To start an EV charging station franchise in India, you choose a franchisor, offer a site with enough electrical load, pay for the chargers and the power connection, and run the station yourself or let the franchisor run it. Selling charging needs no separate licence. The brand matters less than three things: how large a charger your site can power, how many vehicles stop each day, and how much of the headline price is only the charger, with the transformer, wiring and meter billed on top. Starting prices run from ₹9.99 lakh to ₹30 lakh and above, and franchisors' own payback estimates range from 1.7 to 5.6 years. Subsidy under PM E-DRIVE, the central electric mobility scheme, goes through government agencies, so a private franchisee should not budget for it.
Which EV charging station franchise should you pick, and what does it cost?
Each starting price covers different things. The table uses each company's franchise page as read in October 2026.
| Franchisor | Starting price | Space and power | What to check |
|---|---|---|---|
| Bolt.Earth | ₹9.99 lakh before tax (₹15 lakh Essential, ₹50 lakh Gold) | Site survey sets the load | Excludes load increase, transformer, wiring to the charger, flooring, EV meter, deposits |
| ChargeZone | ₹25 lakh fast charging; ₹1 crore super charging | About 550 sq ft, 50-150 kVA | 12-20 weeks to commission a fast site |
| ZEON | ₹20-24 lakh (120 kW starter) | About 500 sq ft; no transformer for starter | You find the site; approved chargers only; 100% advance on charger orders |
| Statiq | From ₹30 lakh | 2 to 20 parking bays | Project cost includes hardware, civil work, grid costs and tax |
| Tata Power EZ Charge | Not published | Partner secures the site | No registration fee; partner follows brand pricing rules |
Bolt.Earth's low price leaves grid work out, while Statiq's higher price includes it. The gap is large: the government's benchmark costs put grid-side work for a site up to 100 kW at ₹14.80 lakh, above the ₹11.68 lakh benchmark for the 100 kW charger itself. Ask every franchisor for one quote split into charger, civil work and grid connection.
Is an EV charging station franchise profitable?
Paybacks differ because assumptions differ. Each row is from the franchisor's own page or calculator.
| Franchisor | Investment | Assumptions on its page | Stated payback |
|---|---|---|---|
| Bolt.Earth Essential | ₹15 lakh plus GST | 25 vehicles a day, mixed two-, three- and four-wheelers; before revenue share; grid work excluded | 1.7 years |
| ChargeZone fast charging | From ₹25 lakh | Not stated | 2-4 years |
| ZEON calculator | ₹1.35 crore (Growth plan) | 28 sessions a day, 26 kWh each, ₹21 per kWh revenue, ₹8.50 per kWh electricity | 5.6 years (headline says 3-4) |
| Statiq calculator | ₹39 lakh (120 kW) | Electricity at ₹8 per kWh | About 4-5 years |
ZEON's inputs mean 728 kWh sold a day. What you earn per kWh is the service charge added to the electricity cost, and the Ministry of Power's 2024 guidelines cap it for DC fast charging at ₹11 per unit from 9 am to 4 pm and ₹13 at other hours, before GST and land cost, until 31 March 2028. Rent, staff, repairs and the franchisor's share all come out of that charge.
So ask the franchisor for the kWh per day behind its payback figure, and discard it if your site cannot draw that many vehicles. Competition is rising: the Ministry of Heavy Industries told the Lok Sabha on 21 July 2026 that 52,718 public stations operate, 16,561 with fast chargers for cars.
Own it, run it, or hand it over: which franchise model suits you?
In franchise-owned, franchise-operated, which is how Tata Power's partner model reads, you scout the site, run daily operations and follow the brand's pricing rules, while the company supplies hardware, software and maintenance. In franchise-owned, company-operated, sold by Bolt.Earth and Statiq, you own the chargers and the company runs, maintains and bills them, then pays your revenue share. Neither states the share online, so get it in writing.
Choose company-operated unless you can staff the site and get a faulty charger repaired within a day.
Can you get a subsidy or a loan for an EV charging franchise?
PM E-DRIVE sets aside ₹2,000 crore for public charging. Applicants are central ministries, central public sector companies, and states and Union Territories with their companies, applying through nodal agencies. Individuals are not listed. For malls, streets and highways the support is 80% of grid-side costs only, with no charger subsidy.
ChargeZone and ZEON both warn on their franchise pages that social-media offers of PM E-DRIVE subsidy to franchisees are false. If an agent promises one, ask for the sanction order. Tata Power's EV Mitra page and ChargeZone both tie franchises to State Bank of India (SBI) finance, but neither gives terms you can rely on, so ask the bank for rate, tenure and collateral in writing.
Do you need a licence, and which approvals come first?
No. The Ministry of Power's guidelines call setting up and running charging stations a de-licensed activity. You still need the approvals below. These are guideline ceilings, so plan with your franchisor's timeline.
| Approval | Who gives it | Limit or condition |
|---|---|---|
| Power connection | Power distribution company (DISCOM) | 3 days in metros, 7 in other municipal areas, 15 rural, 30 hilly rural, 90 if a line must be extended; low-tension up to 150 kW |
| Charger test certificate | NABL-accredited laboratory | Valid type test certificate; BIS-compliant chargers |
| Electrical safety clearance | Electrical Inspectorate | Before the station is energised |
| Fire clearance | Fire department | Only if chargers go in a basement |
| Petroleum safety approval | PESO | For chargers at petrol pumps |
What are the steps from application to a live station?
- Check your site: clear ownership or a lease free of disputes, road frontage and room for two bays.
- Apply and get a feasibility visit. Bolt.Earth books its survey within two weeks of sign-up.
- Get a written cost split into charger, civil work and grid, plus revenue-share terms.
- Apply for the power connection or a load increase.
- Install chargers, canopy, bay marking and CCTV, then obtain the safety clearance.
- Link the station to the franchisor's software and app, then go live and track kWh sold per day.
Equipment you will be paying for
| Equipment | What it does | Note |
|---|---|---|
| DC fast charger (CCS-II) | Charges cars at 50 kW and above | Benchmark: ₹7.25 lakh at 50 kW, ₹11.68 lakh at 100 kW |
| Two- and three-wheeler charger | Charges small vehicles, up to 12 kW | Bolt.Earth packs a 3 kW unit in its entry tier |
| Transformer and panel | Brings the sanctioned load to the site | Often billed separately |
| Charging management software | Bills drivers, monitors uptime, feeds the app | Talks to chargers over OCPP, an open protocol |
What should you ask before signing a franchise agreement?
- Revenue share: the percentage, payout cycle and deductions before it.
- Charger sourcing: ZEON drops its warranty if you buy approved brands directly. Check the same clause elsewhere.
- Advance payment: ZEON asks 100% advance on charger orders. Ask for staged payment against delivery.
- Pricing control: Tata Power partners follow its pricing rules. Know whether you can change tariffs.
- Downtime: who repairs, within how many hours, and whether your share continues during an outage.
- Site rights: what happens to the chargers if your lease ends.
What to do next
Shortlist two franchisors already running stations in your city, ask each for a site survey and a one-page cost split, and run the kWh arithmetic on both. Take the lower-risk offer to your bank with the survey, cost split and lease or title papers.
Compare the setup with a CNG station business. The EV spare parts business covers the service side, and electric bike assembling explains the two- and three-wheeler demand. More routes: franchise business ideas and EV and battery business ideas.
Frequently asked questions
Can I start an EV charging station without a franchise?
Yes. You buy certified chargers and charging software, arrange the power connection, and list the station on public charging apps. A franchise adds brand, app traffic and support; going alone saves fees but leaves you to build driver awareness.
How much area do I need?
ChargeZone's fast plan lists about 550 sq ft, enough for two car bays, and ZEON's 120 kW starter about 500 sq ft. Statiq's models run from 2 to 20 bays. More bays need more sanctioned load and usually a transformer.
Do I need to own the land?
No, but you need clear title or a lease free of disputes. ZEON asks for that and supplies no sites. Tata Power's partner secures the site, and Bolt.Earth lets landowners partner on rent or revenue share.
Can I put chargers at my petrol pump?
Yes. The Ministry of Power's guidelines require PESO approval for the power connection at petrol pumps. Agree placement and load with the franchisor first.
When will I start earning?
From go-live, but slowly. Bolt.Earth says use typically takes 6 to 12 months to ramp up, and Statiq warns returns may feel slow at first. Keep first-year working capital.
