To start a sugar mill in India you need roughly ₹140 crore to ₹160 crore, and the cane supply decides the project long before the machinery does. A reference design for a 3,500 tonnes-per-day mill with a 15 MW power plant costs about ₹145 crore. In the Niir Project Consultancy Services (NPCS) project report on a sugar mill with a distillery and power plant, a 5,000 tonnes-per-day mill with 28 MW of power needs about ₹162 crore.

You also need the state cane commissioner's certificate that your site is far enough from other mills, a registration with the Centre within one month of it, a ₹1 crore bank guarantee, and enough cane for the whole crushing season. The Centre's draft rules that would have doubled that guarantee were withdrawn in May 2026, so the older order still applies.

If your budget is a few crore, not a hundred, a sugar mill is the wrong project.

What does it cost to set up a sugar mill in India?

Three reference projects put total capital between ₹136 crore and ₹162 crore. The table sets two NPCS project reports beside a sample from the National Cooperative Development Corporation (NCDC). Scope and price year differ, so treat each row as a reference point, not a quote. TCD means tonnes of cane crushed per day.

Reference projectCapacityPlant and machineryTotal capitalSource
Greenfield sugar mill with cogeneration3,500 TCD, 15 MW power₹113 crore₹145 croreNCDC sample project report
Sugar mill, distillery and power plant5,000 TCD, 60,000 litres a day distillery, 28 MW power₹68 crore₹162 croreNPCS project report
Sugar mill with bioethanol from molassesSugar 2,500 tonnes a day, bioethanol 30 kilolitres a day₹49 crore₹136 croreNPCS project report

In the NCDC sample the power plant takes ₹65 crore of the ₹145 crore, nearly 45%. Funding is 65% bank debt and 35% promoter equity. Land is the smallest line at ₹1.2 crore, so cane, not land, is the real site test.

Is a sugar mill profitable? Two sources, two different answers

NPCS reports project returns of 46% to 48%. The NCDC sample projects an internal rate of return (IRR) of 15.7%. Their price assumptions differ and the NCDC sample is priced for a bank, so plan your loan around the lower figure.

NPCS: sugar, distillery and power48.00%31.00%
NPCS: sugar with bioethanol46.00%55.00%
NCDC sample, 3,500 TCD15.71% (IRR)47.81% (sugar unit)

The NCDC sample pays back in 5 years 8 months. The sample assumes molasses at about 4% of cane and bagasse at 28%. Molasses can feed a bioethanol plant, and bagasse saved beyond the boiler's need can go into bagasse-based products. Do not count on ethanol to rescue weak cane economics: the Press Information Bureau (PIB) factsheet on India's sugar industry (August 2026) shows the share of sugar diverted to ethanol falling from about 12% in 2022-23 to about 9% in 2025-26, with nearly three-quarters of ethanol now from grain.

Approvals to start a sugar mill in India: what comes first

The Sugarcane (Control) Order, 1966 sets the sequence, and each step starts a clock.

  1. Get the distance certificate from the state's Cane Commissioner or Director (Sugar). It confirms the site is at least 15 km from any other factory. A state can notify a wider gap.
  2. File the Industrial Entrepreneur Memorandum (IEM) within one month, or the certificate lapses. Since December 2025 the Department of Food and Public Distribution wants this filed on the National Single Window System portal.
  3. Submit a ₹1 crore performance guarantee within thirty days of filing.
  4. Take effective steps within two years (land in the company's name, firm machinery orders, civil work or a sanctioned loan) and start production within four, or the guarantee can be forfeited.
  5. Take the State Pollution Control Board's consent to establish before construction, plus separate permissions for a distillery or power export.

As of October 2026 these rules stand. The Centre's draft Sugarcane (Control) Order 2026 proposed a 25 km gap, a ₹2 crore guarantee and deadlines of three and five years. It was withdrawn at the end of May 2026 after farmer objections, and no new draft has a date. Check the department's notices before you file.

Where does the cane come from, and what do you pay for it?

India makes about 300 to 340 lakh tonnes of sugar a year and uses 280 to 290 lakh, says the PIB factsheet, so buyers are not your constraint. Cane is. Capacity times crushing days sets the cane you must secure: the NCDC sample needs 5.6 lakh tonnes for 3,500 TCD over 160 days. A 5,000 TCD Maharashtra expansion was designed around 7.5 lakh tonnes over 150 days, against 11.66 lakh tonnes in its command area (its environmental impact summary).

You pay at least the Fair and Remunerative Price (FRP): ₹365 a quintal for 2026-27 at a basic recovery of 10.25%. That is ₹3,650 a tonne, or ₹365 for 100 kg. Each extra 0.1% of recovery adds ₹3.56 a quintal. At base recovery a tonne of cane gives about 102 kg of sugar, so cane alone costs roughly ₹36 per kilogram of sugar before by-product income.

How does a sugar mill turn cane into sugar?

  1. A chopper and fibrizer break the unloaded cane open, and roller mills crush it with sprayed water. The dry fibre left is bagasse.
  2. The juice is screened, heated and limed in a clarifier so mud settles out.
  3. Evaporators boil off water until the juice becomes syrup.
  4. Vacuum pans boil the syrup under low pressure until sugar crystals grow.
  5. Centrifugals spin the crystals free of molasses. The sugar is dried, graded and bagged.
  6. Bagasse burns in the boiler, and its steam drives the turbine and then heats the process. Molasses goes to a distillery or storage.

Which machines does a 3,500 TCD mill run on?

The NCDC sample lists three 12.5 tonne cane unloaders, nine mills, one clarifier, one 90 tonnes-per-hour boiler and one 15 MW turbine. Quote evaporators, pans and centrifugals as separate lines; the sample does not itemise them.

What can you build if ₹140 crore is out of reach?

A sugarcane processing plant need not be a sugar mill: treat a vacuum-pan mill as a large-project business. The sources used here carry no cost benchmark for 10 or 50 TCD plants, so get itemised quotations. The NPCS khandsari sugar report is built on a 4.2 tonnes-a-day plant with plant and machinery of ₹21 lakh and total capital of ₹88 lakh. See sugarcane juice bottling or other food processing business ideas.

What to do before you commit to a sugar mill site

  1. Map the cane first. Collect village-wise cane area and yield for the likely catchment and test it against capacity times crushing days.
  2. Ask the Cane Commissioner for the distance certificate before paying token money for land. The one month IEM clock starts when it is issued.
  3. Fix the configuration (sugar only, with power, or with a distillery), since loan size and approvals follow.
  4. Talk to a lender early about the 65:35 debt to equity pattern that the NCDC sample uses.

A bank-format detailed project report for a sugar mill should carry a cane balance, itemised machinery, by-product income and a multi-year cash flow. NPCS has prepared project reports since 1994; its sugar mill reports cover these in the format lenders usually ask for.

Frequently asked questions about starting a sugar mill

How much land does a sugar mill need?

There is no fixed acreage. It depends on capacity, any distillery and the green belt. One 5,000 TCD sugar, power and distillery expansion in Maharashtra has a 107.83 hectare plot, 37.28 hectares of it green belt (its environmental impact summary).

How many people does a sugar mill employ?

The NCDC sample for 3,500 TCD with cogeneration lists 400 people, 148 permanent and 252 seasonal. The Maharashtra expansion above lists 265 across sugar, power and distillery.

What are the main risks of running a sugar mill?

Cane prices are fixed by the government while sugar prices move, and farmer dues must be cleared: 97% of 2025-26 dues were paid by 20 August 2026, says the PIB factsheet. Crushing lasts 150 to 160 days in these examples, so the plant idles unless a distillery (about 300 days a year) fills the gap.

How much power can a sugar mill sell?

In the NCDC sample a 15 MW turbine generates about 14 MW, the mill uses about 5 MW, and about 9 MW is exported at an assumed ₹6.27 a unit.
