daily price before costing a project.
Which state is the largest rubber producer in India?
Kerala, with 6.1 lakh tonnes of India's 8.57 lakh tonnes in 2023-24, about 71%. The Rubber Board's executive director told UNI on 7 October 2026 that national output reached 9.05 lakh tonnes in 2025-26.
What is the difference between rubber processing and rubber manufacturing?
Processing turns raw rubber into sheets, block rubber or concentrated latex. Manufacturing makes finished goods from those, such as hospital sheets and gloves, and needs the separate Form D licence. The mackintosh sheet manufacturing guide covers one such product.
