A cleaning products business in India usually starts as a small blending and bottling unit making liquids such as floor cleaner, toilet cleaner, dishwash liquid and phenyl. The first decision is how much chemistry you will do yourself: dilute a ready concentrate, blend your own formula from raw chemicals, or make an active ingredient on site. That choice sets your equipment, pollution board category and label claims.

Most first-time units blend and bottle, because one mixing tank, one filler and one labelling station can serve several products. Capital depends more on tank size, filler and bottle stock than on the formula. Before selling you need an Udyam registration, Goods and Services Tax (GST) registration if your sales require it, consent from your state pollution control board, and a label with the declarations packaged goods must carry. Cleaning services such as housekeeping contracts need no factory and are not covered here.

Which operating model suits a new cleaning products unit?

The model decides your equipment and the pollution board entry your plant falls under. Start with blend and bottle unless a buyer is already committed to something you would have to manufacture.

ModelWhat you doProducts it suitsEquipment
Dilute and packBuy a ready concentrate, add water, colour and perfume, then bottleFloor cleaner, glass cleanerMixing tank, filler, labeller
Blend from raw materialsWeigh surfactants, thickener, preservative and perfume into your own formulaDishwash liquid, liquid detergent, toilet cleanerMixing and storage tanks, filler, lab kit
Make the active on siteReact or emulsify ingredients in process vesselsBlack phenyl, liquid soapHigh-shear mixers, process vessels, effluent handling

More blend-and-fill ideas are under chemical business ideas; other plants are in the manufacturing business guides.

Which cleaning products should a new unit make first?

IMARC Group's India household cleaners report (updated 30 September 2026) puts 2025 sales at 60.7% laundry, 12.4% dishwashing, 9.8% surface cleaners and 6.3% toilet bowl cleaners. The table adds what the Bureau of Indian Standards (BIS) list of soap, detergent and cleaning fluid standards offers to test batches against.

ProductIndian Standard to test againstWatch-out
Floor cleanerNone titled floor cleanerYour own stability and cleaning tests are the only proof
Liquid toilet cleanerIS 7983 (liquid toilet cleaner)Acid versions need acid-resistant tanks, pipes and filler parts
Dishwash liquidIS 6047 (scouring products for utensils), IS 11601 (skin irritation tests)No hand dishwash liquid specification is listed, so test skin feel yourself
PhenylIS 10758 (deodourising and disinfectant fluids)Any germ-kill claim needs laboratory proof

Laundry is the biggest segment, but IS 4955, the household laundry detergent standard, covers powders only. Group products by tank type: floor cleaner, dishwash and hand wash can share equipment, while acid toilet cleaner needs its own. For bleach-based cleaners, see the bleaching powder manufacturing guide.

What should a cleaning products business plan show?

Each row says where the number comes from, so a lender can check it.

Plan sectionWhat to writeWhere the number comes from
Products and buyersTwo or three products, target buyer, price tierShelf prices at shops you will supply
Sales planMonthly volume by product and channelTrial orders and your distributor's quoted margin
Formulas and testingFormula sheet, test plan, shelf-life recordsYour own batch tests against the standards above

Is selling cleaning products profitable?

Margin changes too much with product, pack size and channel for one honest figure, and margins quoted online for this business are mostly undated and unsourced. For products that are mostly water, such as floor cleaner and glass cleaner, price the bottle, cap, label, carton and freight first, because they can outweigh the formula. For concentrated products, the chemicals lead.

How are floor cleaner, toilet cleaner and dishwash liquid made?

  1. Fix the formula on a small bench batch, changing one ingredient at a time.
  2. Charge the mixing tank with measured, clean water. Hard water is a common reason for cloudy or separating batches.
  3. Dissolve or neutralise the main active. The Development Commissioner (MSME) project profile for liquid detergent dilutes acid slurry in a stainless steel kettle and neutralises it slowly with caustic soda solution.
  4. Add thickener, colour and builders slowly, with the stirrer running.
  5. Add perfume and preservative last.
  6. Test pH and appearance on every batch; Uttar Pradesh government unit profiles list these checks before filling.
  7. Filter, fill to the declared quantity, cap, label and batch-code each bottle, and keep a retained sample.

The surfactants, thickeners and preservatives you buy are covered under chemical additives manufacturing.

Which machines does a blending and bottling unit need?

Uttar Pradesh unit profiles list the same core equipment.

MachineWhat it doesBuying note
Mixing tank with stirrerBlends water, actives and additivesStainless steel suits alkaline and neutral products; acid cleaner needs lining or plastic
High-shear mixerHolds oils in emulsionNeeded for phenyl; a plain stirrer is enough for thin liquids
Storage tanks, pump, filterHold and move the finished batchKeep one set per product family so fragrance does not carry over
Filler, capper, labellerFills the declared volume, seals and labelsChoose a filler that handles your thinnest and thickest product
Lab kitpH meter, scale, viscosity checkCalibrate the scale; net quantity is a legal declaration

Which licences and approvals does a cleaning products factory need?

GST registrationIssuing tax invoicesConfirm on the GST portal whether your sales require it
Pollution control board consentPermission to set up and run the plantDescribe your process exactly
Packaged goods labellingLegal Metrology rules require manufacturer's name and address, generic name, net quantity, date of manufacture or packing, maximum retail price and a consumer care contactFix the label layout before printing
Trade and factory licencesLocal body and state rulesAsk the municipal office

In the Central Pollution Control Board (CPCB) green category list, "synthetic detergent formulation" and "phenyl/toilet cleaner formulation and bottling" are green. The Odisha board's orange list places "liquid floor cleaner, black phenyl, liquid soap, glycerol mono-stearate manufacturing" in orange. So the same floor cleaner can fall in either, depending on whether you formulate or manufacture. CPCB announced a revised classification in January 2025 that boards apply at consent renewal, so ask your board in writing which entry applies.

Check on the BIS site whether certification is compulsory for your product before printing any BIS mark. A label that says it kills germs is a performance claim: settle which regulator covers it first, and hold accredited laboratory reports.

What should you do before buying any machine?

  1. Choose the operating model and two or three products that share a tank type.
  2. Get written quotations for chemicals and packaging and work out the cost of one filled, labelled bottle.
  3. Write to the pollution control board describing your process and ask which category applies.
  4. Register on Udyam and design a label with every declaration.
  5. Make trial batches and store them for a few weeks, watching for separation, colour and smell change.
  6. Write the plan from the table above. For a bank loan, a detailed project report adds cash flows and break-even. Read the rules of the Prime Minister's Employment Generation Programme (PMEGP) on its official portal before sizing the unit; the ceiling and subsidy depend on category and location.

Frequently asked questions

Can I start a cleaning products business from home?

Only a small dilute-and-pack operation of mild products such as floor cleaner is realistic. Acid toilet cleaners and bulk chemical storage do not belong in a residence, and your housing society or local body may restrict commercial activity. For other small starts, see low investment business ideas.

What are the four types of cleaners?

Food-safety training groups them as detergents, degreasers, abrasives and acids. Detergents lift dirt, degreasers are solvent-based and cut oil, abrasives scrub and acids remove scale. Floor cleaner and dishwash liquid are detergents, toilet cleaner is often an acid, and scouring powder is an abrasive.

Is a cleaning products business the same as a cleaning company?

No. A cleaning company sells labour for housekeeping or janitorial work and needs no plant. A products business makes chemicals in bottles and needs factory space, pollution board consent and compliant labels. Many "business plan" templates in search results are written for services.

Can I sell under my own brand without a factory?

Yes. In contract or private label manufacturing, another licensed plant blends and fills the product while you handle brand, label and sales. Agree in writing who is named as manufacturer on the label, since the declarations must be accurate. See the contract manufacturing guide.
