Cement products manufacturing pays on weight and distance. Hollow blocks, paver blocks and kerbstones are heavy, made from local sand and stone, and sell within a short truck ride of the plant. A unit with a few nearby builders lined up earns more than one with a better machine and no buyers. Pipes, manhole covers and ready mix concrete need more machinery and more approvals, and they make sense only when a large project is already on the books.

The best official numbers are for a block unit. The Khadi and Village Industries Commission (KVIC) sample project profile for hollow and cement concrete blocks sizes a plant of 1,800 blocks a day at ₹25 lakh in total, including ₹5.64 lakh of working capital. It shows ₹14.3 lakh profit before tax in year one at 60% utilisation, rising to ₹31.2 lakh in year five at full capacity. The profile is undated and prices cement at ₹7,000 a tonne, so treat its figures as a template and rerun them with quotes from your own town.

Which concrete products are profitable to make, and which need a bigger purse?

Of these concrete business ideas, blocks, pavers and kerbs are the lowest capital way in. Pipes and ready mix concrete need far more money and paperwork.

Cement business profit: what does a block making unit cost and earn?

The KVIC profile assumes 300 working days a year; figures are in ₹ lakh.

Cement is ₹12.60 lakh of the ₹28.86 lakh yearly raw material bill at full capacity, about 44%, and sand adds ₹10.26 lakh. A ₹1 rise per kilogram of cement adds ₹1.8 lakh a year at that volume, roughly 6% of year five profit, so put a price validity period on every quotation. Stock (₹2.81 lakh) and unpaid customer bills (₹3.23 lakh) make up the whole working capital need, so slow payers hurt a small unit quickly.

How are hollow blocks and paver blocks made?

The sequence follows the KVIC profile.

  1. Weigh the batch: about 1 part cement to 7 of aggregate by weight, a water to cement ratio of 0.62 and stone no coarser than 12.5 mm.
  2. Mix for about 1.5 minutes and use the batch within 30 minutes.
  3. Fill the mould, vibrate and strip the blocks onto wooden pallets.
  4. Harden in shade for about 24 hours.
  5. Cure for at least 21 days.
  6. Dry for 7 to 15 days in shade, stacked with the cavities horizontal.

Paver blocks follow the same route. The revised standard, IS 15658:2021, bars lead pigments and tests the thickness of the coloured wearing layer, so colour is a quality item, not decoration.

Which machines does a block and paver unit need?

The profile prices a compact setup at ₹13.34 lakh before GST.

Each new paver shape or kerb size needs its own mould, so moulds grow with your range.

Do concrete products need BIS certification or pollution consent?

Every product above has an Indian Standard from the Bureau of Indian Standards (BIS). Whether the BIS Standard Mark is compulsory is unsettled. In February 2023 the Department for Promotion of Industry and Internal Trade circulated a draft quality control order covering paving blocks, hollow and solid blocks, flooring tiles, pipes and manhole covers, with no exemption for small makers. That draft is the only version found as of October 2026, so check the BIS site for a final notification.

Certification means running a test laboratory: BIS's 2018 inspection scheme for paver blocks asks for monthly strength, water absorption and abrasion tests.

Ready mix plants face stricter pollution rules. In October 2024 the Maharashtra Pollution Control Board moved them from the Green to the Orange category after a Bombay High Court case on Mumbai's air quality. Ask your State Pollution Control Board which category your plant falls in.

How do PMEGP and Mudra loans fit a ₹25 lakh block unit?

KVIC lists this block unit among its sample profiles for the Prime Minister's Employment Generation Programme (PMEGP). As of October 2026, the PMEGP summary from the Ganjam district administration gives:

  • Project cap: manufacturing up to ₹50 lakh for applicants educated beyond Class 8, ₹10 lakh otherwise.
  • Your share: 10% of project cost, or 5% for special categories such as SC, ST, OBC, minorities and women.
  • Subsidy: 15% (urban) or 25% (rural) for general applicants; 25% or 35% for special categories.

On ₹25 lakh that is ₹3.75 lakh to ₹8.75 lakh of subsidy.

Mudra's Tarun band stops at ₹10 lakh. The Tarun Plus band of ₹10 lakh to ₹20 lakh, in force since 24 October 2024 according to the Press Information Bureau, is only for borrowers who repaid an earlier Tarun loan. A first unit of this size leans on PMEGP or a term loan; the profile assumes ₹17.43 lakh at 11.5%. See MSME government schemes and manufacturing ideas under ₹25 lakh.

What goes wrong in small cement product units?

  • Machine before buyer. Blocks are heavy and beat clay bricks only where those are scarce or costly to move. Name two or three buyers within a short truck run first.
  • Cash locked in the yard. A block spends four to five weeks between mould and sale.
  • Cement price drift. The national average trade price rose ₹7 a bag in September 2026 to ₹356 (Centrum Broking, via Business Today). ICRA expects cement volumes to grow 6% to 7% in FY27 at 70% to 71% plant utilisation, so supply is unlikely to pinch, but price will.

What should you do before buying a machine?

  1. Pick one product, blocks, pavers or kerbs, and write down the three nearest buyers, their order sizes and today's price.
  2. Collect delivered rates for cement, sand and stone from two suppliers each, with validity dates, and rerun the KVIC profile.
  3. Ask your State Pollution Control Board for your plant's category and check BIS for the quality control order.
  4. Visit two working units in your district and ask how long stock sits and how much breaks.
  5. Take the rerun costing to your bank or District Industries Centre. The detailed project report format guide shows what a lender expects.

Frequently asked questions about cement products manufacturing

What is the cost of 1 kg of cement?

About ₹7. The KVIC profile prices cement at ₹7,000 a tonne, and the national average trade price was ₹356 a bag in September 2026. Divide a bag's price by the weight printed on it to compare brands, and ask dealers for delivered rates, which differ by region.

Can I start a cement products business with ₹50,000?

Not a machine based one. The machinery in the KVIC block unit costs ₹13.34 lakh before GST, and the whole project ₹25 lakh. ₹50,000 can pay for market visits, test blocks and supplier quotes, which is useful preparation for a loan application.

Can a block unit earn ₹2 lakh a month?

On paper, only at full capacity. The profile shows ₹31.2 lakh profit before tax in year five, about ₹2.6 lakh a month, and about ₹1.2 lakh a month in year one. These are projections built on assumed prices and full order books, not promises.

How much space and power does a block unit need?

The profile assumes a 2,000 sq ft building and a 10 HP electrical load, though its machine motors add up to 13 HP, so ask suppliers for the connected load before you apply for power. Plan open yard space separately, because blocks stand for weeks while they cure and dry.
