To start a PROM fertilizer manufacturing business in India, decide what feeds the plant, get a state licence, and lock in rock phosphate supply before you order machines. PROM, or phosphate rich organic manure, is finely ground rock phosphate composted with cow dung, farm waste or biogas slurry. Farmers use it as a cheaper, slower-acting phosphate source than DAP.

One documented small plant, run by a farmer company in Sindhudurg, Maharashtra, cost ₹16.84 lakh for shed, machinery and installation. Its five-year projection shows a loss in year one and rising profit from year two. Rock phosphate and dried organic matter make up most of the running cost, so supply terms matter more than machinery. No bag can be sold until the state agriculture department grants a certificate of manufacture.

Compost yard or biogas slurry: which PROM route suits you?

The route sets your cost, licence questions and the support you can claim.

PointFarm compost routeBiogas slurry route
FeedstockCow dung, farmyard manure or press mud, composted with rock phosphateDry cake filtered from biogas slurry, blended with rock phosphate
Time and spaceComposting phase of 7 to 10 days or more, plus yard spaceSun-dried cake is blended and bagged, so a shed is most of the plant
SupportNo PROM-specific scheme foundMarket development assistance, only via registered GOBARdhan plants

Choose slurry only if biogas plants or dairies already supply it within a short haul. Otherwise start with composting. For compost without rock phosphate, see the organic fertilizer manufacturing guide.

How much does a PROM plant cost, and when does it turn a profit?

The only itemised PROM costing found is a June 2023 GIZ India case study of a farmer producer company in Sindhudurg. It plans 462 tonnes a year from five 300 kg batches a day. The shed costs ₹8.00 lakh and machines with installation ₹8.84 lakh, so capital cost is ₹16.84 lakh.

YearSales (₹ lakh)Profit after interest (₹ lakh)Net margin
121.56-2.14-10%
247.434.159%
378.2617.1522%
486.0922.5726%
594.7030.8033%

Treat it as a template, not a market average. The case sells PROM at ₹14 a kg, raises the price 10% a year, and buys dry cake at ₹7 a kg and rock phosphate at ₹12 a kg. By its own cost table those two inputs are about 70% of year-one running cost and 80% from year three, so a small price change in either moves your margin faster than any machine choice.

How is PROM made, step by step?

A 2024 review in Harit Dhara describes the composting route.

  1. Grind. Use high-grade rock phosphate (the review cites over 34% P2O5), ground fine.
  2. Prepare. Shred farmyard manure, vermicompost or digester sludge.
  3. Blend. Mix rock phosphate and organic matter at about 1 part to 2, with water to roughly 70% moisture.
  4. Inoculate. Add phosphate solubilising bacteria at 3 to 5% of the mix.
  5. Compost. Turn weekly. The hot phase runs 7 to 10 days, and an optional Azotobacter stage adds 5 to 10.
  6. Dry and screen. Screen the dried material and send a sample for tests under the Fertiliser (Control) Order (FCO).
  7. Bag. Pack in 40 kg bags, as the GIZ case does, and keep a sample of each batch.

The biogas route skips the yard. Slurry solids are filtered, sun-dried for 48 hours into cake, then blended with rock phosphate and a liquid organic input.

Which machines does a small PROM unit need?

The GIZ case lists nine items, and the shed costs more than all of them together.

MachineRoleCost (₹ lakh)
Mixture blenderBlends rock phosphate, organic matter and culture2.56
PLOF multiplication and pumping systemMultiplies and pumps the liquid input1.72
Rotary screening machineRemoves oversize lumps1.65
Chipper shredder/pulveriserBreaks cake or compost fine0.80
Weighing machine, two moisture meters, bag stitcher, barcode printer, water filterSupport weighing, testing, bagging and labelling1.18

Installation and transport add ₹0.93 lakh. The case has no granulator or dryer, so price those separately for granules, and ask two suppliers for fresh quotes.

Where do you buy rock phosphate and organic matter?

Rock phosphate is the input you cannot improvise. The Indian Bureau of Mines yearbook reports 13.95 lakh tonnes of domestic output in 2021-22, 92% from Rajasthan and about half graded up to 20% P2O5, against imports of 96.6 lakh tonnes, mainly from Jordan, Morocco, Egypt and Togo. A high-grade, finely ground lot may therefore come through traders or importers, priced with import costs.

Which licence does a PROM fertilizer manufacturing unit need?

PROM is an organic fertilizer, so the FCO governs it. Clause 12 of the order bars anyone from making organic fertilizer without a certificate of manufacture from the registering authority your state appoints, usually in its agriculture department. The product must meet the FCO schedule for PROM: moisture up to 25%, 90% passing a 4 mm sieve, a carbon to nitrogen ratio below 20:1 and capped heavy metals.

Certificate of manufactureState registering authorityNeeded before the first sale
Pollution board consentState pollution control boardCategory varies; Odisha lists standalone composting above 5 tonnes a day as orange
Udyam registration and GSTGovernment portalsBanks and buyers ask for both

In June 2026 the Centre exempted makers of fermented organic manure (FOM) and liquid fermented organic manure (LFOM) from the separate authorisation letter under FCO clause 8(3) for ten years. PROM is not named, so ask your state authority whether the letter applies to you.

What demand and support can a PROM unit count on?

Official data do not split PROM from FOM and LFOM, but the market is growing. IBEF reported minister J.P. Nadda telling the Rajya Sabha in March 2026 that combined sales under the assistance scheme rose from 56,058 tonnes in 2023-24 to 3.36 lakh tonnes in 2024-25 and 16.72 lakh tonnes in 2025-26 up to 28 February.

Support is narrower than most competitor pages suggest. The Department of Fertilizers pays market development assistance of ₹1,500 a tonne on FOM, LFOM and PROM. KIP Financial's summary of the guidelines ties it to biogas or compressed biogas plants registered on the Unified GOBARdhan portal, for 2023-24 to 2025-26. The August 2026 PIB note gives no current end date, so as of October 2026 check the department's website before relying on it.

Several pages claim a 35% capital subsidy up to ₹60 lakh for PROM units under PM-PRANAM. PIB's July 2023 description differs: PM-PRANAM rewards states that cut chemical fertilizer use, passing them half the subsidy saved. It is not a plant subsidy. For a term loan, take your Udyam registration to a bank and read the MSME schemes page.

What should you do in the first three months?

  1. Visit one biogas cluster and one compost yard, then choose the route.
  2. Get written rock phosphate quotes from two suppliers, with the P2O5 assay and fineness of the exact lot.
  3. Ask the state agriculture department for its certificate checklist and the pollution board for your unit's category, before buying land.
  4. On the slurry route, check the status of market development assistance.
  5. Rebuild the five-year table with local prices, then run one test batch through a notified lab.

PROM sits among the fertilizer projects in chemical manufacturing ideas. Compare it with NPK fertilizer manufacturing, vermicompost production or other agriculture manufacturing ideas.

Frequently asked questions about PROM manufacturing

Can I sell PROM without a fertilizer licence?

No. The FCO bars making organic fertilizer without a certificate of manufacture, and each batch must meet the schedule limits. Dealers who only resell have separate rules, so check with your state.

How do I get the licence, and how long does it last?

Apply to your state's registering authority. The order says it must decide within 45 days of receiving the application, and the certificate stays valid for three years unless suspended or cancelled. Confirm the current form and fee with your state.

What is the difference between PROM and FOM?

FOM is fermented organic manure, such as solids from biogas digestate. PROM adds rock phosphate to raise phosphate content. The June 2026 exemption names FOM and LFOM but not PROM.

Can PROM replace DAP?

Partly, depending on soil and crop. PROM releases phosphate slowly, while DAP also supplies nitrogen and acts faster. The Harit Dhara review reports PROM working in acidic, alkaline and saline soils, so ask a state agricultural university for local data.
