Start an electric bike assembling business by choosing your route first: low-speed e-bikes that need no registration, or road-registered electric scooters and motorcycles that must be tested and approved model by model. That choice sets your investment, your paperwork and whether your buyers can claim a government incentive. Most first-time entrepreneurs should begin with the low-speed route, because it avoids per-model approval. A state government project report for a small e-bicycle unit puts the total at ₹24.64 lakh including working capital, for 5 to 10 bikes a day from rented space of 3,000 to 4,000 sq ft with about eight workers. You buy motors, controllers and battery packs, assemble and test the bikes, and keep the speed locked in the controller. Rules and figures below are as of October 2026.
Low-speed e-bike or registered electric two-wheeler: which should you assemble?
Motor power, top speed and weight draw the line, and the line decides almost everything else.
| Route | Limits | What the rider needs | What your model needs | Central incentive |
|---|---|---|---|---|
| Low-speed e-bike | Motor up to 250 W, top speed up to 25 km/h, unladen weight up to 60 kg | No licence, registration or helmet | Power and speed verified by a recognised testing agency such as ARAI or ICAT | None |
| Registered electric two-wheeler | Anything above those limits | Licence, registration, insurance | Type approval, model by model | PM E-DRIVE, for registered models with advanced batteries |
Registered models are where the volume is: India retailed 14,01,663 electric two-wheelers in FY2026, up 22% on the year, per Vahan data reported by Autocar Pro. Low-speed limits are as Autocar India reported them in June 2026. The Ministry of Road Transport and Highways (MoRTH) published draft G.S.R. 760(E) on 21 August 2026; it would raise the power ceiling to 600 W, keep 25 km/h and drop the 60 kg cap. No final notification had been found when this page was written, so design to today's limits.
Whichever route you take, lock the limits. MoRTH has warned states about dealers selling faster scooters as low-speed ones, and Autocar Pro describes imported models with hidden switches that raise speed to 40 or 45 km/h. Such a bike is an unregistered motor vehicle. Set the limit in the controller and sell only what you tested.
How much does it cost to start an electric bike assembling unit in India?
The one government-prepared benchmark for a small unit is the UP MSME e-bicycle project report. It is undated and assumes rented premises.
| Item in the report | ₹ lakh |
|---|---|
| Plant and machinery | 19.00 |
| Miscellaneous assets | 2.00 |
| Working capital | 3.64 |
| Total project cost | 24.64 |
| Term loan assumed | 18.90 |
| Own contribution | 2.46 |
The report assumes rent of ₹20,000 a month and capacity use of 30% in year 1, rising to 50% in year 5. That lifts gross profit from ₹14.36 lakh to ₹38.08 lakh and profit after tax from ₹4.01 lakh to ₹15.86 lakh. Year 1 earns little, so working capital must carry the slow start.
Rim-making and spoke-making machines take ₹5 lakh of the ₹19 lakh; a unit that buys ready wheels moves that money into stock. The report also covers the low-speed route only, since each registered model adds its own testing cost. It sits at the edge of the manufacturing ideas under ₹25 lakh, and a bank will still want a detailed project report built on your own quotes.
What does an e-bike assembly line do, step by step?
An assembly-only unit skips fabrication and starts with bought-in parts.
- Inspect incoming frames, wheels, motors, controllers, displays, pedal-assist sensors, chargers and battery packs, and tag anything that fails.
- Prepare frames. If you make them, cutting, welding and painting happen here, and that is metal fabrication; otherwise accept painted frames.
- Build wheels: lace spokes, true the rim, fit the tyre and, on hub-motor models, mount the motor.
- Fit the fork, handlebar, brakes, drivetrain, mudguards and reflectors.
- Wire the motor, controller, throttle or pedal-assist sensor, display and battery pack.
- Set the controller's power and speed limits and lock them.
- Test brakes, ride, charging and discharging, and record the result for each bike.
- Pack the bike with its charger, manual and warranty card.
Which machines does an e-bike assembly unit need?
The state report prices the first three rows; get quotes for the testing kit separately.
| Machine | What it does | Price in the state report |
|---|---|---|
| Rim-making machine | Forms wheel rims from metal strip | ₹3.00 lakh |
| Spoke-making machine | Makes spokes for wheel building | ₹2.00 lakh |
| Punching, tyre-mounting, steel-pipe and handlebar-forming machines | Make frame and handlebar parts and fit tyres | ₹1.10-1.50 lakh each |
| Wheel truing stand, torque tools, battery tester, controller programming kit | True wheels, tighten fasteners, check packs, set and lock limits | Not itemised |
Which licences and approvals does an e-bike assembler need?
Most of these apply to every unit; the last only if you sell packs under your own brand.
- Udyam and GST registration (all units). Register before you buy stock; lenders and dealers ask for both.
- Speed and power verification (low-speed models). Have each model checked by a recognised testing agency and keep the report on file.
- Type approval (registered models). Required model by model before sale, so plan it as a separate project, and buy battery packs with an AIS-156 safety test report.
- Bicycle standards (pedal-assist models). Ask the Bureau of Indian Standards (BIS) whether your pedal-assist model falls under a mandatory bicycle standard.
- Producer registration (own-brand battery packs only). Register with the Central Pollution Control Board under the Battery Waste Management Rules, 2022. The Maharashtra Pollution Control Board's FAQs say equipment makers using another producer's batteries carry no such duty.
Is there a subsidy on an electric bike, and does an assembler get it?
The central PM E-DRIVE incentive for electric two-wheelers now runs to 31 March 2028 under Ministry of Heavy Industries notification S.O. 4424(E) of 10 August 2026. The buyer gets it as a lower price, and only registered electric two-wheelers with advanced batteries qualify. It is limited to the notified amount or 15% of the ex-factory price, whichever is lower. A low-speed e-bike sold without registration gets nothing, so price it without any subsidy.
For your own set-up cost, the Prime Minister's Employment Generation Programme (PMEGP) gives a margin-money subsidy on bank loans to new manufacturing units. Check its current scheme period and project ceiling on the PMEGP portal before you plan around it. State EV policies may add incentives; the MSME schemes overview is a place to start.
How do you choose suppliers and avoid the usual early mistakes?
- Fix the spec first. Decide motor type (hub or mid-drive), battery chemistry and capacity, and a controller that lets you set and lock limits.
- Ask for test reports, not brochures. Request battery, controller and charger reports. Frames and brakes come from auto component makers that also supply larger brands.
- Plan service early. Spares and warranty drive repeat sales; see the EV spare parts business guide for stocking.
- Decide on battery packs. Making your own adds cell sourcing, a tester and producer registration; the battery manufacturing guide covers that route.
What should you do before the first bulk order?
- Choose low-speed or registered, and write a one-page spec: motor, top speed, battery and target price.
- Collect written quotes for motor, controller, pack and frame from three suppliers, with test reports.
- Register under Udyam and GST, and ask your District Industries Centre which local approvals apply.
- Prepare the bank's project report from your quotes, build a pilot batch, get speed and power verified, then order stock. More options are listed under EV and battery business ideas.
Frequently asked questions about e-bike assembling
Are electric bikes a good investment for an assembler?
It depends on price, sales volume and how fast you reach capacity. The state project report assumes capacity use of 30% in year 1 and 50% in year 5, with profit after tax rising from ₹4.01 lakh to ₹15.86 lakh. Year 1 earns little, so plan working capital for it.
What happens if my bike can go faster than 25 km/h?
It is treated as a motor vehicle, so the buyer needs registration, a licence and insurance, and your model needs type approval. MoRTH has told states to act against dealers who sell faster scooters as low-speed ones. Lock the speed in the controller and test every batch.
Do I have to make my own battery packs?
No. You can buy finished packs with a battery management system and concentrate on assembly. Making packs adds cell sourcing, a tester and, if you sell them under your own brand, producer registration under the Battery Waste Management Rules, 2022.
Is an electric bike the same as an electric scooter in law?
Yes. The rules test motor power, speed and weight, not the shape of the vehicle, so a scooter or a pedal-assist e-bike within 250 W, 25 km/h and 60 kg is a low-speed vehicle. Above any of those limits it is a registered motor vehicle that needs type approval.
