To start a corrugated box business in India, pick your scale first, because the machines are the smaller part of the bill. In the NPCS project report for a plant making 3,500 kg of boxes a day, machinery costs ₹44 lakh but the whole project costs ₹227 lakh. The NPCS report for a large unit with printing puts the project at ₹5,726 lakh. Kraft paper, the main raw material, rose 22% to 25% in the three months to October 2026, and box prices have to follow it. Begin with two or three buyers who will commit to monthly volumes, a site near them, and cash to carry paper stock and unpaid invoices.

Should you start a corrugated box business with a ₹2.3 crore plant or a ₹57 crore printing line?

The two NPCS reports differ about twenty-five times in project cost, so scale is the first decision.

Smaller board-and-box plantLarge printed-box unit
NPCS reportCorrugated CartonsCorrugated Cardboard Boxes Manufacturing Unit with Printing
Capacity3,500 kg a day12,000 tonnes a year of boxes, plus 6,000 tonnes of printed boxes
Plant and machinery₹44 lakh₹3,545 lakh
Project cost₹227 lakh₹5,726 lakh
Rate of return25%25%
Break-even56%41%

NPCS says its figures can change and masks the cost split. Even so, in the smaller plant machinery is under a fifth of the project cost, and a unit that buys paper by the tonne and sells on credit is likely to tie up much of the balance in stock and unpaid invoices. A break-even of 56% also leaves it little cushion: it must sell a little over half its capacity before earning anything. Take the large route only with printed-box orders in hand.

How is a corrugated box made, and which machines does it need?

The sequence below follows the Development Commissioner (MSME) project report on corrugated board and boxes, which describes a high-speed line. A smaller plant runs the same stages on slower machines.

  1. Corrugation: the single facer heats and steams the fluting paper, presses it into waves (flutes) and glues it to a flat liner.
  2. Pasting: a second liner goes on the other side to make 3-ply board. Thicker 5, 7 and 9-ply boards repeat the step; the report calls 5-ply the biggest seller.
  3. Slitting and cutting: the board is trimmed, scored for folds and cut into sheets.
  4. Printing and die-cutting: sheets are printed, slotted and cut to the box shape.
  5. Joining: the lap is stitched with metal staples or glued with resin adhesive, then the boxes are bundled.

The report names glue strength, bursting strength, compression and warp as the quality checks and budgets 1 to 1.5% wastage. Each stage has its own machine.

MachineWhat it does
Mill roll stand with pre-heaterHolds the paper reels and warms the paper
Single facerForms the flutes and glues them to one liner
Double facer with glue machineBonds the second liner on heated plates
Slitter, scorer and cut-offTrims, scores and cuts the board into sheets
Printer slotter die-cutterPrints up to three colours, then slots and cuts the sheet
Stitching or gluing machineJoins the box

In that report, prepared around 2021, the full line costs ₹2.6 crore including freight and tax, and the high-speed printer slotter die-cutter alone ₹75 lakh. Prices vary with speed and automation. The line assumes 500 square metres of land, about 400 built up, and a 250 kVA minimum load. A smaller plant needs less, so get floor, power and steam needs from each supplier in writing.

How do you price one corrugated box?

Costing starts with the paper.

  1. Measure the flat blank from the buyer's drawing, flaps and overlap included.
  2. Add the paper weight. Each liner counts at its GSM (grams per square metre, the paper's weight), but the fluting is longer than the board it sits in because it is waved, so it weighs more than its GSM suggests. Buyers also name a BF (bursting factor), the paper's strength rating, and stronger paper costs more.
  3. Multiply by the day's kraft rate per kg. Rates jumped in 2024 and again in 2026, so give every quote a validity date.
  4. Add printing, die, conversion and wastage, plus the cost of cash locked in unpaid invoices and unused GST credit.
  5. Write a clause into the order that moves your price when the paper rate crosses an agreed band.

Is a corrugated box plant profitable when kraft paper prices swing?

Whalesbook reported on 10 October 2026 that kraft paper rose 22% to 25% in three months, adding ₹7 to ₹10 a kg, and that regional associations proposed a 20% rise in box prices. Himachal Pradesh box makers reported a 30% rise in four months in 2024 (Tribune India), so the risk repeats. Three things move your margin.

What moves the marginWhat the sources showCheck before you commit

Kraft paper comes from mills, and our guide to starting a paper mill shows the other end of this chain. NPCS has prepared project reports in the format banks typically ask for since it began consulting in 1994, including the two corrugated box reports above.

Which approvals does a corrugated box unit need before it starts?

Four approvals matter, and one of them depends on a machine choice.

ApprovalWhat it means for you
Udyam registrationRecords the unit as a micro, small or medium enterprise with the Ministry of MSME
GST registrationCorrugated boxes fall under HSN 4819 at 5% and uncoated kraft paper at 18%, as of October 2026 (notification 9/2025)
State pollution control board consentThe CPCB green-category list covers corrugated box making only when no boiler is used, so settle the heat source first
Factory licenceSet by headcount. PIB says the 2025 labour codes raise the threshold from 10 to 20 workers where power is used; confirm what your state applies

BIS publishes IS 2771 (Part 1), the general requirements standard for corrugated fibreboard boxes. Ask each buyer which standard its order names. Budget for fire-fighting equipment, as the DC-MSME report does, because paper stock burns. Funding routes are in our note on MSME government schemes.

Who buys corrugated boxes, and is demand still growing?

IMARC puts the Indian market at USD 8.6 billion in 2025 and USD 19.4 billion by 2034, growing 9.21% a year from 2026 to 2034, with food and beverages, electronics and personal care among the end uses. What should you do before buying a machine?

  1. Collect written interest from two or three buyers: box specification, monthly volume and payment terms.
  2. Ask two paper suppliers for current kraft rates, rate history and delivery time.
  3. Get machine quotes at both scales, with floor, power and steam needs.
  4. Confirm your pollution category with the state board before fixing the heat source.

Frequently asked questions

Is a carton box the same as a corrugated box?

Not always. Cardboard and carton are everyday words, while a corrugated box has a fluted layer between flat liners, which gives it stacking strength. The GST schedule lists cartons, boxes and cases of corrugated and of non-corrugated paper as two lines, so say which one you mean when you quote.

Can I start a corrugated box business with a small budget?

Not by making your own board. The smaller NPCS report needs ₹44 lakh of machinery and a ₹227 lakh project. Doing fewer stages, such as buying ready board and only printing and cutting it, may need less capital, but this page has no figures for that route, so get quotes first.

Where should I set up a corrugated box unit?

Close to your buyers and within reach of kraft mills. In 2024 Tribune India reported that the Baddi-Barotiwala-Nalagarh belt needed about 15,000 tonnes of kraft paper a month from Uttar Pradesh and Himachal Pradesh mills. See Himachal Pradesh industries.

Who is the largest corrugated box manufacturer in India?

No single company dominates. The DC-MSME report counts over 14,000 corrugated paper, board and box units, and a 2019 Rabobank study described converters as many small state or regional firms. A new unit competes on specification, print quality and delivery.
