A biofertilizer unit sells living bacteria or fungi that help crops take up nitrogen and phosphorus, so the business rests on keeping a culture alive, pure and counted. Plan on a project cost of roughly ₹70 lakh to ₹75 lakh for a plant built around a fermenter.

Three decisions come before any machine is ordered. Powder or liquid sets your machinery, pack sizes and shelf life. The certificate of manufacture from the registering authority is needed before you prepare a single batch. And someone must run the laboratory, because the law expects a minimum lab at the plant.

One rule is new. From 1 April 2026, biofertilizer packs must fall inside fixed size bands, so packaging is a day-one decision.

Should biofertilizer production start with powder or liquid?

Both formats use the same cultures and fermenter. The finishing line and the rules differ.

PointCarrier-based powderLiquid
Minimum live count (Schedule III of the fertiliser order)5 × 10⁷ colony-forming units (CFU) per gram1 × 10⁸ cells per ml
Pack size from 1 April 2026200 g to 1 kg50 ml to 1 litre
Finishing lineSterilised carrier, mixing, curing space, sealingProtective additives, bottle filling, sealing

A Lok Sabha reply of 24 March 2023, compiling state agriculture department figures, shows liquid output rising from 9,033 kilolitres in 2017-18 to 2,32,934 kilolitres in 2021-22, while powder moved from 1,21,067 to 1,69,379 tonnes. Launch the format your first two distributors ask for, then add the second on the same fermenter.

What does a biofertilizer manufacturing plant cost, and what can it earn?

A fermenter-based plant needs about ₹70 lakh to ₹75 lakh, and the fermenter moves the total most. The table comes from a bio fertilizer unit project report for 300 tonnes a year on the Uttar Pradesh government's MSME portal. The report is undated, so its prices are indicative.

Cost head₹ lakh
Plant and machinery (the fermenter alone is 30.00)51.00
Furniture and fixtures0.80
Contingencies5.10
Pre- and post-operative expenses1.20
Working capital margin11.42
Total project cost69.52

The report leaves land and building blank, so add your own site cost.

At full use the report assumes 300 tonnes sold at ₹30,000 a tonne, or ₹90 lakh, against a production cost of ₹62.29 lakh. That leaves a profit of ₹27.71 lakh, or 30.79% of sales. Treat full use as a year-three number, because farmers judge a biological product by crop results over a season, and model year one at a fraction of it.

The NPCS project report on liquid organic fertiliser (biofertiliser) gives a second reference. For a plant of 3 lakh litres a year it lists plant and machinery of ₹20 lakh and a project cost of ₹74 lakh, with a stated return of 41% and a break-even point of 71%. Machinery differs most between the two reports (₹51 lakh against ₹20 lakh), so ask every supplier whether the quote includes the fermenter and lab equipment.

What approvals does a biofertilizer unit need before the first batch is sold?

The rules sit in the Fertiliser (Control) Order, 1985 (FCO), and the table follows the fertiliser order text linked here. The order was amended repeatedly in 2025 and 2026, so confirm current forms and fees with your registering authority, which your state agriculture department can name.

RequirementWhat it means for you
Certificate of manufactureNeeded before you prepare any batch. You file Form D with the fee, the authority is to decide within 45 days, and the certificate runs three years, with renewal filed before expiry.
Laboratory at the plantThe order expects minimum lab facilities set by the Controller, so budget the lab before the building.
Product standardEach batch must meet Schedule III: the live counts above, no contaminant colonies at a 1-in-100,000 dilution, and the count held through the declared shelf life.
Label and packContainers carry the words BIO-FERTILISER/ORGANIC FERTILISER. Under the Agriculture Ministry's notification of 25 March 2026, packs sit inside the size bands above from 1 April 2026, and earlier stock sells until its shelf life ends.
Factory registrationsGST, MSME registration and pollution control board consent are separate from the fertiliser certificate.

How does biofertilizer production work, step by step?

The steps match for powder and liquid until the culture leaves the fermenter.

  1. Start from an authenticated mother culture of each strain, from a research institute such as ICAR or an agricultural university, and keep it pure.
  2. Multiply it in sterile broth, in flasks and then the fermenter, and check purity and count before it leaves the fermenter room.
  3. For powder, mix the broth into finely ground, sterilised carrier, let it cure and seal the packs. For liquid, blend in protective additives and fill bottles.
  4. Test the finished lot against Schedule III and keep a retained sample until shelf life ends.
  5. Store cool and dispatch quickly, because the culture loses count with time.

One item dominates the state report's short machinery list.

MachineWhat it does₹ lakh in the state report
FermenterGrows the culture under controlled conditions30.00
Mass mixers (2)Blend culture into carrier3.00
Tray drierDries and cures material3.00
Testing equipmentCounts and contamination checks2.50
Bottle washing, filling and sealing (three machines)Liquid packing line2.75

The report names no autoclave or laminar air-flow cabinet, so ask your microbiologist whether the ₹2.50 lakh testing line covers them.

How does organic farming create buyers for a biofertilizer plant?

Organic farmers are steady customers because schemes pay them to use organic inputs. A Lok Sabha reply of 30 July 2024 says farmers under the Paramparagat Krishi Vikas Yojana (PKVY) receive ₹15,000 per hectare over three years for organic inputs.

The same reply says the Centre gives no assistance for distributing biofertilizer. Under Rashtriya Krishi Vikas Yojana (RKVY), states can propose funding for production units, but the total approved since 2014-15 was ₹1,511.59 lakh across all states, so treat it as a bonus and not your financing plan. Compare it with other agro-based manufacturing ideas.

Where do new biofertilizer units usually go wrong?

  • Releasing a batch without a count. The order lets an inspector draw a sample for a notified laboratory, and a product below standard cannot be made, sold or distributed.
  • Printing old pack sizes. Packs made after 1 April 2026 outside the size bands do not comply.
  • Expecting repeat orders in one season. Farmers reorder after a crop result, so plan cash for that gap.

If ₹70 lakh is out of reach, contract manufacturing for an established brand lets you build batch records first.

What should you do first if you want to set up a biofertilizer unit?

  1. Fix the format and the first two strains with a microbiologist before talking to suppliers.
  2. Collect three written quotes that each state whether they include the fermenter, lab equipment and packing line.
  3. Ask the registering authority for the current Form D, fee, lab checklist and inspecting office, and ask your state agriculture department whether an RKVY proposal window is open.
  4. Take the numbers to a lender in project report form, using how a detailed project report is built as the checklist.

NPCS has prepared project reports since 1994, more than 5,000 across 40+ sectors, in the format banks and schemes such as PMEGP and Mudra typically ask for. An NPCS project report for a biofertilizer unit sets out the process, machinery with suppliers, raw materials, manpower and multi-year financials. It does not replace your state certificate or a laboratory check of your own strains.

Frequently asked questions about biofertilizer manufacturing

Is biofertilizer used in organic farming?

Yes. Nitrogen-fixing and phosphate-solubilising biofertilizers are standard organic inputs, and PKVY support covers organic inputs for three years. They add to compost and manure instead of replacing them, so organic farmers often buy both. Sell biofertilizer as one part of a nutrient plan, not as a replacement for manure.

How long does the biofertilizer manufacturing certificate take, and how long does it last?

In the text of the order linked above, the registering authority is to decide within 45 days of receiving your application, and the certificate runs for three years. Confirm current forms, fees and renewal timing with the authority before you file.

What happens if an inspector samples my biofertilizer?

The sample goes to a notified laboratory, which under the order reports within 30 days. A lot failing Schedule III cannot be sold. Keep a retained sample and batch records for every lot, so you can show that the lab result matches what you shipped.

Should I start with biofertilizer, organic fertilizer or vermicompost?

Biofertilizer is a living culture that needs a fermenter and a lab, while organic fertilizer manufacturing and vermicompost manufacturing work with bulk organic matter and space. All three sell to organic-farming buyers, so compare capital, skills and space before choosing.
