Organic fertilizer manufacturing in India comes down to four routes: vermicompost, compost and fermented organic manure, enriched granules, and liquid biostimulants. Each needs different money, a different approval and a different buyer, so the first decision is which route to start with.

For a first plant, pick vermicompost or fermented organic manure. The setup is modest and farmers and dealers buy by the bag. Liquid biostimulants pay more per litre but carry the heaviest approval load: the government stopped extending provisional registrations in mid 2025, so a new product needs a formal listing before it can be made or sold.

Cost depends on tonnes per day, shed area and whether you granulate, so this guide shows how to get a firm figure from supplier quotes. Profit is earned in the shed and the sales route, not on the machine list.

Which organic fertilizer should you make first?

The four routes differ most in approval load and in who buys.

RouteWhat you buyWho buysApproval load
VermicompostBeds, shade shed, shredder, sieve, earthwormsFarmers, nurseries, dealersLight; very small units are carved out
Compost and fermented organic manureShredder, turner or loader, screen, baggingDealers, farmers, fertilizer marketing companiesModerate: state certificate
Enriched or granulated manure, including PROMAbove plus mixer, granulator, dryerDealers and cooperativesModerate to heavy: every batch tested
Liquid biostimulantExtraction and filtration vessels, filling line, labDealers and crop input companiesHeaviest: the product must be listed

Start with vermicompost if cow dung and farm waste are within easy hauling distance. Start with fermented manure if you can secure steady biogas slurry or market waste; compressed biogas plants produce slurry as a by product. Move to granules, such as phosphate rich organic manure, only after a season of bag sales shows who your buyers are.

How much does it cost to set up an organic fertilizer plant?

No single figure is honest, because three choices set the cost: tonnes per day, whether you dry and granulate, and whether you add a testing lab. The only entry point with a published benchmark is a farm scale vermicompost bed. A NABARD regional office unit cost list for 2025-26 puts a 12 ft by 4 ft by 2 ft vermicompost unit at ₹25,000 (banks may set local figures). Beyond that size, collect three quotes against the table below.

Cost blockWhat decides itAsk the supplier

Working capitalDealer credit period, seasonal buyingAsk the bank; not a quote item

First time producers underestimate working capital. Dealers typically order before sowing and pay after it, so cash sits in stock and receivables.

Is organic fertilizer manufacturing profitable, and who buys?

It can be, but the margin comes from four levers, and a margin percentage quoted without them is a sales pitch.

LeverRaises margin whenCuts margin when

Moisture and baggingCured, screened, sold in standard bagsSold wet, so freight pays for water

Demand is policy led right now. The National Mission on Natural Farming, launched in November 2024 according to the Prime Minister's Office, plans 10,000 bio input resource centres. Separately, the Department of Fertilizers pays market development assistance of ₹1,500 per tonne on fermented organic manure, liquid fermented organic manure and phosphate rich organic manure from biogas plants registered under GOBARdhan. A standalone compost yard does not qualify, and the original approval ran only to 2025-26, so confirm it is still open.

How is organic fertilizer made, step by step?

  1. Collect and sort feedstock such as cow dung, crop residue, market waste, press mud or biogas slurry, and pull out plastic, stone and glass.
  2. Shred and blend dry, carbon rich material with wet, nitrogen rich material so the pile heats evenly.
  3. Compost in windrows or vermicompost beds, turning to keep air and moisture even. Tamil Nadu Agricultural University's model unit keeps beds 1.5 m wide at 40 to 50% moisture and runs a cycle of about 75 days.
  4. Cure until the material cools and stabilises, then screen out oversize pieces for the next batch.
  5. Enrich or granulate if the product needs it: add rock phosphate for PROM, or granulate and dry for easier spreading.
  6. Test a sample of every batch for moisture, pH, organic carbon and nutrients against the standards in the Fertiliser Control Order (FCO), and keep the record.
  7. Bag, label with your certificate details and store under cover.

How are liquid biostimulants made?

Seaweed or humic raw material is extracted, filtered, standardised for strength, preserved and filled. The chemistry is simple; the proof is not. Listing under Schedule VI of the FCO needs data on bioefficacy, toxicity and chemistry, and the Delhi High Court's August 2025 judgment records that provisional registrations were not extended beyond 16 June 2025.

Which machines does an organic fertilizer plant need?

Buy the shredder and screen first and the granulator last.

Which approvals do you need before selling the first bag?

Four approvals matter, and the first comes before anything else.

ApprovalWho needs itWhat to know
Certificate of manufactureAnyone making organic fertilizer for saleIssued by the state registering authority. Bihar's agriculture department lists a qualified person, a lab declaration, a pollution board NOC and premises papers. The FCO text exempts vermicompost units below 50 tonnes a year.
Authorisation letter to sellManufacturers selling in a stateMakers of fermented organic manure and liquid fermented organic manure are exempt for ten years under a June 2026 amendment. Other products still need it.
Batch standardsEvery batchSamples are tested against FCO limits, including heavy metals. A batch that misses should not be sold as fertilizer.
Biostimulant listingLiquid biostimulant makersThe product itself must be listed in Schedule VI before manufacture.

The MSME schemes page covers Udyam, GST and loan support.

What should you do before buying any machine?

  1. Pick the route using the first table.
  2. Get three quotes against the cost table, each stating tonnes per hour at your feed moisture.
  3. Visit the state agriculture department and confirm what the certificate needs, as states differ.
  4. Line up first dealers or cooperatives before the first batch and agree payment terms in writing.
  5. Prepare a project report for the bank; the detailed project report guide shows what lenders expect.

Frequently asked questions about organic fertilizer manufacturing

What are the main types of organic fertilizer?

Farmyard manure, compost, vermicompost, oilcakes, poultry manure, bone meal, green manure, biogas slurry, seaweed extracts and phosphate rich organic manure are the common types. Composts and manures are sold in bulk or large bags, while extracts go out in small packs.

What is the difference between organic fertilizer, biofertilizer and a biostimulant?

They differ in what the product contains and which rule governs it. Organic fertilizer is decomposed plant or animal matter that feeds the soil. A biofertilizer carries live microbes, such as nitrogen fixers, and has its own biofertilizer guide. The FCO defines a biostimulant as a substance or microorganism that stimulates plant processes, whatever its nutrient content.

How long does a vermicompost batch take, and how much do you get?

In Tamil Nadu Agricultural University's model unit, one bed cycle takes about 75 days and yields roughly 30% of the input weight as finished compost. Plan your output on your own bed turnover and feed quality, not on a brochure's batch count.

Do you need a lab and a qualified person for the certificate?

Plan for both. Bihar's agriculture department lists a qualified person with a degree in agriculture or chemistry and a declaration of lab facilities among its documents. Rules differ by state, so confirm with your registering authority before buying any instruments.
